ADRA Timor-Leste – Community Health Motivation Officer.


Purpose of position
To take the lead in improving attitudes and behaviours of rural communities in Viqueque district of Timor Leste on sanitation and hygiene practices using CLTS methodology by leading out in the community hygiene training programs and working with local female Community Health Volunteers.


Contract Period

12 months contract (1 month trial period) with potential for further 12 month renewal.

Starting no later than 19 January, 2015 or sooner if possible.


Role dimension

1.      Conduct training for hygiene and sanitation in partner communities using CLTS methodology.

2.      Contribute to the development of tools and materials for preventative hygiene and sanitation training programs.

3.      Contribute to the monitoring of hygiene and sanitation outputs and project activities carried out by local female CHV’s and field staff.

4.      Collate relevant information and assist with reporting requirements to the donor.

5.      Network and liaise with District Health Officers, as well as local health centres and clinics.

6.      Conduct hygiene and sanitation training in all target communities.

7.      Manage the team of local CHV’s with ongoing follow up visits in communities after the completion of training events throughout the life of the project.

8.      Undertake any other tasks that may be delegated by the ADRA Timor Leste Program Manager that are in keeping with the scope of the role.

Purpose of position
To assist in procurement, management and logistics for the Dili / Viqueque WASH Program.

Contract Period

12 months contract (3 months trial period) with potential for further 12 month renewal.

Role dimension
Tasks include

  • Logistics services to support all staff to perform their duties.
  • Assets/warehouse, including receiving/arranging warehousing, checking, recording and following up, where necessary, all goods purchased; and managing tracking of ADRA TL assets register and inventories.
  • Vehicle care, maintenance and coordination.
  • Other duties as assigned.


Major challenges include working as part of a team, including collaboration with the Country and Field Offices, and engaging in continuous professional development and actively seeking to continuously improve program processes and outcomes.

Essential knowledge, skills and abilities

  • Minimum senior high school.
  • Effective computer skills, including use of Microsoft Office – Word and Excel, Internet, and other software as required. (Training available to successful applicant.)
  • Knowledge of local businesses, material prices, quality and suppliers.
  • Attention to detail in financial records, invoices, stock lists and assets.
  • Excellent communication skills and the ability to work as a member of a team.
  • The ability to balance priorities and meet deadlines.

POSITION TITLE Project Manager
OVERALL PURPOSE The VIQUEQUE WASH PROJECT Contract will address water access and sanitation by providing ‘improved sanitation facilities’ to each household 3 communities in Viqueque (sub-district Lacluta and Viqueque) and safe reliable water supply to each person to meet the minimum WHO recommended standards for domestic, customary use needs and for sustainable economic development.
JOB OVERVIEW To manage, monitor, report on and oversee the total operations of the VIQUEQUE WASH Project
CONTRACT TERM 1th July 2013 to 30th June 2016.
LOCATION ADRA Timor-Leste, Rua Hudi Laran, Aimutin, Dili, TIMOR-LESTE.Field office at project sites in Viqueque District
REPORTING TO Programs Director
SUPERVISING Community based project staff
JOB RESPONSIBILITIES Management of VIQUEQUE WASH Contract Activities

  1. Liaison and consultations with communities involved in project.
  2. Liaison with relevant Government departments at both national and provincial levels.
  3. Delivery of BESIK’s PAKSI Triggering manual to empower the community of CLTS activities in target communities.
  4. Facilitate the delivery of GMF training.
  5. Facilitate the development of water system designs.
  6. Facilitate the ordering and preparation of materials.
  7. Facilitate the shipment and delivery of materials to project sites.
    1. Collection of data to be used in the tracking of progress of the project against stated outcomes and in the preparation of reports.
    2. Management and disbursement of project funds against project budget.
    3. Ensure that project outcomes are met by the required timeframes.
    4. Ensure that reporting is completed on time and to a high standard.
    5. Ensure that VIQUEQUE WASH contract project staffs are implementing their activities in an efficient and timely manner.

Management of Personnel

  1. Participate and assist with the selection of new project staff as they become needed.
  2. Manage and ensure the professional development and capacity building of all project staff.
  3. Provide professional guidance and direction to any project staff in all phases of their work in regards to implementation and monitoring
  4. Participate and assist with the performance appraisal of all project staff.
  5. Build a good working environment with a mutual approach to all project staff.
  6. Provide monthly reports to the Programs Director regarding the development and performance of the project staff.

Management of Project Office

  1. Manage and control all project assets ensuring that the assets are kept in good condition and functioning to their capacity at all times.
  2. Develop and ensure compliance to asset management guidelines and practices according to policy.
  3. Provide monthly reports to the Country Director regarding the condition and state of the project assets.
  4. Procurement of project materials, equipment and supplies.

Represent the VIQUEQUE WASH Contract, ADRA Timor-Leste and Networking   

  1. Represent VIQUEQUE WASH Contract in cooperation with Government Departments, and other NGO’s.  Participate in meetings, training and seminars hosted by the DNSAS, SAS, Ministry of Health and BESIK as it relates to water and sanitation, Timor-Leste Government Departments and NGO’s.
  2. Represent ADRA Timor-Leste at meetings, and workshops related to the VIQUEQUE WASH Contract at local, national (WASH Forum) or international levels or as assigned by the Country Director or Programs Director.
  3. Act responsibly in the job assigned and practice good conduct according to the ADRA Timor-Leste HR Policy Manual.
  4. Liaise with ADRA Australia International Programme Manager
MEASURABILITY Success Will Be Demonstrated By:

  • The existence and effective functioning of key operational systems (logistical, administrative, and communications).
  • Degree to which the project meets the project targets.
  • Satisfactory completion of project activities within agreed time frames.
  • Management of project budget and project expenses.
  • Successful and efficient management of the resources allocated to the VIQUEQUE WASH Contract.
  • Evidence of empowering leadership qualities and a clear commitment to providing supportive supervision and coaching/mentoring of all personnel involved in project.
  • Quality of reports written and submitted.
  • Degree to which ethics/guidelines/procedures and principles of holistic/sustainable development are exemplified in the project activities.
EMPLOYMENT STANDARDS Minimum Skills & Education Required:

  • Minimum 5 years experience in WASH
  • Proven management experience and skills.
  • Previous experience in implementing water and sanitation projects.
  • Previous experience in the delivery of CLTS and BESIK’S PAKSI Triggering Manual.
  • Ability to work well under pressure and to deadlines.
  • Excellent community engagement skills.
  • Possess a strong vision for the project goals.
  • Demonstrated ability to work as a part of a team, organise work and supervise others.
  • Computer Fluency (MS Office), e-mail, & Skype.
  • Christian faith commitment.
  • Respect for the principles and beliefs of the Seventh-day Adventist Church.
  • Ability to comprehensively communicate in English and Tetum – oral and written.

Other Skills & Qualities Desirable:

  • Current car driver’s license an advantage.
  • Have a current passport or the ability to be able to apply for one.
  • Be willing and able to undertake travel as required by the project.
