DURATION: 12 months, renewable depending on funding and performance



Counterpart International is implementing the four-year U.S. Agency for International Development (USAID)-funded Ba Distrito program. The goal of the program is to improve local government’s ability to address community needs and increase its capacity to deliver services more effectively, efficiently and sustainably.  The Ba Distrito program will partner with the Government of Timor-Leste in support of its efforts to improve services at the local level by strengthening the ability of institutions such as suco councils and justice sector agencies to engage with and represent the interests of citizens at the grassroots level. The goals of the Ba Distrito program are to 1) build the capacity of suco councils to strengthen citizen participation and representation in local governance, 2) improve communication and linkages of suco councils with district administration, local GOTL line ministries and other providers of basic public services at the sub-national level; 3) improve the delivery of justice sector services by strengthening legal aid services and improving district court functionality and 4) improve the capacity of electoral management bodies to administer fair, transparent and inclusive local elections and strengthen civic participation.

The Governance Officer will report to the Governance Technical Specialist and will assist in providing technical support to the implementation of good governance, decentralization and election activities including research and legislative commentary, analysis of local suco council capacity building activities, supporting national NGOs implementing grants, and supporting improved government communications and coordination efforts.


·         Assists in the implementation of the Ba Distrito project’s governance, decentralization and election activities including engaging in research, legislative commentary, analysis, advocacy and support to national implementing NGO partners;

·         Participates in Working Groups and Consultations related to local governance, decentralization and elections;

·         Researches and collects information regarding local governance, local elections, deconcentration and decentralization from a variety of data sources (e.g. communications, publications, the press) to keep abreast of issues/events and provide up-to-date information;

·         Assists in the development of concept papers related to local governance, decentralization and elections;

·         Assists in the design of training in decentralization, local governance, local elections, organizational capacity development, project management and citizen engagement for local suco councils, journalists and NGO partners;

·         Assists in providing technical assistance and support for any major GoTL initiative/program either at the suco or municipal level that is part of GoTL initiative to prepare for implementation of decentralization plans, local governance and local elections.

·         Performs other tasks as assigned.


·         A Bachelor’s degree in political science, law, or any other relevant field;

·         2 years of relevant work experience in an area related to democratic governance, suco councils, local governance or decentralization;

·          Familiarity with effective local governance and decentralization issues in Timor-Leste and capacity development is strongly preferred;

·         Strong research, writing and analysis skills;

·         English and Tetum fluency required. Knowledge of Portuguese is preferred.
