Counterpart International is implementing the four-year Ba Distrito project which is funded by the United States Agency for International Development (USAID). The goal of the project is to improve the ability of local governance to address community needs and increase its capacity to deliver services more effectively, efficiently and sustainably.  The Ba Distrito project is partnering with the Government of Timor-Leste to assist in improving services at the local level by strengthening the ability of institutions such as suco councils and justice sector agencies to engage with, and represent the interests of, citizens at the grassroots level. The project is also supporting national efforts for the anticipated suco elections in 2016 through support to the country’s Electoral Management Bodies (EMBs) to hold fair, transparent, inclusive local elections and facilitate civic engagement.

Ba Distrito is seeking a Communication Specialist to be seconded to the National Election Commission (CNE) of Timor-Leste. The Communication Specialist will increase the communications capacity of CNE by conducting an assessment of the organization’s current communications capacity, developing a plan (with recommendations) to strengthen this capacity and implementing the plan; and developing and implementing an external communications strategy that specifically focuses on engaging and educating women, youth, and people with disability about their civic rights.


The Communication Specialist will support the CNE communication team to:

·         Conduct a communications capacity assessment for CNE, and develop a workplan for addressing those needs

·         Develop a long-term civic education communications strategy for Timor-Leste’s upcoming electoral cycle, in close consultation with CNE

·         Implement the communication strategy/ies, including the development and implemention of a workplan, ensuring that results are realized in a timely manner

·         Provide strategic communications advice to CNE about the development of various civic education media products including posters, fliers, booklets and a short film (in Tetun)

·         Establish and maintain close relationships with local media outlets, and provide timely and accurate information upon request (with the approval of the CNE Commissioner)

·         Provide marketing communication advice, including advice about branding

·         Develop and implement social media and outreach strategy

·         Coordinate all CNE publication activities, including website content management, publishing materials, design and supervision of publication distribution

·         Provide day-to-day mentoring to CNE Communications team and oversee the preparation of information/communications products

·         Provide support as required for Ba Distrito’s monthly governance and election program that will be broadcast on national and community radio

·         Monitoring and evaluation on all activities as required

·         Undertake any other tasks as required by the CNE Commissioner.



The Communications Specialist deliverables will include, but are not limited to, the following during the period of the contract:

1.      Undertake capacity-building needs assessment and corresponding plan of action (work plan) for CNE

2.      Develop and implement a civic education Communications Strategy, inclusive of, and respecting the needs of women, youth and people with disability

3.      Develop a suite of strategically developed communications materials relating to civic education, including:  Fact sheets, brochures, video and a social media engagement strategy

4.      Media advice to CNE, and analysis

5.      Develop information, learning products and ongoing mentoring for CNE staff

6.      Evaluation reporting for communications strategy implementation

7.      Evaluation reporting for workplan implementation

Minimum Requirements and Experience:

§  Five years’ experience in the field of public communications

§  Proven experience in the strategic development and implementation development of a multi-faceted communications strategy or strategies

§  Strong writing skills with experience in writing reports, informational/educational copy, speeches, media releases, and website content

§  Experience in project-managing communication and marketing materials for publication, from concept design to printing and distribution

§  Proven experience in media outreach and media engagement

§  Good problem solving skills

§  Ability to work to short deadlines

§  Experience in Timor-Leste or similar context an asset

§  Fluency in Tetum and English required

§  Excellent technical understanding of electoral system in Timor-Leste.
