The United States Embassy in Dili, Timor-Leste is pleased to announce the opening of the Fulbright Foreign Student Scholarship Competition for the 2018-2019 Academic Year. The Fulbright Foreign Student Program brings citizens of other countries to the United States for Master’s degree at U.S. universities. The program has brought some of the world’s finest minds   to   the   USA   and   offers   program   participants’   insight   into   U.S.   society   and values. Many foreign Fulbright grantees are early-career professionals who will return to take leadership positions in their home countries.

The Fulbright Foreign Student Program is sponsored by the Bureau of Educational and Cultural Affairs of the United States Department of State.  The Fulbright-SERN Graduate Scholarship is an addition to the traditional Fulbright Graduate Scholarship Program in Timor-Leste with the support of the Bayu-Undan Joint Venture.

The Fulbright Foreign Student Program will award up to two (2) scholarships for Timorese citizens to pursue master’s degrees in any field at U.S. universities, beginning in August 2018.  The grant covers expenses incurred for travel to and from the USA, tuition, books, health insurance, and room and board.

The Fulbright-SERN Graduate Scholarship Program, supported by the Ministry of Petroleum and Mineral Resources (MPRM) and the Bayu-Undan Joint Venture will award scholarships up to five (5) for Timorese citizens to pursue Master’s degrees in fields of study deemed strategic by the Fulbright-SERN committee as listed below:

  • Master’s  or   MBA   degrees   in   the   following   fields:   Energy   Studies   with specializations in oil and gas economics, Petroleum, Energy Economics and Finance, Petroleum Taxation and Finance, International Mineral Resources Management, International Oil and gas management, Oil and gas enterprise management, Mining Engineering, Chemical Engineering, Mining Health and Safety, Mineral Processing, Sustainable Mineral Resource Development, Mining Economics, Natural Resources Economics, Energy Economics, Geo-Mechanics, Project Economics, Geoscience and Resource Engineering, Integrated Petroleum and Geoscience, Petroleum, Energy Economics and Finance, Petroleum Taxation and Finance, International Mineral Resources Management and Geology.


  • LLM  (Master    of    Laws)    degrees    with    the    following    concentrations: Mineral/Mining Law, Energy Law, Natural Resources Law, Business and Corporate Law, International Business Law, Environmental Law and Maritime Law.


Students selected for both programs will begin their academic programs in U.S. universities the following summer 2018. The grants cover expenses incurred for travel to and from the United States, tuition and books, health insurance, and room and board.

To be eligible, you must:

  • Have completed the equivalent of four years of full-time study at the tertiary level and obtained a bachelor’s degree by the time you take up your award, but not yet hold a doctoral degree;
  • Plan to undertake full-time postgraduate study or research at a U.S. institution for the period of the award.
  • Proficiency in English at a level sufficient to undertake graduate studies in the United


  • Meet the citizenship requirements for this award.
  • Preference for Fulbright graduate awards is given to candidates who have not previously received a Fulbright graduate award.


Citizenship Requirements

You are eligible to apply for this award if:

  • You are a Timorese citizen;
  • You are not a permanent resident or citizen of the US;
  • You are not currently living in the US.

NOTE: Candidates who have previously applied for a Fulbright graduate award, but were not awarded a scholarship are welcome to apply again.

This program is designed to strengthen the maternal health care system and help achieve the national goal of reducing maternal morbidity and mortality ration for mothers and their infants.

U.S. – Timor-Leste Scholarship Program (USTL) Program Summary

The U.S.-Timor-Leste Scholarship program (USTL) is funded by the U.S. Department of State, Bureau of Education and Cultural Affairs, and administered by American Councils for International Education.

The program provides:

  • Full funding for four years of undergraduate (B.A. degree) study in the United States;
  • Airfare, university housing, board, health insurance, visa, and book stipend;
  • Support and advising from American Councils staff;
  • Additional English study in the U.S. for applicants who need to develop their English skills before beginning degree work;
  • Arrival orientation in Washington, DC.

Applicants to the program must:

  • Have completed or be in the process of completing their final year of secondary school;
  • Be at least 18 years old when they plan to travel to the U.S.;
  • Be proficient speakers of English;
  • Be citizens or permanent residents of Timor-Leste.

