SUMMARY OF POSITION RESPONSIBILITIES
The Senior Program Officer (PO) for Training and Prevention of Violence Against Women and Children (VAWC) will support the design and implementation of the Community Policing Support Program (CPSP) to deliver the training, based on the program requirements. The SPO will work with the Team Leader, Program Coordinator, Senior Program Officers (SPOs), and Municipal Officers (MOs). The SPO will lead the design and implementation strategy of all training and VAWC prevention and response activities for the CPSP program.
The SPO will lead the development and implementation plan for CPSP on the training and prevention of VAWC, including stakeholder consultation and engagement in program activities, field grant management, and development of program budgets for all field activities. The SPO will provide TOT to six MOs and to sub-contracted training providers. The SPO will develop a program approach and standards for the prevention of VAWC and the promotion of women’s participation and voice in all program activities. The SPO will supervise, monitor and evaluate the impact of the training activities and continuously improve and update training manuals and ensure all staff compliance with promotion of women’s participation and VAWC prevention standards and processes.
Lead the formation of the Municipality Offers as competent trainers. Revise the program’s existing training materials and curriculums to improve their quality and update to current program objectives. Provide TOT to the MO’s to be competent trainers and mentors on conflict transformation, problem-solving, promotion of women’s voices and prevention of VAWC.
The SPO will represent the program in liaising with the District Commanders of the National Police of Timor-Leste (PNTL), Sub-station Commanders, Municipal and Sub-Municipal Administration and other stakeholders to ensure the leadership by state actors of community policing activities.
BACKGROUND TO THE CPSP PROGRAM
The new CPSP, beginning in January 2016, consolidates accomplishments in community-oriented policing policy and practice achieved during the course of the HAKOHAK program and its partner program, the Timor-Leste Community Policing Program (TLCPP) implemented by the New Zealand Police. The new program supports a sustainable and locally-relevant model of community policing and its absorption by the Timorese State to become the full responsibility of PNTL and relevant ministries. It aims to ensure viable sustainability through integration with local governance structures. Another key focus is on the development and integration of effective crime prevention, and improving response approaches to common issues including domestic violence that are consistent with the law. Following best practice, TAF will commission and carry out research that generates an evidence base to inform policy development.
INTERNAL FOUNDATION CONTACTS
CPSP Team Leader, Program Coordinator and team, other relevant program staff, finance, and administrative staff in the Foundation’s East Timor office on a regular basis.
Timorese partner institutions and organizations, including District Commanders of the National Police of Timor-Leste (PNTL), Sub-station Commanders, Municipal and Sub-Municipal Administration, suco councils, civil society representatives and government agencies; New Zealand Ministry of Foreign Affairs and Trade (MFAT), New Zealand Police and other stakeholders working on conflict prevention and police development.
JOB FUNCTIONS AND RESPONSIBILITIES
Working within the CPSP team, provide significant contributions to program design and development of the CPSP implementation plan based on experience and knowledge of training, training manual development, monitoring and evaluation of training impact, strategies to promote women’s involvement in the program and to prevent VAWC.
Ensure integration of key principles of gender equality, child protection, prevention of VAWC, do-no-harm, into the program design and the implementation plan.
Support the consultation of key state and government agencies and non-government organisations during the design of the implementation plan. Ensure that key stakeholders are consulted during the design.
- Lead the development and implementation plan for CPSP on the training and prevention of VAWC, including stakeholder consultation and engagement in program activities, field grant management, and development of program budgets for all field activities.
- Develop a program approach and standards for the prevention of VAWC and the promotion of women’s participation and voice in all program activities.
- Supervise, monitor and evaluate the impact of the training activities and continuously improve and update training manuals and ensure all staff compliance with promotion of women’s participation and VAWC prevention standards and processes.
- Lead the formation of the Municipality Offers as competent trainers.
- Revise the program’s existing training materials and curriculums to improve their quality and update to current program objectives.
