In support of its current growth, Plan International in Timor-Leste wishes to recruit;

 

1.    Deputy Program Manager (1 Position)

Purpose: The Deputy Program Manager for the YE program is responsible for coordinating national level YE4SD activities, forging partnership at the national level, overseeing training of community facilitators and local partners and conducting field visits and monitoring of program implementation

 

Project Background:

The vision of the Youth Empowerment Program is for Timorese young women and men, including the most marginalised, participate in decision making, realise their economic rights and promote peace, and social equality. Equality and social responsibility. Through these opportunities, Timorese youth will be empowered to realise their own potential as both rights holders and current/future duty bearers in Timor-Leste and to play a critical role in the sustainable development of their country. The program duration is 5 years (October 2012 – September 2017; with an initial three years period; continuation beyond is subject to Mid-Term review based on results achieved). The Youth Empowerment ( YE)  Program is managed by Plan International in Timor-Leste with funding provided by Australian Government, The European Commission and Oaktree Foundation, Plan Timor-Leste works in partnership with two Plan’s National Offices: ANO (Plan International Australia or Australian National Office) and GNO (Plan International Germany or German National Office).

 

 

Dimensions of Role:

The Deputy Program Manager will need to work closely with YE Program Manager, M&E Officer and Program Coordinator based in Aileu. The position requires close working relationships with YE staff, Community Mobilizing Officer and partners based in Aileu and Ainaro, as well as in Dili.

 

Typical Responsibilities – Key End Results of Position:

 

Functional area: YE program management

·               Assists YE Program Manager with strategy development, planning, reporting and evaluation for the YE Program as well as with management of the overall program implementation (currently in 2 Districts: Aileu and Ainaro, and some Dili based activities)

·               Work closely with M&E Officer, District Coordinator and YE Program Manager to ensure high quality monitoring, evaluation, reporting and learning processes for the YE Program.

·               Support YE Program Manager with overall coordination of the Program activities and liaise with key donors, national offices and others if required.

·               Support YE Program Manager with team capacity building, team management and team meetings/ events/ activities. Support  the district coordinator in preparing report   and submitted to YE Program  Manager

·            In collaboration with YE Program Manager Conduct quarterly reviews of Program expenditure, implementation plans, prepare and facilitate quarterly re-planning and prioritizing meetings/ sessions.

·            Conduct field visits to monitor program implementation and ensure quality of the Program delivery

·            Provide technical input into key guiding documents, strategies, activities; and support both staff and partners in the field with capacity building, as required

·            Assist set-up YE program information management system,  design appropriate tools and guide program evaluation

·            Assist the YE Manager to prepare quarterly and annual reports to Plan International Australia, GNO  and project monthly reports to the Plan Timor Leste Program Manager

·            Establish and maintain good working relationships with field staff including organizing appropriate training

·            In collaboration with YE Manager  and YE district Coordinator design the awareness raising/ advocacy plan and strategies

 

Functional area: Partnerships

·         The Deputy  Program Manager  will coordinate the relationships with various partners of the YE4SD Program, which includes but not limited to: liaison with partners, regular communications, partner capacity assessments, develop in collaboration with capacity building plans, support partners with training, awareness raising and information to ensure they can effectively meet the standards and requirements of the YE Program, including planning, budgeting, reporting and evaluation child protection, gender equality and disability inclusion.

·         Assist YE Program Manager, in collaboration with the YE team, to develop key guiding documentation (e.g. on partnerships, Program strategies, etc.).

·         In collaboration/ consolation with the YE Program Manager prepares partnership agreements, reports and work plans with YE partners and stakeholders; conducts monitoring and evaluation of the partner contracts and partnerships.

·         Prepares and provides training and capacity building activities, including materials and presentations,  for partners and

·         Work with YE Manager and partners to identify the partners common capacity building needs ( using participatory method)

·         In collaboration with the Program Manager, develops effective relationships with existing and potential partners for the YE Program, including training centers, government institutions, private sector actors, NGOs, CBOs, youth groups at national and district levels.

·         Work with YE Manager and partners to identify the partners common capacity building needs (using participatory method)

·         Assist the YE manager drafted agreement, report   and work with partners and stakeholder  and Carry out assessments of potential partners and regularly review/update assessments of existing partners (at least once per year; may be required more frequently depending on partner)

·         Develop training plan for  partners and design appropriate training modules and materials  and Provide assistance to partners and YE4SD team implementing partnership tools

·         Ensure that there is adequate and appropriate documentation of partnership processes (based on global standards to be set out in the Field Operations Book or equivalent) and filing is kept up to date.

