The Field Engineering Assistant will be responsible to supervise the rehabilitation and maintenance works are required to support and assist the R4D-SP Regional Coordinator in their site activities to give instruction to contractors. Duties include check the quality of the work as it is being carried out, to assist the R4D-SP Regional Coordinator with the training of MPWTC staff and contractor’s staff, carried out other activities such as designs of small structures and surveys of roads, assist the contractors to plan and implement the work and produce work plans.

Driver/Clerk

Duration: 5 months, with possibility of extension

The Driver/Clerk will be responsible for driving the R4D project vehicles for official purposes and for undertaking various clerical assignments. Specific duties include driving project staff, consultants and visitors; taking care of the day-to-day maintenance of the vehicles and keeping the vehicles logbooks; facilitate immigration and customs formalities; providing assistance in photocopying; various routine clerical duties; and driver/clerk related duties.

 

Applicants should have completed at least primary education and have at least 2 years experience as a driver and a safe driving record. Candidates should hold a valid driving license, have a good knowledge of driving/traffic rules and regulations, and know how to perform routine maintenance and minor repairs of the project vehicles.  A proven ability to drive safely and competently in high-traffic urban areas as well as on very bad and challenging rural roads is required. A good command of Tetun is necessary. Knowledge of spoken English is considered an asset.  The candidates should have the ability to work in a polite, courteous and cooperative manner and should be able to handle difficult situations, like traffic accidents, in an efficient and mature manner.

Duration and Starting Date: The position is initially for 4 months with a scheduled starting date of the11th of January 2016. Depending on the 2016 R4D funding, possibly more than one position.

 

R4D is the Government of Timor Leste’s leading national Rural Roads Development and Capacity Building Program, implemented through the Ministry of Public Works, Transport and Communications (MPWTC). R4D receives financial support from the Australian Government and technical assistance from ILO. R4D rehabilitation and maintenance projects are implemented using labour-based work methods and technologies.

 

To support its current team of Field Engineering Assistants (FEAs), the ILO is looking for qualified Timorese candidates for the position of Field Engineering Consultants (FEC). The FEC will work under the direct supervision of an ILOInternational Regional Engineer. The FEC will be responsible for providing consultancy services for supervision, quality control and training of MPWTC staff and contractors.

 

Applicants should have a Completed Secondary school Education. An engineering university degree or additional experience in a responsible site-based supervisory position is an advantage. For the position, at least 3 years of relevant site-based supervision experience in the roads sector is required. The position requires frequent travel within the Municipality to supervise the works –including possible overnight stays. Candidates require a basic working level of English and basic computer skills. A motorbike driving license and the willingness to use the motorbike that will be provided by R4D for official travel is required. Travel allowances will be paid for authorized official travel as per ILO/UN rules and regulations.

He/she will be work under the direct supervision of the ILO’s International Database/ICT Specialist and will be responsible for various routine ICT activities.

R4D has a vacancy for a full-time translator under UN General Service category contract (scale GS-6). The translator will support the R4D Technical Assistance team in the translation of various documents, procedures, manuals, correspondence and other materials in three languages: Tetun, English and Bahasa Indonesia.

Applicants should be Timorese nationals with a relevant universitydegree and with at least 5 years of relevant working experience in both verbal and written translation tasks inTetun, English and Bahasa Indonesia. Knowledge of Portugese is considered an advantage. A degree and/or diploma as certified Translator is highly preferable. Main Duties and Functions

The Driver will be based in Dili District and work with and under the supervision of the Chief Technical Adviser & Administrative and Finance Officer. The work may include driving to other districts of Timor Leste as advised by the supervisors.

 

Main Duty and Responsibilities:

 

  1. Drives project vehicle for the transport of authorized personnel and delivery and collection of mail, document, and other items.

 

  1. Responsible for the day-to-day maintenance of the assigned vehicle, checks oil, water, battery, brakes, tires, etc., perform minor repairs and ensures that the vehicle is kept clean and in a good condition.

 

  1. Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.

 

  1. Ensures that the steps required by the rules and regulations are taken in case of involvement in accident.

 

  1. Operates photocopy, facsimile and other office machines, and assists with newspaper clippings, document reproduction and other related tasks.

 

  1. Assist in banking and all other office errands.

 

  1. Performs other related tasks as required and assigned by the supervisor.

 

Qualifications:

Knowledge and skills  : Secondary education, hold a valid driving license (Class C) and clearance from Local Police Office and knowledge of driving rules and regulations and skills in minor vehicle repair.

Experience                  : Two years’ working experience as a driver plus safe driving record

Languages                  : Working Knowledge of English and good knowledge of local language
