The U.S. Embassy in Dili is seeking an individual for the position of Program Management Assistant in its Department of Justice (DOJ) office located atRua Praia dos Coqueiros Dili, Timor-Leste.
POSITION:  Program Management Assistant (Full Performance)
The incumbent will be working under the direct supervision of the The U.S. Department of Justice (DOJ) Office of Professional Development, Assistance and Training  (OPDAT), through a Resident Legal Advisor (RLA) assigned to the U.S. Embassy, Dili, is assisting the government of Timor-Leste in its continuing efforts to develop its justice sector.  The RLA program focuses on prosecutor and investigator training and skills development, and provides institutional support for the investigation and prosecution of crimes, including corruption, money-laundering, narcotics, weapons, complex fraud and financial crimes, and human trafficking.  The program will also promote legislative reforms, institutional support, and protection of human rights through full and consistent application of the criminal and criminal procedure codes designed to improve the operation of the criminal justice system.   DOJ/OPDAT is seeking an Assistant Legal Advisor (ALA) to support the RLA.  The ALA will, among other things, advise the RLA on relevant legal, policy, and political issues, help to plan legislative and institutional reform initiatives, review, translate and analyze current and draft legislation, develop and maintain contact and schedule meetings with officials of relevant Timor-Leste government agencies, plan and organize conferences and training sessions, calculate and control budgets, and manage administrative activities in a two-person office.
1) University degree in Law, International Relation, Economics or Business; 2)Minimum 2 years experience in legal field; 3) Good working knowledge of English Level IV (Good), Level IV Portuguese (Fluent), Level IV tetum (fluent); 4) Must possess an excellent understanding of the Timor-Leste legal and criminal justice systems.

Job Working Title: Secretary

Type of Employment: Full Time (40 hrs/week). The initial 3 weeks will be a trial period.
The project period is from February 2011 until October 2015 and the contract would be renewed every 3 months.

Salary: 12.5 USD/day (275.0 USD/month) and payment for overtime

Job Duties:
Ø        Management of the project budget with the records of expenditure
Ø        Other works relevant to the office management, such as filing the documents and management of the office equipments.
u        Job knowledge, skills and abilities:
Ø        At least 3 years of working experience in fund-management of the donor-funded projects or other organizations.
Ø        Fluency in Tetun and English both in speaking and writing