·         Organize trainings and facilitate follow-up support for partners based on the capacity building plans for all partners.

·         Organize national forums where partners can share practices,  quality standards, discuss issues and coordinate initiatives

·         Represent Plan in national level discussions on YE issues and assist in mobilization and organization and capacity development

·         Represent Plan in civil society networks and forums where appropriate.

 

Knowledge and Experience

  1. University education with an appropriate qualification for the role
  2. Experience working with local organizations and leading development of their capacity
  3. Project management experience
  4. Experience in training of young people and understanding of participatory adult learning principles
  5. Commitment to working with children and young people
  6. Commitment to work in rural communities
  7. Commitment to equal respect for women
  8. Demonstrated skills and experience in planning, monitoring, budget management; report writing
  9. Spoken and written English a major advantage

 

 

Qualifications and Experience:

·         At least tertiary education preferably in the field of education, psychology, social sciences, and/or community development

·         Professional courses on:  youth empowerment; conflict resolution; vocational training

·         Experience in participatory and a community development approaches

·         At least 3 years’ experience in managing  youth/community development programs and teams

·         Experience working with local organizations and leading development of their capacity

·         Experience in participatory and a community development approaches

·         Understanding of Timor-Leste’s current development issues, trends, challenges and opportunities and implications to community development in Timor-Leste

·         Experience in working with child-focused development organization would be an advantage  

 

2.    Youth Empowerment Villages Saving and Loans Officer (1 Position)

Purpose: The Savings and Loan Officer is responsible to provide technical support and oversight to savings and loan activities undertaken through Youth Empowerment programs for social protection and livelihood/business development. He/she will support partners to ensure that savings and loan activities are implemented with a high degree of transparency and accountability to members of the groups, and that the groups are formed, supported and structured in a sustainable way

Dimensions of the Role

·      This role is expected to work across two districts:  two district Ainaro (Maubisse) and Aileu District.

·      Responsible for working with young women and men, youth groups, partner organizations and local community members in suco and aldeia, especially those in remote areas.

·      He/she will also ensure that the savings and loan groups are supportive and enabling for women’s participation and leadership.

·      The savings and loan officer will also support the collection of good quality data to enable analysis and tracking the impact of the groups, and will facilitate the partners to reflect and adjust approaches based on the monitoring data.

·      The Savings and Loan Officer will also represent YE program on relevant working groups and will contribute to the influencing of government policies and practices related to savings and loans.

·      Works closely with the Youth Empowerment District Coordinator in Aileu  and Ainaro district and other YE Technical Officers, as well as with M&E Coordinator and other YE Program staff

 

Typical Responsibilities – Key End Results of the Position

Technical Functions/ External focus

·         Participate in and facilitate the implementation of a Youth Engagement Strategy.

·         Identify vulnerable young men and women, including young people with disabilities, in project areas and facilitate the identification of youth priorities utilizing a youth-to-youth approach.

·         Coordinate overall engagement with local partners (schedules, venue hire, invitation of youth and community members to program events, training and other activities), as well as assist partners other organizational tasks to ensure quality delivery of the  ‘Life Skills’ training for young people, including sessions on sexual and reproductive health, and other required educational and awareness raising initiatives.

·         Responsible for conducting sensitization meetings, youth mobilization and delivering technical support and oversight to youth groups saving and loans and marketing the youth groups to have their capacity built in VS&L methodology and horticulture activities

·         Provide technical support to the partners as well as YE staff for implementing savings and loan activities to ensure that the groups are operating with high levels of transparency and accountability.

·         Develop and deliver appropriately targeted guidelines and training materials in coordination with program partner and YE staff to improve the quality of savings and loan activities undertaken at community level.

·         Assess opportunities for small business development using capital from savings and loans groups.

·         Work with specific program team members to ensure that the savings and loan groups are supportive and enabling for women’s participation and leadership, and inclusive of people living with a disability.

·         Work with YE team to develop regular monitoring methods, tools and data collection plan.

