SUMMARY:

Counterpart International is implementing the four-year Ba Distrito project which is funded by the United States Agency for International Development (USAID). The goal of the project is to improve the ability of local governance to address community needs and increase its capacity to deliver services more effectively, efficiently and sustainably.  The Ba Distrito project is partnering with the Government of Timor-Leste to assist in improving services at the local level by strengthening the ability of institutions such as suco councils and justice sector agencies to engage with, and represent the interests of, citizens at the grassroots level. The project is also supporting national efforts for the anticipated suco elections in 2016, through support to the Technical Secretariat for Election Administration (STAE) to hold fair, transparent, inclusive local elections and facilitate civic engagement.

Ba Distrito is seeking a Training Specialist to be seconded to the Technical Secretariat of Electoral Administration (STAE) to support STAE officials to update/develop a voter education manual for the suco elections, as well as materials and support to facilitate the implementation of Training of Trainers session (ToTs) for STAE officials to stakeholders such as civil society organizations, the media, and observers.

The development of voter education training manual should take into account factors such as the high rates of illiteracy, and be inclusive of women, youth, people with disabilities, minority groups and other marginalized segments of society. Young adults eligible to vote for the first time may need special messages explaining how to register and cast a ballot.

 

Key Deliverables

·         Undertaken training needs assessment for the Technical Secretariat of Electoral Administration (STAE) of Timor-Leste;

·         Work with STAE to develop work plan to address the needs identified;

·         Support STAE team to update voter education manual together with training modules, training tools and facilitator’s manuals;

·         Support STAE team to develop tools to support trainees to implement key lessons from training;

·         Support STAE team to develop comprehensive list of training materials needed to accompany and reinforce the training manuals (such as posters with key messages, videos, stickers, etc.);

·         Support STAE team to develop strong, participative training skills that are inclusive of women, youth and people with disabilities;

·         Support STAE team to develop and implement cascade training/Training of Trainers on voter education;

·         Support STAE team to develop and provide training to stakeholders such as civil society organizations, the media, and observers, etc.

·         Support STAE by taking part in developing the content of brochures, pamphlets, posters, etc.

Minimum Requirements and Experience:

·         A minimum of 5 years of experience developing effective training materials for adults including adults with low literacy;

·         Effective trainer familiar with the Cascade method of training and Training of Trainers;

·         Demonstrated experience in effective participative training methods;

·         Experience in effective rural community outreach;

·         Excellent technical understanding of electoral system in Timor-Leste;

·         Voter or civic education experience preferred;

·         Prior experience working effectively as an advisor/mentor with the government preferred;

·         Excellent written Tetum using the national orthography;

·         Ability to learn quickly the legal framework governing the Timor-Leste context;

·         Detailed understanding of how to work effectively in the Timor-Leste context;

·         Strong English language skills preferred;
