National Consultant to support Gender Strategies for Security Institutions

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women’s goal in Timor-Leste is to promote the women’s human rights and gender equality as the country works towards sustaining and furthering achievements in stability and development. In this regard, its programming in the country is connected to its five corporate priority areas: increasing women’s leadership and participation; ending violence against women; engaging women in all aspects of peace and security processes; enhancing women’s economic empowerment; and making gender equality central to national development planning and budgeting. UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality.
Among its priority areas, UN Women supports the national implementation of the Women, Peace and Security Agenda, as part of the broader social discourses around state building and peacebuilding. This specifically involves work with the Government to strengthen the legal-policy framework related to women’s meaningful decision-making and participation and collaborating with civil society organizations for advocacy, awareness-raising on the WPS Agenda and initiating small scale community interventions for improving women’s participation and protection. At the policy level, UN Women is particularly focused on the development and implementation of the National Action Plan on Women, Peace and Security (NAP WPS), which is linked to facilitating changes for individual stakeholders in key sectors, such as within the National Police and Defense Forces. This work involves close collaboration with the Ministry of Interior and the Gender Unit of the National Police, as well as the Secretary of State for the Support and Socio-economic promotion of women (SEM), as well as civil society partners from the WPS Community of Practice, a network of organizations and institutions involved in the NAP WPS development and advocacy.
UN Women is seeking a National Gender Consultant to support a gender strategy for security institutions, to advance the commitments and efforts made by the National Police and Defense Forces to promote gender equality within their institutions. This will contribute to Timor-Leste’s national commitments set forth in the Strategic Development Plan and sector strategies, as well as international obligations, such as CEDAW and the Security Council Resolutions comprising the Women, Peace and Security Agenda.
- Objectives of the assignment
The key objective of the assignment is to provide technical support to UN Women in supporting national security institutions (specifically the Gender Unit of the National Police –PNTL and gender focal points within the Ministry of Interior, Ministry of Defense and Defense Force –F-FDTL), to develop a strategy for mainstreaming gender within their respective institutions toward implementation of their broader gender equality commitments.
- Scope of work and tasks
- Collaborate with the Gender Unit to review data gaps in the institutional gender assessment and compile relevant data where available to complete gender analysis of recruitment, promotion and training within the PNTL.
- Facilitate finalization of the gender assessment with key departments within the PNTL, especially those represented in the Superior Council.
- Organize consultations with PNTL personnel and relevant stakeholders to draft a strategy within the PNTL for mainstreaming the gender recommendations, linked to the NAP WPS, PNTL’s Five-Year Strategy and Annual Action Plan.
- Conduct validations of the draft strategy for presentation to the Superior Council.
- Organize consultations with the Ministry of Defense and Defense Forces to identify mechanisms for assessing and developing a gender strategy for the institution, based on existing gender equality commitments.
- Conduct a desk review and compile relevant gender-disaggregated data related to the Defense Forces.
- Support capacity development efforts on transformative leadership for female PNTL personnel.
- Support Gender Unit to contribute to gender-responsive planning and budgeting processes as part of the 2017 Annual Action Planning exercise.
- Develop communications and advocacy material on the gender strategies and recommendations for PNTL and Defense Forces, in collaboration with relevant institutions and organizations.
- Provide accompaniment to the Gender Unit in coordinating its work within the PNTL, with external partners and from national to municipal levels for greater impact.
- Duration of the assignment
The total duration of the contract assignment will not exceed 100 working days within a ten-month period, between 21 March and 9 December 2016.

All the deliverables, including events materials, notes and reports should be submitted in written in English language.
Upon receipt of the deliverables and prior to the payment of the installment the deliverables related reports and documents will be reviewed and approved by UN Women. The period of the review is one week after receipt.
- UN Women team in cooperation with the Ministry of Interior, PNTL Gender Unit, and other stakeholders will provide support to the organized events, such as venues, equipment and stationery;
- UN Women will provide support in identification of the resource persons for strategy development, consultations and advocacy events;
- UN Women will cover costs of travel to the districts and within the region as needed, related to the assignment, as well as daily subsistence allowance (DSA) as per standard UN rate. UN Women will also provide vehicle for field visits.
- Performance evaluation:
Consultant’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.
- Required experience and qualifications
The Consultant should fulfill the following requirements:
- Master or Bachelor Degree or equivalent (required education in Law, Political studies, Economics, Social Sciences or related fields).
- 2 years with Master degree or 4 years with Bachelor degree of professional experience in the area of women’s participation, security sector, gender equality and women’s rights;
- Experience in strengthening capacities of Government institutions or civil society organizations;
- Experience with facilitation of consultations, trainings, policy development, dialogues, including with security personnel;
- Familiarity with gender equality and women’s rights issues in Timor–Leste.
- Language and other skills:
- Proficiency in oral and written in English and Tetum languages, knowledge of Portuguese is an advantage
- Computer literacy and ability to effectively use office technology equipment, Internet and email.

- Financial proposal. The financial proposal shall specify a total lump sum amount per each deliverable, based on the template in Annex 1. The approximate number of working days for each deliverable are intended to provide a guide only in the computation of the lump sum per deliverable, and the actual payment will be payable based on the stated lump sum for each satisfactorily achieved deliverable.

Applications will be evaluated based on the Cumulative analysis.

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
Technical qualification evaluation criteria:
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidate.
Financial/Price Proposal evaluation:
- Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
- The total number of points allocated for the price component is 100.
- The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

The above lump sum costs includes all administration costs and expenses related to the consultancy. All prices/rates quoted must be exclusive of all taxes.
