Micro-Capital Grant for UNDP’s Project on “Strengthening rule of law by supporting the establishment of Access to Justice Clinics (AJCs) in Timor-Leste”

 

 

UNDP Timor-Leste, Dili invites interested NGOs/CBOs/CSOs to submit Expressions of Interest (EOI).

 

The Justice System Programme of UNDP is supporting the establishment of Access to Justice Clinics (AJCs) which will constitute a section of the Public Defenders’ Office (PDO) in Timor-Leste. These clinics will be staffed by civil society actors which will help strengthen the mandate of the PDO to provide free legal aid, mediation, and information services to the most vulnerable people in Timor-Leste. The AJCs will be piloted in the judicial districts of Baucau and Suai, and their specific activities will include:

·         Legal consultation

·         Referral services to the justice sector and other social services for vulnerable persons

·         Mediation

·         Legal information

·         Paralegal programme and development of a network to assist vulnerable persons.

 

The Justice System Programme of UNDP Timor-Leste hereby invites interested registered Local and Non-Governmental Organizations and National Institutions (CBOs, CSOs) to submit their Expression of Interest for the implementation of AJCs within a state-civil society partnership. Since this project aims to strengthen the mandate of the Public Defenders’ Office, potential conflict of interest will be a factor taken into account in the selection process. The AJCs will likely be located in the same premises as the Public Defenders’ Office. Ability to offer legal advice in civil cases as well as mediation skills in land dispute cases are highly desirable.

 

This call for Expression of Interest will lead to a pre-qualification of suitable grant recipients that will be invited to submit proposals to partner with the AJC project in implementing activities in the above-mentioned pilot judicial districts.

 

The implementation period for the grants is between 9 to 12 months and must be completed by August 2017. The grant is for a maximum amount of $115,000. Applications may be submitted individually or jointly by an association of up to two NGOs/CBOs/CSOs to implement the proposed activities. 

 
The deadline for submission of Expressions of Interest is 17:30 hrs on Wednesday 10 August 2016

I. Position Information

II. Organizational Context

 

The PDHJ was established through the National Parliament’s  Law No. 7/2004 in compliance with the 2002 Constitution of the Democratic Republic of East-Timor stipulating the establishment of an “an independent organ in charge of examining and seeking to settle citizens’ complaints against public bodies, preventing and initiating the whole process to remedy injustice”. The PDHJ is an independent national human rights institution which has a mandate to cover human rights, good governance / maladministration. The purpose of the PDHJ is to protect and promote human rights and fundamental freedoms of natural and legal persons throughout the national territory and prevent maladministration.  The PDHJ serves therefore two different but linked mandates, namely as the National Human Rights Institution of Timor-Leste and the Ombudsman. Within its two areas, it discharges its mandate within a three activities-approach: education and promotion, prevention or monitoring and investigation (based on complaints or based on its own initiative).

General Description

Under the supervision of the Chief of ICT of the Ministry of Justice (MoJ) and the Head of IT from UNDP Justice System Programme (JSP), the ICT Specialist will support the development of new and existing IIMS software applications, including training of national staff on software designs, standards and tools.

Scope of Work

  • Lead and facilitate the development of an overall Justice Sector IT master plan for the consolidation and further development of the IIMS systems over the next five to ten years, to include the maintenance and replacement/upgrade of hardware, network, and infrastructure; the management of power and connectivity requirements; and the expansion and exploitation of the potential of the software applications on the institutional and Sector level and work together with the Planning Secretariat to build a permanent management structure to administer these functions within the Sector
  • Lead architecture design, software development and solution management to ensure that these are aligned to the Justice Sector objectives and priorities and work together with the Planning Secretariat to build a permanent management structure for these functions within the Sector
  • Act as project manager for the design, implementation, customization and maintenance of IIMS software applications projects working closely with technical staff and software development firm in developing plans and monitoring progress and work together with the Planning Secretariat to build a permanent management structure for these functions within the Sector
  • Conduct thorough systems requirements gathering exercises while ensuring the following:
    • Structuring systems design by understanding and focusing on the core institutional and IT directorate needs;
    • Assessing requirements through the understanding of each Sector’s institutional needs and analysis of the specific processes;
    • Developing preliminary cost-estimates for different solution options in view of current and potential technical capabilities and work with the Planning Secretariat to build these costs into the national budget for 2015;
  • Actively engage in providing creative inputs for the development of new tools and systems, enhancement to existing tools/systems or new ways of using / integrating tools/systems
  • Analyze trends in user experiences in order to prioritize fixes and enhancements to IIMS Systems within the Justice Sector, ensuring their continual improvement
  • Act as liaison between MoJ and the software firm/supplier to ensure successful delivery of services.
  • Engage with team members within each institutions’ IT Unit to analyze, recommend, plan, design, and implement solutions for the citizens of Timor-Leste that meet strategic, usability, performance, reliability, control, and security requirements.
  • In partnership with the software maintenance firm, provide mentoring and technical assistance for the national IT staff on IIMS Systems administration, installation, maintenance and upgrading and support the auditing functions set out in the software maintenance contract.
  • Enhance the existing systems development methodologies, procedures, providing manuals, documentation of best practices, configurations, support and systems analysis and development for the IIMS Systems used across the Justice Sector.
