  1. Background and Context

The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace and security.

Gender mainstreaming is one of UN Women’s primary areas of work in Timor-Leste as mandated in its inception, recognizing gender-responsive planning and budgeting as integral to good governance. To promote gender-responsive planning and budgeting, UN Women works throughout the annual planning cycle at national and decentralized levels with the women’s machinery as well as key line ministries, parliamentarians, civil society organizations, academia and other institutions.

To achieve its objectives, and ensure a high quality response capacity on gender mainstreaming, the Project on Institutional Strengthening for Gender Equality and Women’s Empowerment in Timor-Leste supports the implementation and tracking of gender commitments made by the Government of Timor-Leste. These are outlined in the Strategic Development Plan 2011-2030 and the Programme of the Fifth Constitutional Government 2012-2017, informed by the Millennium Development Goals (MDG) and the New Deal for Engagement in Fragile States.

Upon request of the Ministry of Finance, UN Women is seeking a national consultant to provide technical support to the Ministry of Finance and the Government of Timor-Leste on gender-responsive policy development, especially in the areas of planning, budgeting, finance and civil service reform.

 

 

  1. Overall objective of the assignment

The overall objective of the proposed consultancy is to provide technical support to the Ministry of Finance, Prime Minister’s Office, and Civil Service Commission on Gender Responsive Budgeting and Planning, and develop practical tools for the strengthening of gender mainstreaming in the Government systems.

I. Background

Following its support to the development of the National Action Plan (NAP) on Gender Based Violence (GBV) in 2011-2012, UN Women Timor-Leste has been working with government institutions and civil society organizations to support their implementation of commitments as detailed in the NAP on GBV.

With regards to the Prevention pillar of the NAP, the Ministry of Education has lead responsibility to see that “Measures are undertaken to educate children and youth on preventing violence, conflict resolution, gender equality, human rights, non-discrimination and accessing victim services”, in line with Article 11 of the Law Against Domestic Violence. In this regard, progress has been made in 2013-2014 to incorporate these issues into the revised curriculum, and through a Reference Group comprising various organizations and development partners, UN Women has provided specialized materials and inputs related to gender equality and GBV prevention throughout the process.

In response to a request by the Ministry of Education for support from UN Women with the development of a Monitoring and Evaluation (M&E) framework towards the implementation of the revised curriculum, UN Women, with the generous support of the European Union, has facilitated support for a National consultant to suppo who will develop a Monitoring Framework on the new curriculum, specifically as it relates to teacher training and application of content.

The UN Entity for Gender Equality and the Empowerment of Women (UN Women) is inviting legally registered non- governmental organizations (NGOs) to submit a proposal on

 

Development of community based communication to foster gender equality and women’s empowerment, through local radio stations

 

                                                                Guidelines for the Submission of Proposals

 

Format of Proposal – Given the attached Terms of Reference, the proposal should contain, at a minimum, the following:

 

  • A narrative proposal consisting of:
  • Context and problem analysis should provide an overview of the actual situation and problems that the project will address. This should include but not be limited to (1) analysis of the use of ICT in development, especially to foster community change for gender equality; (2) overview of existing activities and projects on gender equality and communication through media especially at community level in Timor-Leste; (3) gaps and challenges to be addressed through media in regards to gender equality. (1 ½ pages)
  • Justification: A description linking the problem analysis and the strategy of the project to the development context of Timor-Leste, the targeted districts. (½page)
  • Expected results: The expected outputs and outcomes of your project (1 page).
  • Strategy: describing how the project will achieve the intended results, including methods and approach. (2 pages).
  • Partnerships: Include a description of the partners needed to successfully implement the project and their roles (1 page). International organizations are encouraged to work through/in partnership with a local partners.
  • Institutional profile: Provide a brief description of the organization, including its registration details and relevant experience on communication, especially in regards to social communication and advocacy; communication for change; working with community radios; empowerment of women through communication; or any other relevant experience that qualifies the organization for this call for proposal (not more than 1 page).
  • Log frame and implementation of work plan: A description of expected results, corresponding activities and work plan to conduct the activities (use the attached forms 1 and 2).

 

  • A Budget Proposal fulfilling the following requirements:
  • An output based budget – i.e. budget showing how much is required to achieve each output.
  • The budget should include an allocation for preparation of a certified financial report annually and one audit report during the project.
  • The administrative/indirect cost should not exceed 10% of total budget.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.

Background

The Centre for Capacity Building and Information on Gender Equality (CEGEN) formally started its activities on 22 March 2012 as the Gender Resource Centre (GRC), a jointly project that was established in 2008 by UNDP (Parliamentary Support Project) and UNIFEM/now UN Women (Integrated Programme for Women in Politics and Decision-making Programme). The GRC was inaugurated on 7 October 2008 as a centre of knowledge and information regarding gender equality and women’s empowerment in the National Parliament and Timor-Leste through building networks with relevant stakeholders in Government, civil society and the academia. The objectives of the GRC included providing support knowledge on gender mainstreaming for all members of parliament in pursuing a common gender equality agenda; to provide sensitization on gender and gender related issues for all Parliamentarian; and to be as a centre of knowledge and information technologies, training and research strategies.

The main goal of the GRC/CEGEN is to enhance the capacities of women and men parliamentarians in pursuing gender equality and promoting gender mainstreaming in the work of the parliament through technical assistance, appropriate resources and relevant support. Several activities such as study tour visits, Gender Responsive Budgeting and gender related trainings were conducted to enhance parliamentarian’s capacity development on gender mainstreaming. From the outset, it was agreed with UNDP and UNIFEM/UN Women that the GRC would gradually incorporated into the secretariat structure to ensure local ownership and sustainability. The GRC, now the Centro de Formação e Informação Sobre Igualdade de Género (CEGEN or Centre for Capacity Building and Information on Gender Equality) is placed under the Directorate for Research and Technical Information as reflected by the Law on the Organization and Functioning of the National Parliamentary Administration (LOFAP) n. 15/2008.

To increase visibility of the CEGEN work in the parliament as well as to increase access of the women and men parliamentarians to the gender equality and women rights UN Women will support CEGEN in development and launch of the web-page at the web-site of the Parliament of Timor-Leste.
