Job Description for National Vacancy

 

ChildFund International has been serving children and youth, and their families and communities, in Timor-Leste for over 20 years. ChildFund is looking for a motivated, committed, and experienced person to fill in a key national vacancy in the organization.

SUMMARY

Leads the integration of child protection developmental pathways in ChildFund’s planning, designing, implementing, and monitoring & evaluation processes that implementing partners undertake for all life stage program strategies. Together with the program and senior management teams, leads the effort to build a network of strong partners that manage resources and implement programs and projects with impact for children. Strong program management and organizational development skills, and deep understanding and experience in Timor-Leste’s Child Protection situation and systems are required.

 

SPECIFIC DUTIES AND RESPONSIBILITIES

 

I. Program management, strategy, and capacity-building

  1. Heads the Program Management Team composed of program officers in Early Childhood Development/Education, Youth, and Monitoring & Evaluation. Ensures that the team builds the capacity of implementing partners to operationalize ChildFund’s life stage program strategies that have strong child protection component, aligned with ChildFund’s Theory of Change.
  2. Leads the development of the Country Strategic Plan (CSP) and ensures that implementing partners’ own long-term plans are aligned with the organization’s CSP and the municipality’s local development plans, and developed through participatory processes
  3. Ensures that the organization’s values, core intent, global strategic priorities, and CSP are understood by all staff and partners, and reflected in program design and management
  4. Works proactively with other departments such as Finance, Sponsor Relations, and Human Resources to build a network of strong partners (community-based organizations and national NGOs) working with ChildFund to deliver programs that contribute to strengthening an enabling environment, reduce risks of vulnerability, and provide children with opportunities to develop and thrive
  5. Responsible for establishing monitoring & evaluation and learning systems to help measure the organization’s progress towards its core outcomes. Monitors program standards and achievements through regular reporting, communications, and on-site visits, and provides guidance and oversees corrective action when needed.
  6. Responsible for management and technical leadership to improve and maintain program effectiveness.

 

II. Organizational development

  1. Participates in the Senior Management Team and shares collective leadership with other department heads to ensure coherence in the organization and maintain ChildFund’s relevance in Timor-Leste
  2. Has oversight of administrative, financial, and human resources for national office programs
  3. Oversees linkages between national office program team and technical support at the regional and headquarters

III. Networking and linkages

  1. Represents ChildFund in the Child Protection Network/Cluster and similar stakeholder meetings to position the organization as a leading champion of Child Protection in the country
  2. Ensures integration and collaboration with implementing partners in community and local government

 

IV. Resource acquisition and management

  1. Together with the National Director, leads the national office’s resource acquisition and management by building key relationships within ChildFund and with external donors and stakeholders, to generate revenue and maintain organizational growth
  2. Ensures that the national office and its implementing partners adhere to the terms and conditions of all acquired funding and awards
  3. Oversees and coordinates timely submission of progress reports, documentation, and situation analysis of active programs and grant projects for review by the National Director and other key staff, and ensures that core outcomes are demonstrated
  4. Ensures that the annual operating plan and budget (AOPB) developed by implementing partners is aligned with the organizational funding model and policies, and all partners account for required funds to implement planned activities

 

QUALIFICATIONS/EXPERIENCE

  • 10 years’ experience in program management (planning, designing, implementing, monitoring and evaluation) in an NGO or INGO focused on child protection and community development
  • Strong expertise in child protection issues and systems-building in the context of Timor-Leste, and in leading staff to integrate child protection in programs, policies, and practices
  • Outstanding written and oral communication skills in English and Tetun, with ability to write narrative and progress reports in English for ChildFund and donors
  • Self-guided, strong organizational and planning skills, with the ability to work independently or in a group, as well as under pressure
  • Flexible and able to adapt to a multi-cultural environment and complex situations, with demonstrated high-level interpersonal and cross-cultural skills, such as building collaborative relationships internally and externally
  • Willing to travel to program and project areas in the municipalities. Able to strongly represent the national office during travel abroad for workshops and meetings.
  • Conflict management and ability to pragmatically solve problems, plan a course of action using analytical, conceptual, and strategic thinking to achieve an effective resolution
  • Demonstrated technical expertise in areas such as project, budget, and resource management
  • Highly developed analytical skills and the ability to assimilate and process information on a wide range of issues
  • Experience in resource acquisition and management, cross-functional coordination, negotiation with partners stakeholders, and social policy
  • Computer proficient (i.e. Word, PowerPoint, Excel, Outlook, cloud storage tools, etc.)

 

EDUCATION/CERTIFICATION

Bachelor’s or higher-level degree required in community development, social sciences, development studies, or equivalent relevant work. Advanced degree preferred.
