Garment industry in Timor-Leste: In Timor-Leste, almost all clothing items are imported from Indonesia, China and Singapore amounting approximately USD 22.5 million every year. These include not only day to day wear but also uniforms for school, offices and armed forces. The only local garment producers are boutique shops or tailors that design customized clothing on order.There are cottage industries across Timor-Leste that produce limited range of clothing using traditional fabric ‘Tais’. But the production process is lengthy and labour intensive  so  the  volume  is small.  It is not  a popular  choice  for  regular  wear,  people  wear  Tais  for  special occassions- ceremonies, funeral and government programs.

As a result, much of the support services and skill sets needed for a garment industry to flourish is absent in Timor-Leste. There are vocational institutes that are providing basic trainings like sewing, pattern making etc. But the standard is low and they require further intensive on the job training to achieve the needed standard. Most of the production inputs are not available and will need to be imported. But, due to the high demand, there’s an increase in the number of designers, tailors, boutique fashion houses indicating a potentially thriving sector.

Background   of  Mahanaim  Garment:  Mahanaim  Garment  and  Manufacture   Lda  is  a  private  business established  under the Jacinto  Group. Jacinto  Group is one of the largest  conglomerates  in the country  with multiple business interest from retail to construction to office supplies. Acknowledging the growing demand in the local market, Jacinto Group has established  the first garment factory in Timor-Leste.  As of now they have a facility set up with 100 industrial sewing machine, but there is significant scope for expansion. The vision is to do import substitution for specific product lines. The initial target is to make the following for the local market – a) Uniforms for office, armed forces and schools; b) Regular use children’s clothing (less than 2 years old) and c) Semi-formal women’s wear, especially in black colour. These are easy to make with a high turnover rate. In the long  term,  the  company  would  like  to  explore  export  opportunities  incorporating  traditional  ‘tais’  in  modern clothing.

Jacinto can utilize much of its existing trade infrastructure for the factory. For example- Jacinto already imports clothing line which will be useful for importing raw materials, they already have established retail outlets and they have the necessary networks to get factory staff. The challenge is the availability of skilled professionals who can guide Jacinto on technical aspects of commercial garment manufacturing. That is why Jacinto Group will employ experienced professionals in 4 fundamental categories. This team will not only launch production, but also train local counterparts for continued growth of the factory. Jacinto will also hire local staff in these functions, who will be mentored by these newly hired pool of experts.

 

Target: As of now the factory has not started operation. But the aim is :

  • At least the ‘designer’, ‘pattern cutter’ and ‘factory operations manager’ will join by November 2016
  • Production will start by January 2017
  • The company will have enough stock of successful designs to utilize the demand hike in easter, March- April 2017

 

Application Instruction:  Both institutions and individual experts can apply.

  • Institutional applicants will submit 1 cover letter (no more than 2 pages) stating the specific positions they’re proposing a team for, with specific CVs attached. The cover letter should briefly explain on the institutional background and capacity as well as some description of the individual expert’s skills and capacity. The cover letter should also specify the type of technical tools or software used/needed  to deliver on the ToR.
  • Indvidiual applicants applying for one or multiple positions will submit 1 cover letter (no more than 1 page) along with a CV. The cover letter should briefly explain the background and skills that makes him/her suitable for the role. Specifically for the position of the ‘Designer’, s/he will need to submit the following in addition to the above:

  1. 1. Design 1 uniform for Air Timor hostess, 1 female uniform and 1 male uniform for a 3 star hotel staff, specifying the type of materials and costing in USD
  2. 2. Pictures of 5 finished garments (baby wear and women’s wear) you have designed previously

 

1. Designer

Job Description: The designer will be in charge of design and development of commercial scale ‘ready to wear’ garment and apparel. He/she will be in charge of initial conception of the product based on market and customer trends and manufacturing of the prototype in partnership with pattern maker. In the short term, Mahanaim will produce the following, hence those will be the design priority- a) Uniforms for office, armed forces and schools; b) Regular use children’s clothing (less than 2 years old) and c) Semi-formal women’s wear, especially in black colour. The designer will need to get a good understanding of customer preferences in the Timorese market to design suitable garments.

