Explanation of Role

WaterAid is an international NGO dedicated to the provision of safe domestic water, sanitation and hygiene education to the world’s poorest people. We work with local partners to help communities access safe water, sanitation and hygiene (WASH). And we use our experience and research to influence decision-makers to do more to provide these vital services. WaterAid has been working in Timor-Leste since 2005 and our vision is that all Timorese should have access to safe water, sanitation and hygiene by 2030. WaterAid is able to provide great training and educational opportunities, good working conditions, and the opportunity to join a highly motivated and award winning team. It is a requirement of this role that you are able to commit to up to 4 weeks international travel per year. The role also requires travel to rural and remote parts of Timor-Leste.


This position involves supporting WaterAid Timor-Leste’s Country Operations, Country Strategy Development, Management and Implementation, with a long-term strategy for the position to be a strong contender for a potential future national Country Representative position. The role will largely focus on supporting and managing the Policy and Campaign teams, Program Support, Capacity Building and Operations Team. The position supports the development and achievement of WaterAid’s country strategic objectives and effective operations in order to promote and secure poor people’s rights with regards access to safe water, improved hygiene and sanitation and to support local partner organisations and service providers in developing their capacity to deliver effective WASH and behaviour change programmes.

Key Accountabilities

Reporting to the Country Representative (CR), the Deputy Country Representative (DCR) will support the CR to manage and continue to develop WaterAid Timor-Leste’s Operations and Implementation of the Country Strategy as follows:

  1. Country Strategy Development & Implementation
    1. Together with the Country Representative and Program Director, support the development, implementation and quality management of the country strategy so it maximizes impact for people’s access to Water, Sanitation and Hygiene.
    2. Play a lead role in the development and implementation of the Country Strategic Plan.
    3. Support the Program Director to ensure that strong M & E and quality control procedures are understood and implemented by program staff, both from WaterAid and partner organizations.
    4. Manage the process of support to partners, sustaining formal, long-term relationships, and identification of appropriate partner organizations.
    5. Manage learning from relevant best practice examples (internally and externally), through strong reporting, learning and M & E processes.

  2. Contribute to building the organization’s profile & influence, including managing the development of communications products (press releases, brochures, stories).
  3. Build and maintain effective working relationships with relevant officials in government, civil society, donors, partners and other international organizations
  4. Support activities to deliver outcomes on priority advocacy issues
  5. Produce communication products to share good practice through a variety of means (press releases, brochures, newsletters, stories).
  6. Ensure that information needs from Melbourne Office are serviced in a timely way.
  7. Represent WaterAid in external events when delegated by the Country Representative

  2. Lead on organisational learning and the achievement of the wider objectives of the organisation
  3. Lead on the development of knowledge products and the management of a effective evidence-base to inform best practices and policies.
  4. Promote the sharing of best practice across WaterAid, the sector in Timor-Leste and globally.
  5. Ensure effective and timely country contribution to global advocacy initiatives and priorities
  6. Take on additional responsibilities that contribute to the growth and impact of WaterAid in Timor-Leste and international work as identified by WaterAid CR and Senior Management Team


  1. Organisational Management
  2. Mentor the staff team, to build both internal and partner capacity.
  3. Support the Operations Manager to develop and support a working environment that reflects WaterAid’s values so that it is conducive to them reaching their full potential.
  4. Support mechanisms to ensure effective contact and working relationship between WaterAid Timor-Leste staff and relevant contacts in the WaterAid Australia Office and other members across WAi.
  5. Support Operations Manager and ensure country office policies, procedures, guidelines and risk registers are in place, updated and disseminated.
  6. In collaboration with the Operations Manager support partners to develop their own policies and procedures based on partners capacity needs assessment.
  7. Participate as a member of the Senior Management Team and Leadership team.


  1. Financial Management
  2. Provide timely and strategic support to senior management team and program to develop project concepts in line with the country strategy.
  3. Support the Operations Manager to ensure the efficient and proper use of funds, supporting team in the development and management of their program budgets.
  4. Support the Operations Manager to ensure compliance with donor monitoring, spending and legal requirements.
  5. Contribute to identifying in-country resources to support our planned work, and to make best use of resources available to maximise impact for achieving poor people’s rights to water, sanitation and hygiene


Person Specification

The following criteria will be used to assess candidates for the post. All applicants must address these criteria in their application:


  1. Education

Degree or professional qualification in a relevant area (Social sciences, Development studies)


  1. Knowledge and skills
  • Knowledge of organizational management and development in NGOs
  • Ability to plan own work, set priorities and complete tasks if under time constraints or when faced with competing demands.
  • Ability to use computers both word processing, spread sheets and presentations.
  • Knowledge in developed writing and communication skills in Tetum and in English  


  1. Essential Experience
  • At least 6-years’ experience working in local and/or international NGOs in senior programme management roles.
  • At least 4-years’ experience in management role in an International NGO.
  • Experience of implementing development projects through local NGO or local government partners
  • Practical experience in participatory community-based development programmes, including participatory planning, monitoring and evaluation.
  • Experience in planning and implementing effective monitoring and evaluations systems.
  • Experience in the development of policies, guidelines and procedures.
  • Experience in programme and finance management.
  • Experience in the line-management of senior staff.
  • Experience in mentoring and building the capacity of organisations, teams and staff


  1. Desirable Experience
  • Knowledge of organizational management and development in Timor-Leste
  • Experience and proven skills in people management
  • Experience working in/or understanding of WASH project implementation.
  • Experience in research and analysis and documentation of best practices
  • Experience in developing successful funding proposals.
  • Highly developed writing and communication skills in English
