PURPOSE OF POSITION:

The Area Manager is accountable for contributing to carrying out the WVTL operating plan and strategy by:

  • Providing leadership to WVTL staff in Bobonaro District
  • Ensuring that projects are implemented according to WV International standards and best practice
  • Contributing to organisational and staff capacity development, and
  • Representing WVTL in District to partners and stakeholders.

    The Area Manager will:
  • Provide overall leadership and management for the Area Office and projects, including management of budgets and work plans and hosting donor visits
  • Ensure that WVTL is working in areas of strategic importance within the district and management of community and provincial government relations is effective
  • Develop the capacity of local staff to manage and implement quality projects on a timely basis, and
  • Assist project managers in project design, planning, monitoring and evaluation with Learning through Evaluation with Accountability and Planning (LEAP) compliance.

KEY RESPONSIBILITIES:
Leadership:

  • Facilitate the internalisation of World Vision’s core values, vision, mission and Transformational Development/DPA by all staff in the Target Area.
  • Ensure effective witness to Jesus Christ in the context of holistic ministry. Facilitate a worshipping, praying and caring community for Area staff, including building and maintaining strong relationships with local churches. Where appropriate, pursue opportunities to partner with the local church in transformational development initiatives.
  • Build a team of highly committed and competent staff, ensuring cooperation and coordination among relevant staff within the target Area. Mentor, coach and provide opportunities for the professional growth of Project Coordinators/Managers and all other staff that directly report to you.
  • Create a learning environment in which Project Coordinators/ Managers and other staff within the target area regularly reflect, learn from mistakes and use lessons for personal growth and to revise work plans to improve ministry impact.
  • Ensure that staff understand and follow the WV child protection policy and that awareness-raising on child protection, response and incident reporting is occurring.

    Management:

  • Supervise staff that report directly to you. Conduct regular coaching and implement the Performance Development Management (PDM) system.
  • Ensure high standards of stewardship and accountability for all resources. Work with other Country Program departments to build a strong internal control environment, ensuring compliance with WV financial, logistical, administration policies and procedures and promoting a culture of transparency and accountability. Review and approve expenditures according to target levels of authority.
  • Ensure adequate funding resources for the Area. Collaborate with the Country Program Manager, Project Coordinators/ Managers, and the WV PTL National Offices to source funding and prepare proposals for non-sponsorship/grant funding from major donors and others.
  • Manage and monitor all funding commitments, spending against budget and financial reporting on all projects.
  • Lead the Projects in preparing reports for bi- annual program management reports and budget planning and mid-year program and budget review.
  • Prepare, review and submit to the Country Program Office annual plan of action, annual budget, revised mid-year plan and budget and monthly management reports for the Area Projects.
  • Review all project reports for donors and ensure high quality, timeliness and fulfilment of donor requirements.
  • Provide strategic direction and support to Project Coordinators/ Managers and other staff you supervise.
  • Manage and mitigate any risks within Area Program that could have financial, HR or Legal consequences or negatively impact ministry or World Vision reputation.
  • Ensure Critical Security Requirement and other relevant security procedures are implemented and adhered to. Implement Security Risk Assessment mitigation measures.

    Program Quality:

  • Ensure that all projects in the target area comply with LEAP standards as specified in the LEAP framework.
  • Ensure that program/project approaches, processes and interventions are child-focused, community-based and reflect our Christian identity. Ensure programs align with ministry goals.
  • Ensure that program and project approaches, interventions and processes are consistent with the Transformational Development (TD)/Development Programming Approach (DPA) model and community empowerment approach. Facilitate and/or lead processes in Area Program and within the Local Management Team to continue action learning and innovation.
  • Support Project, Program and Design, Monitoring & Evaluation (DM&E) officers in all LEAP phases of assessment, (re)-design, implementation, monitoring and evaluation. Ensure that Area/Project 1-5-year program designs and redesigns are completed and submitted on time. Ensure Humanitarian and Emergency Affairs (HEA) and crosscutting themes of gender balance,
  • Christian commitment and child protection are integrated into program and project design and implementation.
  • Monitor the implementation of the program and projects within target area. Ensure that monitoring information is used to effect timely adjustments to plans of action and processes and partners are involved in such decisions.
  • Support the project teams and DM&E officer in periodic evaluation of projects, including the integration of TD/CWB Indicators. Ensure the Projects and partner communities are reflecting on learning from and using evaluation lessons for planning and re-design.

    Partner Relations:
  • Develop and maintain good relations with local authorities including the chiefs of the target project areas, Area Council Administrators, Provincial Government and all government agencies relevant to project implementation. Actively seek partnerships with any of them to ensure community and program sustainability. Represent WV in Timor Leste at inter-agency and government meetings within the target Areas.
  • Actively network, coordinate and, as appropriate, collaborate with local NGOs, INGOs and donor agencies working within the target province. Participate in inter-NGO networks and meetings.
  • Regularly visit project/communities, at least once every month, to interact with children, families, groups and leaders.

    Capacity Building:
  • In collaboration with P&C Department in Country Program Office improve capacity of the Core Team (in the Area program.
  • With support from P&C Department in the Country Office develop career path for each staff especially core team and make sure that the core team doing the same thing with their subordinate.
  • Implement PDM with the staff who report to Area Manager

KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:

  • Relevant undergraduate qualification/University Degree
  • Minimum 2 years of appropriate professional experience in management and leadership of a comparable community development environment
  • Sound experience in project and program design, implementation, monitoring, evaluation and report writing
  • Be willing to work in a team environment and travel (up to 50%) and stay overnight at project site.
  • Competence in written English communication
  • Literacy in Microsoft Word and Excel

    PREFERRED:
  • Previous experience in community organising and networking
    • Background in any of the following: WASH, Food Security, Early Childhood Care/Development, Disaster Risk Management, Marketing and/or Economic Development
