1.    National Water Lead

Program Overview

The Partnership for Human Development (PHD) represents Australia’s long-term vision for enhancing human development in Timor-Leste. It brings together the Australian Embassy (Timor-Leste)’s diverse activities in health, education, water, nutrition, gender equality, disability and social protection into a single program to maximise effectiveness, relevance and performance. This investment in Timor-Leste will work towards Strategic Objective 2 of Australia’s Timor-Leste Aid Investment Plan: enhancing human development. Improved human development will ensure that coming generations of Timorese people are better able to lead, contribute to and benefit from their nation’s economic and social development.

 

Role Summary

We are currently seeking applications for a National Water Lead to join the PHD Team and be responsible for the following key duties:

  • Oversee and work closely with the Water Lead, GoTL and the Australian Embassy to support their work in the water sector;
  • Lead and manage all PHD activities within the water sector, delivering on sector EOPOs, including inputs from delivery partners;
  • Lead the development of the PHD water sector design and five year trajectory;
  • Contribute to planning, design, management and implementation of sector activities; and
  • Maintain professional relationships and networks with key stakeholders.

The successful candidate will have demonstrable experience in leading and supporting Water programs including designing, implementing and managing development programs. Furthermore, this includes an in-depth understanding of effecting change in service delivery. You will have tertiary qualifications in a relevant field (preferably Masters), be fluent in English and fluency in Tetum and Portuguese is desirable. You will be able to demonstrate excellent interpersonal skills and an ability to build and maintain positive professional relationships with a range of stakeholders.

Role Summary

  • Lead and manage all sanitation sector activities, delivering on sector EOPOs, including inputs from delivery partners;
  • Provide strategic advice and decision making on sector activities;
  • Contribute to planning, design, management and implementation of sector activities; and
  • Maintain professional relationships and networks with key stakeholders.

The successful candidate will have demonstrable experience in managing sanitation programs in Timor-Leste and/or similar contexts to achieve positive change as well as experience in a Sanitation Lead role. You will have professional experience in the WASH sector with tertiary qualifications in a relevant field (preferably Masters), be fluent in English and fluency in Tetum and Portuguese is desirable. 3.    Grants and Procurement Manager

The Opportunity

Based in Dili, Timor-Leste with an anticipated start date mid-October, the Grants and Procurement Manager will provide strong mentoring and leadership to the Procurement and Grants teams and build and maintain strong relationships with major stakeholders including technical teams, the Australian Embassy, Abt Associates’ counterparts, primary suppliers and grant partners.

Role responsibilities will include:

  • Develop and document robust best practice governance and management systems to ensure that all procurement processes are compliant;
  • Drafting of specifications, obtaining technical and corporate sign off;
  • Coordinate technical and financial evaluations of proposals in line with PHD procurement and financial procedures;
  • Assisting Sector Leads in compiling their sector procurement plans;
  • Supporting grant partners in the preparation of grant proposals;
  • Support the selection process of grant partners by providing recommendations on grant proposals;
  • Carry out due diligence assessments of grant partners to ensure they have systems and procedures in place.

The successful candidate will have demonstrated professional experience in managing procurement and grant activities in a similar operating environment with an understanding of local contracting regulations.
