CONSULTANCY FOR EVALUATION RESEARCH

SUBJECT: Endline survey and qualitative evaluation research on secondary school students who have participated in the “Education Project for the Prevention of Gender-Based Violence in East Timor”.

I.  BACKGROUND

Paz y Desarrollo (PyD) is a Spanish International NGO working in 14 countries around the world. PyD is supporting the implementation of a 6-year regional programme on Economic Empowerment with Gender Perspective in Vietnam, Cambodia and East Timor, funded by AECID (the Spanish Agency for Cooperation and Development). The expected long term outcome is to have contributed to the realisation of economic and social rights, to reduce poverty and improve gender sensitive social equity. Framed under this program lie PyD’s Gender Based Violence prevention initiatives which focus on engaging men and women to promote gender equality, take action and stand against violence. These projects combine a variety of approaches adapted to each context including social mobilisation, working with the education sector as well as research and advocacy.

In order to contribute to the general goal of “to contribute to reduce the prevalence of GBV in East Timor”, this initiative adopted aprimary prevention approach, seeking to stop violence before it happens by addressing the underlying root causes of GBV, targeting inequitable gender norms of women and men that define gendered relations at the individual, household, community and social levels. The aim is to transform environments that are conducive to GBV and promote a foundation of gender equality, respect, and healthy relationships.

About the Project:

“Economic and social empowerment with gender perspective in Cambodia, East Timor, and Vietnam” contributed to the realisation of economic and social rights, to reduce poverty and improve gender sensitive social equity. Framed under this activity lies the Edutainment initiative for the prevention of GBV, that aims to encourage positive gender relations between men and women based on gender equitable behavior.Seeking to prevent initial perpetration through activities designed to eliminate the underlying causes and risk factors and strengthen protective factors.

Main responsibilities:

Under the supervision of the Gender Technical Officer and Program Manager, the candidate will be the focal point for the implementation of the primary prevention of gender based violence in East Timor. Promotion of changes in behavior, Economic and social empowerment with gender perspective in Cambodia, East Timor, and Vietnam”

The selected candidate will have the following responsibilities:

–          Identify university, schools, art centers, training colleges and participants for the implementation of trainings.

–          Support the Gender Technical Officer in the coordination of trainings –including planning, logistics, facilitating communication with the institutions involved and completion of M&E reports.

–          Facilitate trainings of the manual for the promotion of critical thinking at university, schools, art centers and training colleges

–          Assist the Gender Technical Officer in the implementation of activities for the prevention of GBV, including public events for the dissemination of the baseline investigation and promotion of critical thinking on gender relations.

–          Support Gender Technical Officer in capacity building of PyD staff in the area of GBV prevention, potentiating the integration of this perspective in all their activities as ‘agents of change’.

Selection criteria:

Timorese national;

Language requirement:

o    Proficiency in Tetun and good knowledge of English are mandatory;

o    Proficiency in English and/or Portuguese would be a strong advantage;

o    Knowledge of Bahasa Indonesia, and/or local dialects spoken in the target districts (Manatuto, Baucau, Viqueque, Lautem) would be an advantage;

Academic background:

o    University background in Sosial, education cience  or other relevant field;

Experience:

o    Several years of experience in gender and development,conflict management  and other relevant areas.

o    Experience in working with NGOs or other international agencies would be an advantage.

o    Several years of experience as a fasilitator in gender and development areas.

Skills:

o    Highly proficient with Office Pack (Word, Excel, Power Point) and Internet;

o    Excellent communication and writing skills;

o    Gender awareness and knowledge of critical gender issues, especially in relation to  the youth.

o    Working in a team.

Personal qualities :

o    The selected candidate must be pro-active, motivated, autonomous and with strong organizational skills, flexible and creative.

I. BACKGROUND

Paz y Desarrollo (PyD) is a Spanish international independent and non profit organization with neither religious nor political affiliation, founded in the year 1991 in Córdoba (Spain).

PyD first established an office in Dili in 2006, and from that moment onwards, the organization has been implementing rural development projects and programs (mainly in the areas of agriculture and fisheries) funded by AECID. In September 2010, we started the implementation process of two new programs, namely “Regional Program to Promote Gender Equality in Political Participation (Politics) in Bangladesh, Cambodia, Philippines, East Timor and Vietnam” and “Economic and social empowerment with gender perspective in Cambodia, East Timor, and Vietnam”, supported by Spanish Agency of International Cooperation and Development (AECID).

Under this last project, PyD developed an education project for prevention of gender based violence (GBV) that targets young men and women age 15-24, aims at contributing to prevent GBV in Timor-Leste. This prevention strategy integrates and education approach that includes the use of theatre as a trigger for social change. This program introduces three interconnected approaches: the human rights based approach; the result based management approach as well as a comprehensive gender approach in all its actions.

In order to develop the right carrying out process, as well as, to be able to achieve the long term outcome of the program “Economic and social empowerment with gender perspective in Cambodia, Timor Leste, and Vietnam” it is necessary to contract a Technical Agriculture for the PyD Community Group in Viqueque. Under the overall guidance of the Responsible for Economic and Social Department, as well as the technical staff working at the regional and national office, the incumbent will be responsible for the Agriculture program in Viqueque for the Community Group of the project.

Paz y Desarrollo established a Regional Office in Phnom Penh, Cambodia, in 2009 to coordinate and support the work carried out by all its Country Offices in Asia: Bangladesh, Cambodia, the Philippines, East Timor and Vietnam.

In the case of East Timor, PyD first established an office in Dili in 2006, and from that moment onwards, the organization has been implementing rural development projects and programs (mainly in the areas of agriculture and fisheries) funded by the Spanish Agency for International Development Cooperation (AECID. In September 2010, we started the implementation process of two new programs, namely “Regional Program to Promote Gender Equality in Political Participation (Politics) in Bangladesh, Cambodia, Philippines, East Timor and Vietnam” and “Economic and social empowerment with gender perspective in Cambodia, East Timor, and Vietnam”. Both programs introduce three interconnected approaches:

Part of the regional program, PyD education project for prevention of gender based violence (GBV) that targets young men and women age 15-24, aims at contributing to prevent GBV in Timor-Leste. PyD has undergone the first baseline study report on “Attitudes and perceptions of gender and masculinities of youth in Timor-Leste”, implemented in collaboration with the National University of Timor-Leste (UNTL) and international academics from Monash University. Spanish Agency of International Cooperation and Development, AECID is the donor for this program.
