Counterpart International is implementing the four-year Ba Distrito project which is funded by the United States Agency for International Development (USAID). The goal of the project is to improve the ability of local governance to address community needs and increase its capacity to deliver services more effectively, efficiently and sustainably.  The Ba Distrito project is partnering with the Government of Timor-Leste to assist in improving services at the local level by strengthening the ability of institutions such as suco councils and justice sector agencies to engage with, and represent the interests of, citizens at the grassroots level. The project is also supporting national efforts for the anticipated suco elections in 2016, through support to the Technical Secretariat for Election Administration (STAE) to hold fair, transparent, inclusive local elections and facilitate civic engagement.

Ba Distrito is seeking a Communication Specialist to be seconded to the Technical Secretariat of Electoral Administration (STAE) of Timor-Leste. The Communications Specialist will increase the communications capacity of STAE by conducting an assessment of the organization’s current communications capacity, developing a plan (with recommendations) to strengthen this capacity, and implementing the plan; and developing and implementing an external communications strategy that specifically focuses on public education about the elections process, and informing the public about any new systems of local leadership.

The Communication Specialist will:

·         Conduct a needs communications capacity assessment for STAE, and develop a work plan for addressing these needs

·         Design a comprehensive long-term voter-education strategy for Timor-Leste’s upcoming electoral cycle, in close consultation with STAE

·         Revise STAE’s voter education messaging to be more inclusive and effective in targeting youth, women, people with disability (PWD) and other marginalized groups

·         Provide strategic communications advice to STAE as required

·         Establish and maintain close relationships with local media outlets,and provide timely and accurate information upon request (with the approval of the STAE Director General)

·         Assist in marketing communication activities including branding

·         Develop and implement social media and outreach strategy

·         Develop information and education products such as a short video, fliers, posters, brochures (in Tetum)

·         Coordinate all STAE publication activities, including website content management, publishing materials, design and supervision of publication distribution

·         Provide day-to-day mentoring to STAE Media and Voter Education team and oversee the preparation of information/communications products

·         Monitoring and evaluation reporting on all activities as required.

·         Undertake any other tasks as required by the General Director of  STAE.


The Communications Specialist deliverables will include, but are not limited to, the following during the period of the contract:

1.      Five years of proven experience in the public communication area

2.      Undertake capacity-building needs assessment and corresponding plan of action (work plan) for STAE

3.      Develop and implement a Communications Strategy, inclusive of, and respecting the particular needs of women, youth, and people with disabilities

4.      A suite of strategically developed communications materials relating to voter education, including: Fact sheets, brochures, video, and a social media engagement strategy

5.      Media advice to STAE, and analysis

6.      Development of information, learning products, and ongoing mentoring for STAE’s staff

7.      Evaluation reporting for communication strategy implementation

8.      Evaluation reporting for workplan implementation.


Minimum Requirements and Experience:

§  Proven experience in the strategic development and implementation development of a multi-faceted communications strategy or strategies

§  Strong writing skills with experience in writing reports, informational/educational copy, speeches, media releases, and website content

§  Experience in project-managing communication and marketing materials for publication, from concept design to printing and delivery

§  Proven experience in media outreach and media engagement

§  Good problem solving skills

§  Ability to work to short deadlines

§  Experience in Timor-Leste or similar context an asset

§  Fluency in Tetum and English required

§  Excellent technical understanding of electoral system in Timor-Leste.
