REQUEST FOR APPLICATIONS

PRODUCTION OF SHORT FILMS and PUBLIC SERVICE ANNOUNCEMENTS

Background

Ba Distrito is a four-year project generously supported by the American people through the United States Agency for International Development (USAID), and is implemented by Counterpart International and partners. The project’s aim is to strengthen local governance, increase access to justice, support the process of decentralization, and increase participation in local elections.

Request for Applications

Ba Distrito is seeking an individual, company or organization (Vendor) to produce educational films and public service announcements for television to share information about suco council roles and responsibilities, and engage in civic and voter education in the lead up to the anticipated suco elections. 

In particular, Ba Distrito is seeking a Vendor or Vendors to produce the following deliverables:

 

1.      Produce a short film or films in Tetum about the roles and responsibilities of suco council members with a total length of 12 minutes. Script to be developed by the Vendor in collaboration with Counterpart International, NGO Belun and the Ministry of State Administration;

2.      Produce a short film or films in Tetum about voter education and suco elections with a total length of 12 minutes.  Script to be developed by the Vendor in collaboration with Counterpart and the Technical Secretariat for Electoral Administration (STAE);

3.      Produce a short film or films in Tetum about civic education with a total length of 12 minutes. Script to be developed by the Vendor in collaboration with Counterpart and the National Electoral Commission (CNE);

4.      Produce 3 Public Service Announcement in Tetum for television about local elections, aimed at engaging young people in voting and in the democratic process.  1 minute in length each.  Script will be developed by the Vendor in consultation with Counterpart International and the National Youth Council of Timor Leste (CNJTL).

Additional Essential Deliverables:

1.      Each film must be produced with three versions:  (1) in tetum; (2) with Baikeno voice over; and (3) Tetum with English subtitles.

2.      Vendor must provide 500 DVD copies of the Suco Council roles and responsibilities film/s. Each DVD will include three (3) versions of the film: 1) Tetum version 2) Baikeno voiceover 3) Tetum with English subtitles.

3.      Vendor must provide provide 500 DVD copies of the voter education film/s. Each DVD will include three (3) versions of the film: 1) Tetum version 2) Baikeno voiceover 3) Tetum with English subtitles.

4.      Vendor must provide 500 DVD copies of the civic education film/s. Each DVD will include three (3) versions of the film: 1) Tetum version 2) Baikeno voiceover 3) Tetum with English subtitles.

Additional Details:

1)    All quotes must include the cost of actors and script development and all other costs associated with fulfilling the above requirements;

2)     All films and PSAs must be completed no later than July 15, 2016;

3)     This is open to qualified individuals (national or international) and companies based in Timor-Leste.

 

Eligibility Criteria: 

The applicants must fulfill the following principal criteria:

•      Experienced film-makers

•      Prior experience in developing and producing  short films

•      Technical and financial capacity to implement the proposed activities.

Please submit a complete application with the following information:

1.      Detailed quotation for all of the deliverables;

2.      Show reel (or examples of previous work) in hard copy or indicating on-line links;

3.      Summary of vendor’s relevant experience;

4.      CV of filmmaker proposed.
