TITLE: Liquiça Coordinator (national position)

LOCATION: Liquiça with regular travel to remote areas as well as Dili

REPORTS TO: Organizational Development Manager primary line of reporting, but also the Monitoring and Evaluation Specialist and the Grants Manager

DATE DUE: March 22, 2016      

START DATE:   May 1, 2016 (12 month contract extendable depending on funding and performance)



Counterpart International is implementing the four-year United States Agency for International Development (USAID)-funded Ba Distrito project. The goal of the project is to improve local government’s ability to address community needs and increase its capacity to deliver services more effectively, efficiently and sustainably.  The Ba Distrito project is partnering with the Government of Timor-Leste in support of its efforts to improve services at the local level by strengthening the ability of institutions such as suco councils and justice sector agencies to engage with and represent the interests of citizens at the grassroots level. The goals of the Ba Distrito program are to 1) build the capacity of suco councils to strengthen citizen participation and representation in local governance; 2) improve communication and linkages between suco councils, administrative posts and municipal administrations; local GOTL line ministries and other providers of basic public services at the sub-national level; 3) improve the delivery of justice sector services by strengthening legal aid services and improving district court functionality and 4) strengthen inclusive citizen participation in local level elections.

With the support and under the supervision of the Organizational Development Manager, the Liquiça Coordinator will oversee all Ba Distrito activities taking place in Liquiça municipality. In addition to providing logistical support to Dili-based program staff on short-term assignments in the district, the Liquiça Coordinator will assist Ba Distrito senior staff to conduct district needs assessments, design requests for applications for competitively awarded grants to local organizations, oversee grantee selection and activities, design and implement training based on the program’s overall training plan, and facilitate monitoring and evaluation of program activities and the activities implemented by local partners.



·      Work with suco council members, CSOs, and district court actors to identify capacity building and technical assistance priorities, utilizing Counterpart and Tetra Tech DPK methodologies;

·      Support design and implementation of capacity building and training activities with partners and counterparts at municipal, administrative post, and suco-level;

·      Assist in the design and deliver of training to suco councils, CSOs, court actors and legal aid organizations, working closely with program partners and counterparts;

·      Provide day-to-day coordination and monitoring of program activities and take primary responsibility for monitoring and evaluating project activities in Liquiça;

·      Provide input to development of supportive legal aid and other legislative frameworks;

·      Assist the Ba Distrito project, suco councils, CSOs, and district courts to engage in public outreach activities;

·      Act as the focal point for grants activities in Liquiça, with responsibility to conduct pre-grant meetings, assist with development of grant applications, preliminary evaluation of grant applications, following up on grant awards and monitoring and evaluating the implementation of grants awarded under the Ba Distrito project;

·      Establish strong relationships with relevant stakeholders and the municipal and national level, including participating suco councils, CSOs, municipal and administrative post government staff, PNDS, PDID staff, MSA, MOJ and other and line ministry staff;

·      Drive the project vehicle (motorcycle) in Liquiça  for project activities and take responsibility for ensuring its regular maintenance;

·         Other duties and responsibilities as assigned.



  • A minimum of 3 years relevant experience with an international organization. Experience on donor-funded capacity building programs or working in a relevant government or nongovernmental organization preferred.
  • Good understanding of organizational development including the fundamentals of finance, administration, transparency, community consultation, etc.
  • Degree in law, public administration or other relevant subject or equivalent experience.
  • Demonstrated ability to effectively coordinate with a wide range of stakeholders.
  • Demonstrated ability to work as part of a team and to work independently with minimal supervision.
  • Excellent public speaking and writing skills in Tetum. Excellent English language skills required.  Knowledge of local languages highly preferred.
  • Motorcycle license required.