- Provide TOT to the MO’s to be competent trainers and mentors on conflict transformation, problem-solving, promotion of women’s voices and prevention of VAWC.
- Identify training needs by evaluating strengths and weaknesses of the current community policing training curriculum and implementation effectiveness.
- Develop annual and quarterly training program schedules in line with the program workplan.
- Develop or oversee the production of teaching plans, classroom handouts, instructional materials, aids and manuals.
- Provide TOT to Municipal Officers and other training providers, and provide training to Community Policing Councils (CPCs) in 11 Municipalities.
- Periodically evaluate ongoing training programs to ensure that they reflect any changes.
- Direct structured learning experiences and monitor the quality of results.
- Provide orientation to new hired staff to the program.
- Assess training effectiveness to ensure incorporation of taught skills and techniques into community policing program.
- Assist in development and refinement of the program monitoring and evaluation framework and plan in accordance with MFAT Monitoring and Evaluation Standards in relation to training needs.
- Assist the Municipal Officers to develop the Training plan and Prevention of VAWC
- Work with the Municipal Officers to integrate training and learnings as appropriate across the program.
- Assist the Municipal Officers to ensure that they are conducting monitoring and collating data in accordance with the program M&E Plan related to training activities.
- Develop and Implement a Crime and Conflict Prevention, Strategy and Manage Integrated Security Grants with other government and organizational partners including Ministry for Social Solidarity, Department for Peacebuilding and Social Cohesion (MSS, DPBSC); National Directorate for Community Conflict Prevention (NDPCC); Secretariat of State for the Economic Empowerment of Women (SEEM);
- Prepare and review all training reports on a monthly basis and deliver to Program Coordinator for review.
- Develop a strategy for increasing the active women’s participation implemented across all municipalities, and monitor women’s participation
- Coordinate closely and consult with The Asia Foundation’s Nabilan Ending Violence Against Women Program to develop appropriate VAWC prevention strategies.
- Ensure integrated strategy with other program pillars within The Asia Foundation, including Support for Public Policy Program, Local Governance and Women’s Empowerment Program.
- Support identification of relevant training partners and assist with engagement of those stakeholders.
- Support the development of grant agreements for training partners and VAWC prevention providers and manage the grants.
- Assist with preparation of program reports as required.
- Comply with relevant donor and TAF grant regulations and procedures.
- Monitor relevant political, social, and economic developments and assess impact on the CPSP program.
- Other duties as assigned.
All applicants are required to meet the following criteria:
- The Foundation expects that those applying for the Senior Program Officer will have up to five years of relevant professional experience including experience at a program level in design and implementation of international development programs.
- Specialised technical knowledge of VAWC prevention and ability to lead the development of relevant program approaches and standards.
- Specialised technical knowledge of promotion of women’s participation and voice in security programming and ability to lead the development of relevant program approaches and standards.
- Previous experience in working on programs on organizational development of government institutions, development of security sector institutions, conflict prevention, prevention of VAWC or training.
- Demonstrated work experience in grant management and management of field activities.
- Extensive experience in developing training, training of trainers, training manual development, monitoring and evaluation of training programs and integration of learning into future program development.
- Extensive experience in developing strategies for appropriate prevention and response to VAWC.
- Proven experience of responsible management and monitoring of program activity grants and budgets.
- A personal commitment to promoting gender equality, prevention of VAWC, child protection and to model personal behaviours consistent with the program focus.
- A willingness to pro-actively identify ways in which the program can better reach disadvantaged or marginalised groups, particularly women and people with disabilities.
- A commitment to working respectfully and collaboratively with individuals and organisations at a range of levels;
- A commitment to working in a multi-disciplinary team with a strong focus on research, evaluation, learning, and networking;
- Excellent oral and written communication skills.
- Experience in publication to online and print media of success stories in English and Tetun.
- Ability to communicate orally and in writing in English and Tetun.
- Willingness to travel to municipalities on a regular basis.
- University Bachelor degree or equivalent in relevant discipline.