 

Responsibilities:

  • Consult with management on design ideas and priorities
  • Conduct market research to understand customer taste and design trends in TL
  • Develop idea and produce design by hand or computer aided design(CAD)
  • Create prototype design in conjunction with pattern cutter
  • Be aware of the cost implication of the design so as to design cost-effective items
  • Assess what fabrics, materials, fastenings and embellishments are available and what can be imported cost effectively and design based on that
  • Planning and developing design and price ranges
  • Modifying existing and new designs for mass production
  • Train a local counterpart on how to source and conceptualize commercial designs
  • Meet with  other  independent  local  designers  and  identify  potential  opportunities  of  utilizing  their specialization in the factory

 

Deliverables:

  • Design a first lot of at least 20 designs for baby wear and 20 designs for adult clothes within the first 3 months
  • After the intial 3 months, develop at least 10 designs of baby wear and 5 designs of adult clothes every month
  • Design and launch sufficient new products to respond to seasonal hikes
  • Install software or other tools for designing (e.g CAD)
  • Put in place a system for costing for garments during the design process
  • The local counterpart(s) is capable of developing new designs independently

 

Qualification:

  • At least 5-10 years of experience in designing commercial garments in similar product line
  • Experience in working in garment factories with less than 500 staff
  • Ability to design simple day to day wear
  • Ability to understand the local context and take that into consideration for designing
  • Undergraduate/diploma in fashion designing or other relevant disciplines
  • Ability and interest in mentoring other designers
  • Has technical drawing skills (computer and hand)

 

2. Pattern and Sample Maker

Job Description: S/he will create templates for the most cost-effective production of a design. Pattern cutters will  create  the  pattern  pieces  in  the  form  of  pattern  blocks,  pattern  bases,  pattern  dummies  or  computer generated models. After the design is agreed, the pattern cutter will create sample clothes with the support of a machinist. The designer will then analyse the samples and decide which pieces to add to the collection. In case of uniforms, job of the pattern cutter will be to create templates for the most optimal production of the existing designs.

 

Responsibilities:

  • Create pattern templates using working drawings  through either or more of the following  depending which one is the most effective and long term solution:

o   Pattern dummies – draping pieces of material over a dummy shaping and pinning them around

the ‘body’ until they fit correctly, then cutting out a pattern based on the pieces

o   Pattern blocks – altering and shaping flat, standard pattern ‘blocks’ in style

o   Pattern bases – modifying non-standard pattern bases from existing pattern library

o   Computer generated models for pattern dimensions based on sizes and property of material

  • Determine the best layout of pattern pieces to minimize waste of material and make fabric accordingly
  • Assist in the costing of the item based on style and amount of materials used
  • Create a paper pattern from which to mass produce a design concept with details outlining adjoining parts, position of pleats, pockets, buttonholes and other features using drafting instrument
  • Work with machinist to make samples of the designs
  • Inspect and identify issues/challenges with sample garment before it is approved for production
  • Train a  Timorese  counterpart  on  the  pattern  cutting  roles  so,  s/he  is  capable  of  independently performing those tasks

 

Deliverables:

  • Pattern templates developed and delivered for each of the new designs
  • Pattern templates developed and delivered for the selected uniform designs
  • The local counterpart is trained on and capable of delivering on pattern cutting responsibilities
  • Ensure, in coordination with management that the factory is equipped with the necessary pattern and sample making tools (dummies, pins, design blocks, software etc.)

