This position involves supporting WaterAid’s WASH program work with local organisations and government, focused on enabling WaterAid staff and guests to access rural communities , local and national government and support operations for WaterAid’s Timor-Leste offices. This position will be based in Dili with frequent travel to Likisà and Manufahi municipalities, as well as other municipalities when required and will be required to operate a 4×4 car safely on challenging rural terrain and roads in poor condition.

 

Key Accountabilities

  • Safely operate a large 4×4 car on challenging rural terrain and roads in poor condition.
  • Manage and record kilometers, service, maintenace and fueling in the car log book.
  • Responsible for routine checks of oil, fuel, air in tires and other items as necessary.
  • Responsible for keeping car tidy and clean both inside and out.
  • Responsible to ensure the car have; basic repair tool sets, basic first aid kid, a fire extinguisher, and a functional spare tire, all in working order.
  • Responsible for having clean and valid driver license and ensring car registration is in-date.
  • Responsible for reporting any detected need for repair to Operations or Country Director
  • Comply with National and WaterAid traffic rules and best practices.
  • Responsible for all passengers safety and ensuring everyone wears a seatbelt.
  • Ensure any passengers that are not WATL staff sign the declaration when using a WATL car

The role will largely focus on supporting and managing the Policy and Campaign teams, Program Support, Capacity Building and Operations Team. The position supports the development and achievement of WaterAid’s country strategic objectives and effective operations in order to promote and secure poor people’s rights with regards access to safe water, improved hygiene and sanitation and to support local partner organisations and service providers in developing their capacity to deliver effective WASH and behaviour change programmes.

This position involves managing WaterAid Timor-Leste’s programme department. The department directs WaterAid Timor-Leste’s work through partner NGOs, local organisations and in partnership with local government. The role will largely focus on supporting and managing the Program Co-ordinators to manage the district team to deliver sustainable and equitable WASH projects with rural communities. The position supports WaterAid’s strategic objectives to promote and secure poor people’s rights and access to safe, water, improved hygiene and sanitation and to support local partner organisations and service providers in developing their capacity to deliver effective WASH and behaviour change programmes.

 

Key Accountabilities

Reporting to the CR, the Head of Programmes (HoP) will support WaterAid to strategically plan, manage and implement WaterAid Timor-Leste’s projects through the Programme teams.  This is to be undertaken with reference to the current Country Strategy and the Timor-Leste government’s laws, policies and strategic priorities.  The HoP’s responsibilities will include line management of Programme Coordinators and comprise the following principle elements:
