Program Overview

The Partnership for Human Development (PHD) represents Australia’s long-term vision for enhancing human development in Timor-Leste. It brings together the Australian Embassy (Timor-Leste)’s diverse activities in health, education, water, nutrition, gender equality, disability and social protection into a single program to maximise effectiveness, relevance and performance. This investment in Timor-Leste will work towards Strategic Objective 2 of Australia’s Timor-Leste Aid Investment Plan: enhancing human development. Improved human development will ensure that coming generations of Timorese people are better able to lead, contribute to and benefit from their nation’s economic and social development.

Role Summary

We are currently seeking applications for a Technical Adviser – Health to join the PHD Team and be responsible for the following key duties:

·         Work closely, in a remote arrangement, with the Acting Technical Lead – Health and the Health Adviser to ensure effective health sector activity implementation through high-level leadership, guidance and management support;

·         Provide in-country support to the Acting Technical Lead – Health in managing the health portfolio budgeting and financial reporting, particularly when the Acting Technical Lead – Health is working remotely;

·         Represent the Acting Technical Lead – Health and the Health Adviser (who are both largely working remotely over the next three months) in-country in discussions and meetings and in health sector planning with the Australian Embassy health team, Government of Timor-Leste (GoTL) counterparts, partners and other key stakeholders, to help facilitate the two-way flow of information;

·         Support the annual planning process by contributing to the health sector annual work plan and strategic direction, providing strategic and technical advice to health sector planning and taking into account political economy factors to ensure that limited resources are dedicated to activities with most likelihood of success; and

·         Work flexibly across the PHD portfolio to tap into resources and opportunities to support the health sector goals through other sector activities.

The successful candidate will have demonstrable experience in managing development programs in Timor-Leste and other similar country contexts and will have knowledge of service delivery priorities and challenges in the health sector in Timor-Leste. Furthermore, you will have demonstrated experience and networks within the Timor-Leste health system.

You will have tertiary qualifications in a relevant health field (preferably Masters), be fluent in English and/or fluency in Tetum. Portuguese is desirable. You will be able to demonstrate excellent interpersonal skills and an ability to build and maintain positive professional relationships with a range of stakeholders.
