The Program

The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to enhance human development over the next decade. PHD’s vision is to support the people and Government of Timor-Leste to build and sustain healthy, educated and prosperous individuals and communities, who live with dignity and determine their own future. PHD brings together, under one program, what were previously eight separate Australian Government investments in health, education, sanitation, water, nutrition, gender equality, disability and social protection.

 

The Position

The Grants Officer will work closely with the Grants Manager in managing a portfolio of Grants.  The Grants Officer will coordinate all aspects of the Grants tendering, contracting and amendment process. This may include:

·         Grants administration – coordinating all aspects of the Grants tendering, contracting and amendment process. This may include submission and approvals of grantee reports; entering data and uploading documents into the PHD Grant Management System software; monitoring and assessments of prospective grant partners to ensure they have systems and procedures in place to implement their planned grant activities

·         Grantee relationship management – providing support to Grantee staff as required to ensure grants tendering and contracting process is efficient and effective

·         Program support and reporting – assisting the Grants Managers with program reporting and gathering information for grants administration, closures or investigations as required.

The ideal candidate will have:

·         Minimum 2 years’ experience in grants administration, preferably with tendering and contracts

·         High level of initiative and excellent coordination skills in grants administration

·         Good interpersonal skills with ability to manage relationships with grantees, grant partners and other stakeholders

·         Attention to detail with experience in accurately managing data and records

·         Level of proficiency in Tetum, written and spoken English.

PHD is a 5 year program to 25 April 2021. This position is available for 12 month contract duration with possibility of extension based on individual performance, approval of program budget and alignment with ongoing program work plan.

The Position