People who participate in the program are committed to:

  • Complete an undergraduate degree at the intuition where they are placed to study in the U.S.;
  • Return home to Timor-Leste;
  • Make two presentations about their country during events on campus, such as International Education Week;
  • Participate in community service and internships, with help from American Councils staff and their host university advisors;
  • Serve as mentors to future students on the program.

  • Submit with the application a passport copy, two letters of reference, and a copy of your high school transcripts and/or transcripts from your current university/college with an English translation.

Priority in funding will go to applicants who have:

  • Demonstrable leadership abilities,
  • The flexibility necessary to succeed in study abroad,

American Councils is pleased to announce that it has been named the administering organization of the United States Timor-Leste Program (USTL), a program of the Bureau of Education and Cultural Affairs (ECA), U.S. Department of State.

USTL provides full scholarships to outstanding students from Timor-Leste for four years of study at high-quality undergraduate degree institutions in the United States. Scholarship awards include full tuition for four years of undergraduate study, travel, living stipends, medical insurance in the U.S., and visa costs. Applicants may also receive up to one year of additional, intensive English-language training in the U.S. before beginning their four years of degree-related study. Participants are enrolled full time and live on-campus with an American roommate. Participants are placed at carefully vetted, high-quality U.S. colleges and universities that match their academic interests and provide outstanding student support. All host-institution placements are final.

In addition to academic study, the USTL program provides participants the opportunity to engage in community service and internships related to their professional interests in the U.S. American Councils staff and host-university personnel assist participants in identifying these opportunities and provide them ongoing support throughout their professional training experiences.

USTL participants may apply to pursue a wide range of academic disciplines, including but not limited to agricultural science, business communication, economics, education, environmental science, international relations, political science, psychology, and sociology.

The USTL Program is a merit-based, open competition. Candidates will be considered without respect to race, color, religion, national origin, or gender; persons with disabilities are encouraged to apply. Applicants must be students enrolled in their final year of secondary school or undergraduate study who are proficient in English and have demonstrable leadership skills, a strong interest in cross cultural understanding, and a commitment to return to Timor-Leste upon completing the program.

The USTL scholarship provides:
• J-1 visa support;
• Round-trip coach class travel from participant’s home city to host institution in the United States;
• Health benefits;
• Tuition and mandatory university fees;
• Room and board (housing and meals);
• Orientation and Re-Entry Workshop in Washington, DC;

Summary of Responsibilities: 

The Deputy Chief of Party (DCOP) will work under the leadership of the Chief of Party (COP) and handle the programmatic and technical activities as well as the operational and financial aspects of the project.  S/he will have a degree in education, social sciences, management or a related field (Master’s degree preferred) from an accredited university and at least eight years of relevant technical and financial experience in program management in developing countries, preferably in the implementation of USAID-funded education and/or training programs.  Fluency in English and Tetun is required.

The primary responsibilities of this position include the daily operations related to the annual outreach process among relevant stakeholders throughout Timor-Leste in order to recruit and select a diverse and highly qualified group of scholarship participants. This position will also handle participant pre-departure activities, including English language training, visa applications, and pre-departure orientations and develop and implement the program alumni associations serving as the liaison among the scholars, existing stakeholders and NGOs.

Additionally, the DCOP will be responsible for the oversight of daily field-office operations, including administration, expenditures, financial reporting, procurement, and human resources.

What is the Timor-Leste Hillary Clinton Scholarship Program?

The Timor-Leste Hillary Clinton Scholarship Program is a USAID-sponsored scholarship program that aims to strengthen the base of skilled, high performing professionals in Timor-Leste to contribute to the country’s economic and social development. The program includes opportunities in education and training with the expectation that the scholar returns home better equipped with formal qualifications as managers, civic and government leaders, subject matter specialists and/or entrepreneurs.

Who should apply?


For the first year of the program, scholarships will be awarded for study in U.S. community colleges to academically talented and qualified Timorese students from diverse geographic regions in Timor-Leste. Students receiving scholarships in year one of this program may pursue a two-year Associates degree in the United States in select fields of study.
