Technical Trainer for Community Economic Development

The Technical Trainer (TT) for Community Economic Development is responsible for the design and implementation of a training course for Peace Corps trainees that is based upon the core competencies and the learning objectives for Peace Corps Timor-Leste Pre-Service Training (PST). Implementation of this training may include formal group training sessions, small group sessions, assignments to be completed both in groups and individually, facilitated sessions; practicum in the group of community, with youth groups, women’s groups and with local organizations; visits to local organizations/institutions, and post-PST ongoing learning assignments. The work of the Technical Trainer is under the management and direction of the Training Manager.

This is a contracted position and requires living and working fulltime at the central PST training site, with frequent travel to training cluster and/or Dili. The TT will be required to follow a six-day work week, with additional preparation time and activities in the evening, and on weekend and holidays.

The TT is an integral part of the Program and Training Unit (PTU) and must liaise between programmatic and training functions.  The TT must be fully engaged as a team member and should foster and develop personal and professional growth, celebrate accomplishments, promote best practices and consistently champion the efforts of Trainees and staff.


Responsibilities include but are not limited to:

*      Help create and implement Pre-Service holistic community-based and experiential adult training driven by Core Competencies and Learning Objectives, aimed at preparing the trainees for a successful start to the first six months of service, keeping in mind that this Pre-Service Training is part of ongoing training throughout Peace Corps Service;

*      In collaboration with the Program and Training staff, plan activities to support the learning objectives, help create/apply evaluation tools, and identify resources necessary to help trainees meet the training learning objectives;

*      Participate in the creation, preparation and facilitation of technical sessions;

*      Assist in the organization and implementation of the Trainees’ practicum and project activities at cluster sites;

*      Assist Programming and Training staff with the design of TOT and specific sessions and materials;

*      In cooperation with program staff and the other technical resource persons, help implement core competency/learning objective driven technical training focused on preparing trainees to work as grassroots community development workers in Timor-Leste; 

*      Design and deliver technical training specific to the Timor-Leste context around income generation, cooperatives, savings groups, and small business start-ups.

*      As needed, coordinate with local community leaders and resource persons on implementation of different training activities including community meetings, and small project implementation;



Education:  Any University degree; Bachelor’s degree or higher in Business or Economics Development strongly preferred.

Professional Work Experience:  Minimum of three (3) years’ experience working in a program and training support role (preferably related to community economic development); Five (5) years preferred for maximum consideration.

Language: Strong English skills required for developing, presenting and facilitating trainings in English; English fluency highly desired. Ability to converse and coordinate trainings with local resource persons in Tetum desired. Tetum fluency preferred but not required.

Skills needed:

o   Strong facilitation skills required. Prior training experience in relevant field with an international organization preferred

o   Experience with economic development sector and income generation projects 

o   Ability to design and conduct dynamic technical sessions preferred

o   Ability to work within a cross-cultural team which includes American and Timorese Staff

o   Strong computer, communication, and organizational skills

o   Excellent facilitation and presentation skills; comfortable leading sessions for big groups

o   Personal skills: flexible, adaptable, reliable, sense of humor, sensitivity to gender and diversity issues

o   Excellent interpersonal communication and organizational/time management skills

o   Proactive attitude and flexibility

o   Ability and willingness to follow directions and training from supervisors

o   Polite manners, professionalism and sense of discretion under all circumstances

This position will be paid on a daily rate for days worked; rate to be negotiated and based on salary history, level of relevant experience and knowledge, and budget.  Housing during the PST training period and a modest per diem will be provided at the training site. No other benefits are provided.
