Background of the Program

The Korea International Cooperation Agency (KOICA) has been supporting the Ministry of Health in improving the health services. Under the health sector program, KOICA and MoH are implementing the Safe Pregnancy and Birth Program in Ainaro Municipality from 2016 to 2018. This program is designed to strengthen the maternal health care system and help achieve the national goal of reducing maternal morbidity and mortality ration for mothers and their infants.

The U.S. Embassy in Dili is seeking an individual for the position of Translator in its Management office located at Rua Praia dos Coqueiros Dili, Timor-Leste.

POSITION: Translator (Full Performance)

BASIC FUNCTION OF POSITION: The job holder serves as the primary translator and interpreter, providing full capacity of translation service for the Mission, working in Tetum, Portuguese and English, with some understanding of Indonesian; translate material as requested by mission staff, including Department of Justice, Department of Defense, Department of State, and USAID. He/She will also assist other agencies in translating critical documents such as political reporting; provide interpretation for high level meetings such as Ministry Foreign Affairs, Ministry of Finance and other government officials. The individual is expected to arrange meetings and maintain contact databases. This position is an ICASS funded and will report directly to Management Officer.

QUALIFICATIONS REQUIRED: 1)  Bachelor’s degree in Business Administration, International Relations, Social Science or related field; 2) A minimum of 3 years translation experience in an international institution or any organization that executes international program/policy (e.g. NGO, Embassy)3) Level 4 in English, Tetum and Portuguese. Level 2 in Bahasa Indonesian; 4)Knowledge of host country resources for obtaining new information related to political economic conditions. Comprehension of U.S. foreign policy objectives. Translation concepts used in rendering accurate, clear translations that capture the meaning and intent of the original documents. Knowledge of Department of State official protocol procedures. Understanding of section operational procedures. Must be computer literate in MS Office and Internet; 5) Ability to interpret he/she needs a higher level of understanding of press and related information gathering for use to assist with the analysis of ongoing political development. Maintain and manage contacts at the medium-and working-level relevant to individuals in the government and private sector. Ability to research and obtain material from varied resources to compile and write reports that are concise and accurate. Interpretive abilities that will guarantee translated documents capture the meaning and intent of an original document. Adaptability, organizational skills and the ability to manage and balance multiple tasks related to both translation and administrative work in accurate and expedient manner. Must have excellent writing skills. Must have tact and diplomacy.

The U.S. Embassy in Dili is seeking an individual for the position of Protocol Assistant/Translator in its Executive office located at Rua Praia dos Coqueiros Dili, Timor-Leste.

POSITION: Protocol Assistant/Translator (Full Performance)

BASIC FUNCTION OF POSITION: The incumbent serves as a liaison for the U.S. Embassy between local and diplomatic corps officials; assists in the preparation for tours and programs for high level visiting officials; prepares diplomat notes and maintains a log; communicates with the Ministry of Foreign Affairs and diplomatic corps members regarding the Ambassador’s presence in Timor-Leste and all other official Embassy correspondence; assists Embassy staff with official visas, and advises the Ambassador, Deputy Chief of Mission, and senior staff on Timorese culture and protocol procedures. The incumbent works under the direct supervision of the Ambassador’s Office Manager and has responsibility to maintain a database of Embassy contacts and to plan and organize representational functions for the Ambassador, Deputy Chief of Mission (DCM), and other mission officials.  The incumbent attends representational events as necessary and must be available to work overtime hours.  He/she also serves as the primary Translator and Interpreter for the Chief of Mission and other senior staff.

QUALIFICATIONS REQUIRED: 1) Completion of University degree in International Management, Journalism, Social Science or related field; 2) Minimum 3 years of experience in administrative management or translating and interpreting at high level; 3) Good working knowledge of  Microsoft Applications and programs, filing procedures, drafting and writing skills;4)Level IV in English and Tetun.

BASIC FUNCTION OF POSITION:

The physician provides medical services to American direct hire employees and dependents of all agencies in the temporary absence of the Embassy medical officer during his/her leave. S/He sees Foreign Service National employees upon occasion of injury or job related illness. S/He works without close technical supervision and has full responsibility for planning and administering the health program at post including at-post hospitalizations and medical evacuations. S/He serves as liaison between local community and mission regarding all aspects of health, environmental health concern and medical resource management.

QUALIFICATIONS REQUIRED:

1) M.D. collegiate degree, completion of an approved internship and residency, and license to practice medicine. Training must have occurred in the USA, Canada, Australia, NZ, South or Central America, Europe, the UK, Singapore or S Africa. Current specialty Board certification is highly desirable. 2) An internship and a minimum of three years of formal residency training or equivalent training are required.  The ideal candidate has prior practice in the U.S.A or other region as listed above and at least five years of progressive experience in internal medicine, family practice, or emergency medicine. The ideal candidate also has experience with International medical evacuations, including experience with high altitude and flight-related effects on medevac patients (e.g. “flight medicine”); Travel medicine; Pediatrics and OB/GYN experience; Familiarity with immunization program both routine immunizations and travel immunizations. 3) Level IV English pus fluency in use of professional medical terminology are essential. 4) Must have general practice knowledge and understanding to deal with all types of cases seen in Health Unit.

Specifically: – Must have knowledge and understanding of Advance Cardiac Life Support, Pediatric Advance Life Support, Advance Trauma Life Support and Emergency Preparedness for chemical, biological and radiological situations or willingness to learn within 6 months of starting position. – Should be willing and able to attend annual Continuing Medical Education (CME) training and seminars to stay current with medical practice at US and European standards; – should be aware of occupational, safety and health administration regulations and practices in line with US and European standards or how to access such information; 5) Must be sensitive to needs and feelings of others and be approachable to every person at post in order to obtain and maintain the trust and confidence of employees and dependents. Maturity, stability, objectivity, resourcefulness, adaptability and sound professional judgment are essential in this position. Must have a customer-service orientation.
