SUMMARY OF POSITION RESPONSIBILITIES
The Senior Program Officer shall lead the field implementation component of the Community Policing Support Program (CPSP). The SPO shall work with the Field Program Coordinator, to achieve the program goal and objectives.
The SPO will lead the field implementation component (Output 3: Mentoring and training of PNTL and community policing structures delivered) of the program. Activities under Output 3 will support the handover of responsibility for the community policing structures in each municipality, including CPCs, MSCs, WSMs and security grants, to the PNTL by 2018. The Senior Program Officer will develop the implementation plan for the CPSP field component, including stakeholder consultation, engagement and provide supervision of program activities and development of program budgets and operations for field activities. The Senior Program Officer will assist Field Program Coordinator supervise activities of five Municipal Officers (MOs).
The Senior Program Officer will ensure the on-time delivery of all program activities for Output 3, oversight of the monitoring and evaluation system for Output 3, and the timely reporting of activities. Senior Program Officer will work with five MO’s to develop district annual work plan align with PNTL 5-year strategy plan 2014-2018.
The Senior Program Officer will translate relevant documents as required; assist training activities and perform other functions as may be necessary to ensure successful program implementation.
BACKGROUND TO THE PROGRAM
The new CPSP, beginning in January 2016, consolidates accomplishments in community-oriented policing policy and practice achieved during the course of the previous Conflict Mitigation through Community Oriented Policing (CMCOP) programs, branded in Tetum as HAKOHAK (Hametin Kooperasaun Hamutuk Polisia no Komunidade) (2009 – 2015) and its partner program, the Timor-Leste Community Policing Program (TLCPP) implemented by the New Zealand Police.
The new CPSP program supports a sustainable and locally-relevant model of community policing and its absorption by the Timorese State to become the full responsibility of PNTL and relevant ministries. It aims to ensure viable sustainability through integration with local governance structures. Another key focus is on the development and integration of effective crime prevention, and improving response approaches to common issues including domestic violence that are consistent with the law. Following best practice, TAF will commission and carry out research that generates an evidence base to inform policy development.
Internal Foundation Contacts
CPSP Team Leader, Field Program Coordinator, other relevant program staff, finance, and administrative staff in the Foundation’s Timor-Leste office on a regular basis.
Partner organizations, including PNTL, civil society representatives and government agencies, local authorities and suco councils and others working on conflict prevention and police development.
- At least 5 years of progressively senior experience in program and field management;
- Proven track record in program performance and accountability;
- Familiarity with PNTL procedures and processes and familiar with Timor-Leste’s government institutions, especially in the security sector;
- Excellent diplomatic and communications skills and experience; ability to engage positively with a wide variety of stakeholders from government leaders, PNTL representatives,
- Proven capacity to deliver trainings on topics related to community security and project management, including conflict and crime prevention, dispute resolution, and community policing;
- Grassroots experience working with communities and civil society on crime and conflict prevention;
- Understanding NZ MFAT and/or other international or government funding agencies.
Skills and abilities
- Extensive experience and progressive skills in team management, staff support, mentorship and coaching;
- Excellent knowledge and understanding of monitoring and evaluation; ability to design and implement a strategy for monitoring and evaluation the sustainability and effectiveness of community policing field engagements;
- Excellent skills in facilitation, meeting leadership and focus group discussions;
- Strong time management and organization abilities;
- Ability to manage a diverse team and provide a framework within which all team members in each of their roles;
- Ability to generate a supportive and dynamic working environment for the team;
- Ability to function effectively and flexibly in a fast-changing work environment;
- Excellent verbal and written communication skills in English and Tetum; Indonesian and Portuguese desirable;
- Strong analytical skills and excellent writing style;
- Master’s degree or equivalent in Management, International Relations, Politics, Security Studies or a relevant field.
JOB FUNCTIONS AND RESPONSIBILITIES
Program and Field Management
- Responsible for the coordination and successful implementation of all field program activities; Support Field Program Coordinator to ensure that all field activities are completed in line with program objectives, on time and on budget.
- Support the Field program coordinator to coordinate program planning process to align with PNTL priorities and strategic plan.
- Support the Field Program Coordinator lead internal and external program design and planning process to align with program objectives, PNTL priorities and PNTL strategic plan.
- Plan, manage, supervise, monitor and evaluate the work of the MO’s towards implementation of the approved field implementation strategy.
- Anticipate and solve any issues or problems occurring in the field program team, or external factors to ensure the program stays on track to meet its targets.
- Support the CPSP Training pillar to develop training plan or training curriculum based on lessons learned during project implementation
- Representing CPSP Field Program Coordinator to attend meeting in the district base on program requirements
- Support the Field Program Coordinator to manage the program’s field budget projections and expenditure.
- Review MO’s financial report base on TAF financial regulation
- Ensure accountability of all field team members
HR Management and Staff Supervision
- Support Filed Program Coordinator to supervise the five Municipal Officers as may be required and assigned, in terms of:
- Development of team and individual implementation work planning on an annual and monthly basis.
- Coordinate and supervise activity and financial reporting
- Support Field Program Coordinator to performance management of staff including coordination of regular private meetings with staff to provide feedback on performance; prepare Performance Development Reviews (PDRs), warning letters and disciplinary procedures as required, in consultation with Field Program Coordinator, HR Manager.
Strategic and Technical Support for field implementation
- Working within the CPSP team, provide significant contributions to program design and implementation, based on experience and knowledge of community policing theory and principles, including community policing through consent, not coercion, sustainability and institutionalization.
- Support MO’s to design a strategy for the development of a sustainable model of community policing for each municipality included in the program.
- Ensure an integrated crime and conflict prevention strategy including integrated security grants with other government and civil society partners including Ministry for Social Solidarity, Department for Peacebuilding and Social Cohesion (MSS, DPBSC); National Directorate for Community Conflict Prevention (NDPCC); Secretariat of State for Women’s Economic Empowerment (SEEM); Belun and other relevant stakeholders.
- Lead technical meetings when relevant and provide regular updates to Field Program Coordinator
Gender, Violence Against Women and Children Prevention mainstreaming
- Ensure integration of key principles underlying The Asia Foundation’s work – including gender equality, child protection, do-no-harm – into the program design and the implementation plan.
- Ensure integrated strategy with other program pillars within The Asia Foundation, including Nabilan Ending Violence Against Women Program, Support for Public Policy Program, Local Governance and Women’s Empowerment Program.
- Ensure strategy for increasing active women’s participation implemented across all municipalities, and monitor women’s participation.
Monitoring, Evaluation, Learning & Reporting
- Conduct regular monitoring visits to 5 municipalities, and provide reports to the Team Leader on MO’s program implementation in line with agreed objective, budget, output, outcomes, and deadlines.
- Ensure all data is being collected and support MOs in implementing strategy on narrative qualitative and quantitative reporting, data collection and success stories.
- On a quarterly basis, work with M&E officer to insert all M&E data, and prepare draft quarterly reports to donors and stakeholders for Output 3 and submit to field program Coordinator for finalization.
- Work with Field Program Coordinator to prepare knowledge products, press releases, published articles, online promotion and social media, providing exposure for the program.
- Translate relevant documents as required; assist training activities and perform other functions as may be necessary to ensure successful program implementation.