·         Undertakes activities associated in the development and delivery of program operational plans;

·         Provides assistance or coordination of programming activities to staff and partners

·         In coordination with the Program Managers, Deputy  Program manager and Youth Coordinator , undertake regular monitoring to assess the quality and consistency of the savings and loan activities across different target area and partners who are responsible for implementing the activity

·         Identify opportunities for engaging young men and women, and youth groups in their initiatives that are promoting peace, gender equality, disability inclusion and rights of young people; support youth’s participation in the development of action plans for improvements in their local communities.

·         Possesses the skills to analyze the gendered capacities, barriers and vulnerabilities of women, men, boys and girls

·         Demonstrate an understanding of basic gender concepts and thoughtfulness of gender dimensions in different cultural, social, and geographic settings

·         Identifies and responds to gender discrimination, gender-based violence and gendered vulnerabilities in project activities and in the community context

·         Other responsibilities required for the YE4SD Program implementation

Knowledge and Experience Required

·         At least completion of the secondary school education, preferably university education.

·         Minimum 3 years of experience in community development in a rural setting.

·         Experience working with youth, in particular in training environment and strong facilitation skills and negotiation skills

·         Experience in implementing or supporting partner to implement savings and loan activities;

·         Experience in book keeping, accounting or economics.

·         Experience supporting and monitoring partners;

·         Experience in working in teams and in the effective delivery of project activities;

·         Relevant qualifications or skills in a professional discipline i.e. community development, agronomy economics, accounting etc. or equivalent substantial experience.

·         Knowledge and commitment to gender equality, disability inclusion, and child protection

·         Understanding and ability of collecting information, data and materials required for program reporting.

·         Ability to work independently and as a part of the team, in respectful and responsible manner

3.    Women Empowerment Program Officer (1 Position)

 

Purpose: The Women Empowerment Project Officer will support Plan’s Child Centered Community Development approach by work closely with young women in the project area to develop their skills and opportunities to participate in social, political, economic, cultural development in their communities.

The Women Empowerment program focuses on 3 community in Aileu district to increase capacity of young women to active participated in the local government, improve their economy security and   participated in the local development.

 

Dimensions of the Role

§  This role is expected to work across 3 suco in Aileu District.

§  Responsible for working with young women and men, young women youth groups, partner organizations and local community members in suco and aldeia, especially those in remote areas.

§  No direct reports for this position but will need to work closely with Plan’s Community Development Facilitators.

§  Works closely with the YE District Coordinator in Aileu district and other YE Technical Officers, as well as with M&E Officer Coordinator and other YE Program staff.

§  Ensure the Implementation of the project based on project Plan and Budget

§  Monitor implementation of Women Empowerment  program intervention and achievement of the target objectives

§  Provide technical support to partners, CBO’s   for implementation of Women Empowerment program   to meet the standards and quality.

§  Organized the young parents to participated in the sexual reproductive health and parents education training

§  Organized and coordinated with partners to deliver the training activities to the young women in the different topics

§  Identify vulnerable young men and women, including young people with disabilities, in project areas and facilitate the identification of youth priorities utilizing a youth-to-youth approach

§  Support young women  to engaged in economic leadership and also engaged in supporting marginalized women  on economy empowerment program

§  Organized the young women to participate in Finance and business skills delivered by partner’s organization.

§  Support the establishment of saving and loans groups and provide support and mentoring to the young women.

§  Follow up and provide technical support to ensure the implementation of the program based on the plan and budget as well as ensure provision of gender responsive the business skills training.

  • Provide linkages for teenage parents/caregivers and early childhood care and development programs, existing services and opportunities.
  • In conjunction with YE District Coordinator disseminate information related to referring youth entrepreneurs to the appropriate service providers and other economic empowerment opportunities.

 

Knowledge and Experience Required

·         At least completion of the secondary school education, preferably university education.

·         Minimum 3 years of experience in community development in a rural setting.

·         Experience working with youth (young women), in particular in training environment and strong facilitation skills.

·         Experience working with youth organizations/ groups and assisting them in the development of their capacity.

·         Experiences in participatory approaches to working with young women.

·         Understanding of Timor-Leste’s current development issues, trends, challenges and opportunities and implications to community development in Timor-Leste.

·         Knowledge and commitment to gender equality, disability inclusion, and child protection.

·         Understanding and ability of collecting information, data and materials required for program reporting.

·         Ability to work independently and as a part of the team, in respectful and responsible manner.

·         Ability to effectively plan and implement project activities to ensure meeting deadlines and Program objectives.

Additional requirements

·         Knowledge of English would be advantageous

·         Computer literacy (basic skills of using computers and key programs)
