The Programa Nasional Dezenvolvimentu Suku (PNDS), or National Program for Village Development is a nation-wide community development program of the Government of Timor-Leste (GoTL). Launched in June 2012 and valued at $300 million over eight years from 2014, it will contribute to rural development by funding the ‘missing link’ to services – basic village infrastructure – and provide jobs and training.
The GoTL is providing each village in Timor-Leste with a grant of around US$50,000 to plan, construct and manage their own small scale infrastructure projects. A PNDS Secretariat within the Ministry of State Administration is responsible for the implementation of PNDS.
The Australian Government is assisting GoTL to implement PNDS through the PNDS Support Program (PNDS-SP) managed by Cardno Emerging Markets.
We currently have a vacancy for the position of MIS Adviser.
The objectives of this role are to:
§ Assist the design and implementation of the PNDS Management of Information System (MIS), ensure it is fully operational, build the necessary institutional capacity of the PNDS Secretariat to effectively use the system and have visibility over all aspects of the program implementation.
§ Assess the information needs of the Secretariat and define how information should be collected, flow, captured, stored, and reported.
§ Ensure that data is properly and accurately collected and accessed in a timely manner to feed into reports and other management requirements.
§ Support capacity development of the PNDS Secretariat staff so they can effectively use the system, manage and analyse information, and report on progress through the MIS.

This Position will be remunerated under the Locally Engaged Staff Remuneration Framework as follows:
