TITLE: Monitoring and Evaluation Assistant (national position)

LOCATION: Dili, Timor-Leste with frequent travel to districts

REPORTS TO: M&E Specialist                                     

START DATE: August 1, 2015

CONTRACT:  12 months renewable dependent on funding and performance

CLOSING DATE:  July 5, 2015



Counterpart International is implementing the four-year United States Agency for International Development (USAID)-funded Ba Distrito project until September 2017. The goal of the project is to improve local government’s ability to address community needs and increase its capacity to deliver services more effectively, efficiently and sustainably.  The Ba Distrito project is partnering with the Government of Timor-Leste in support of its efforts to improve services at the local level by strengthening the ability of institutions such as suco councils and justice sector agencies to engage with and represent the interests of citizens at the grassroots level. The goals of the Ba Distrito program are to 1) build the capacity of suco councils to strengthen citizen participation and representation in local governance; 2) improve communication and linkages between suco councils, administrative posts and municipal administrations; local GOTL line ministries and other providers of basic public services at the sub-national level; 3) improve the delivery of justice sector services by strengthening legal aid services and improving district court functionality and 4) strengthen voter and civic education during the electoral cycle.

Counterpart International is seeking a Monitoring & Evaluation Assistant to support the effective monitoring and evaluation of the USAID funded Ba Distrito project. The project aims to increase institutional and human capacity at local level to deliver basic services effective and in a manner that is responsive to citizen needs and expectations. This is an entry level position.  With the support and under supervision of the M&E Specialist, the Monitoring & Evaluation Assistant will be responsible for the following:


·         Ensure that the Knowledge Management Portal (database) is kept up to date;

·         Conduct weekly monitoring of all the data that entered by civil society partners and the Ba Distrito staff into the Knowledge Management (KM) Portal database for completeness, accuracy and correctness;

·         Support civil society partners to enter information into the Knowledge Management Portal database;

·         Compile training and activity data for analysis;

·         Ensure the proper organizing and filing of all Monitoring and Evaluation documents;

·         Support the timely monitoring and evaluation of project activities in accordance with the minimum standards set out in the Performance Evaluation and Monitoring Plan;

·         Provide detailed, accurate and timely information for the project’s quarterly reports as well as other reporting information when requested;

·         Facilitate effective knowledge sharing between program components.

·         Engage in regular evaluation and analysis of the project’s activities, identifying early possible concerns and working with the M&E Specialist to recommend changes;

·         Other duties and responsibilities as designed.


·         A Bachelor’s degree or at least 3 years of relevant working experience in data management, monitoring and evaluation, program implementation or other relevant field;

·         Strong computer skills, particularly with databases and MS office including Excel required;

·         Previous experience working with an international NGO or organization highly desirable;

·         Previous experience with monitoring and evaluation preferred;

·         Strict and conscientious attention to detail required;

·         Excellent numeracy skills and a strong understanding of how to conduct data analysis required;

·         Ability to learn quickly and the ability to think analytically required;

·         Excellent working knowledge of English required.
