Purpose: Plan’s programs in Aileu and Ainaro Districts aim to ensure that children realize their rights to health, clean water and sanitation, education, and protection from violence, abuse and disaster risks. Plan is committed to response in case of humanitarian disaster in these Districts.

Child Sponsorship is an increasingly important source of stable long-term funding for these Programs. These funds depend on timely and accurate communications with thousands of Sponsors in 16 countries in Europe, Australasia, and North America

The Assistant District Manager will support the District Manager in his/her role generally, but will have a particular focus on managing suco-based Community Mobilization and supporting Community Volunteers in sponsorship communications.


Dimensions of Role:

·         Direct line manager of Community Mobilization Officers (CMOs) and though them has oversight of Community Volunteers

·         Ensures close liaison with District based staff for Programs (e.g. WASH, ECCD, Youth) for cooperation between Programs and sponsorship

·         Ensures respect for Plan’s Code of Conduct, Child Protection Policy, Gender Equality Policy and IT Policy

·         Ensures all activities are in line with Plan’s CCCD approach

·         Directly responsible for all sponsorship communications at Sub-District level, ensuring 100% performance in terms of timely production of all communications items, and of quality (as indicated by the absence of NOIs)

·         Provides other support as necessary to the District Manager

Key End Results and Typical Responsibilities:

Key End Result 1: Plan has effective relationships with children, young people and their communities.

·         Mentors and supports Community Mobilization Officers to interact with children and young people using Plan’s Child Centred Community Development (CCCD) approach

·         Supports the annual participatory reflection and review of Plan’s work in the Districts, ensuring child, youth and community participation

·         Works with District Program staff to build links between their activities and sponsorship communications

  • Establish and maintain networking and good working relationship with children, families, community leaders, staff of other NGOs, government and other stakeholders.
  • Facilitate working relationship with community and Plan associates
  • Monitor child protection issues, informing Plan management in the case of suspected neglect or abuse


Key End Result 2. 100% Production of quality Sponsorship Communications items from within the Districts

·         Leads Community Mobilization Officers in planning and implementing sponsorship communications on-time and with quality and accuracy, notably

·         Leads on management of Community Volunteer relationships and training in the Sub-Districts

·         Promotes sponsorship communications which emerge from CCCD processes and activities

  • Ensure timetly submission of sponsorship communications according to SCU/SCI schedule and communication business rules:
  • Ensure the quality control of all photos before submission to Assistant District Manager or District Office
  • Ensure that all new quota for newly enrolled children respect the following enrolment criteria:

·         Ensure Sponsored children’s communication quality control before any submission of WGC, SPC, ECR and SGC to District office or Assistant District Manager.

·         Ensure quality control of SCU/SCI:

·         Double check through home visit all report on SC absences or cancelation received from community volunteer before submission to the districts office

·         Manage communications according to To Do List received for the period;

·         Participate in APPR process and help with collection of success stories/quotes from sponsored children and families about their participation in Plan’s projects.

·         Ensure regular update/refresher training of community volunteers on Sponsorship business rules.

·         Perform daily taks and support to community volunteers 4 days a week at suco level and work at District office level one day a week.

·         Acquire knowledge and understanding of the Sponsorship communications elements of the Plan Sponsorship Manual.

·         Maintain effective communication with sponsored families through community sensitization sessions informing them on Plan’s work approach, sponsorship program and projects carried out by Plan in their own communities.

·         Support phase-in process in new sucos/communities by introducing potential sponsored families to Plan as an organization, giving appropriate information on Plan’s sponsorship system and the way it works.

·         Introduce all newly enrolled family to Plan’s work approach and sponsorship system before performing any enrolment.

  • Facilitate sponsorship communication production through community gathering or by carrying out home visits to sponsored families, facilitate the sponsored families in preparing quality communication to  their sponsors and update the sponsors on Plans work in the respective areas
  • Coordinate and facilitate sponsor visits
  • Establish and maintain networking and good working relationship with children, families, community leaders, staff of other NGOs, government and other stakeholders.
  • Facilitate working relationship with community and Plan associates
  • Monitor child protection issues, informing Plan management in the case of suspected neglect or abuse


Knowledge, Skills, and Behaviors Required to Achieve Role’s Objectives:


·         Demonstrated knowledge and experience as a manager, preferably in an international organization

·         Experience in the NGO sector in Timor Leste, and the challenges working in rural and remote areas.

·         Demonstrated knowledge of rural development, gender and child rights issues in Timor Leste.


·         Good written and spoken English

·         Communication skills, including networking, relationship building and excellent negotiation and influencing skills in multi-cultural contexts

·         Proven skills in engaging with children and young people in imaginative, creative and respectful ways, in line with Plan’s CCCD approach

·         Able to ride a motorbike on poor roads and tracks


·         Sets a strong learning culture in the organization.

·         Remains calm and positive under pressure and in difficult situations.

·         Must actively enjoy working with children and young people

·         Strong commitment to gender equality, children’s rights and inclusion of vulnerable groups

  • Plan does not tolerate child abuse. All Plan staff and consultants are selected and employed in line with the conditions of Plan’s Child Protection Policy. These include appropriate reference and background checks.