 

Qualifications:

  • At least 5-10 years of experience in pattern cutting in similar product line
  • Experience in working in garment factories with less than 500 staff
  • Detail oriented and fine sewing and cutting skills
  • Undergraduate/diploma in pattern making, fashion designing or other relevant disciplines
  • Ability to work in a team, including close coordination with designers
  • Has technical drawing skills (computer and hand)
  • Experience in training and managing a team

 

 

3. Factory Operations Manager

Job  Description:  S/he  will  be  responsible  for  technical  management  of  operation,  oversee  the  production process and making sure that production lines are running smoothly and efficiently. She/he will work closely with supervisor  and  maintenance  staff  to  plan  work,  set  targets  and  make  sure  finishes  products  meet  quality standards

 

Duties and Responsibilities

  • Estimate, negotiate and agree budgets and timescales with client and management
  • Coordinate with owner on order volume and capacity
  • Planning of production units – production, machinery and materials
  • Advise on technical setting on garment for making cost and production friendly samples
  • Monitors cost of production including manpower costing and others to minimize cost as possible
  • Oversee the production process, develop a production planning and schedule
  • Follow up on day to day production from each line and ensure that production targets are met
  • Ensure that the factory produces quality product at minimum alteration and repair cost
  • S/He plans and tracks shipment dispatch and documentation
  • Determine quantity and quality control standards
  • Identify training needs and build capacity of factory staff
  • Train a local counterpart who can be future production manager

 

Deliverables:

  • Suitable production planning tool installed in the factory (software or paper based)
  • Suitable material and shipment planning tool is installed (software or paper based)
  • Put in place a coordination system between different departments (design, pattern making, production)

and management

  • Develop a costing and pricing chart that can be followed for the production line
  • Reporting tools are put in place to communicate with management
  • Set up quality control standards, monitoring tools and practices
  • Training module and planning developed based on staff training needs
  • The local counterpart is trained on and capable of delivering on production manager responsibilities

 

Qualifications:

  • At least 5-10 years of experience in factory operation management for similar product line
  • Experience in working in garment factories with less than 500 staff
  • Undergraduate degree/diploma in relevant discipline
  • Planning and organization skill to run and monitor production process
  • Experience in training and managing large teams
  • Ability to speak Bahasa/Tetun will be an advantage
  • ICT literacy to deal with relevant technologies and programs
  • Strong communication skills to be adaptable to local staff, as well as management
  • Multi-tasking, problem solving and the ability to work under pressure

 

 

4. Quality Control Officer

Job Description: S/he will be responsible for ensuring that the product quality is consistent and meets both external and internal standards including customer expectations. She/he will liaise with operations manager and other staff to ensure that quality management system is functioning properly. S/he will provide advise and implementation support in training, tools and technique to enable the company achieve quality standard.

 

Responsibilities:

  • Devising and establishing company quality procedures, standards and specifications in conjunction with operating staff
  • Pre-production:

o   Involvement in product development and sampling stage to ensure sample quality

o   Working with purchasing staff to establish quality requirment for external suppliers

o   Ensure that no faulty fabric is sent for cutting, if there is minor fault, that needs to be marked and communicated

o   Documenting fabric quality

  • Production:

o   Perform in-line and end of line inspection of production process

o   Check and ensure quality of the final product

  • Setting health and safety standards and practices
  • Using relevant quality tools and making sure manager and staff understand how to improve the product quality
  • Keep accurate records of product checked
  • Train the local counterpart on quality control role

 

Deliverables:

  • Develop SOP (Standard Operation Procedures) and preparatory processes for quality check and control
  • Develop MIS (Management Information System) for quality measurement and recording quality at different stages of production
  • Develop audit report on fabric as well as end product quality
  • Put in place a system to document and community quality reports and improvement plan
  • The local counterpart is trained on and capable of delivering on quality control responsibilities

 

Requirement :

  • At least 5-10 years of experience in quality control for similar product line
  • Experience in working in garment factories with less than 500 staff
  • Ability to put in effective systems that are pragmatic
  • Relevant academic degree/diploma
  • Interest and capacity in developing staff capacity
  • Strong communication skills to be adaptable to local staff, as well as management
  • Ability to speak Bahasa/Tetun will be an advantage

  1. At present I am working in Pt Sai Apparel Industries Semarang Indonesia As Finishing manager since March 2008 to till now. Previous I have experience in Quality department as Quality In charge.
