FEMALE RESEARCH OFFICER FOR SURVEYS ON PREVALENCE AND PERPETRATION OF VIOLENCE AGAINST WOMEN
Term of Reference
The Asia Foundation (the Foundation) is implementing an ending violence against women program in Timor-Leste under a Grant Agreement with the Australian Department of Foreign Affairs and Trade. The program goal is to reduce the proportion of women who have experienced violence, and to improve the well-being of women and children affected by violence. The program aims to improve outcomes for women and children in prevention, support services, and access to justice by improving capacity in key ministries, reducing levels of violence, improving services, and strengthening justice processes.
The Foundation has engaged a team of consultants to develop and conduct one survey on the prevalence and one on perpetration of violence against women, including risk factors, attitudes, and behaviors. A team of up to 60 data collectors is required to be available for training and data collection from June to July 2015 inclusive. Two surveys will be undertaken, with teams of male data collectors for the men’s survey and teams of female data collectors for the women’s survey. A total of 20 men and 40 women data collectors are required.
The Female Research Officer will have key responsibility for the implementation of the female survey as part of the senior research team, responsible to the Research Manager. Specific responsibilities of the Female Research Officer are:
- Contribute to the preparation of the training for enumerators and the training of supervisors and the pilot survey from 8-20 June.
- Contribute to the trialing and revision of the questionnaires.
- Ensure adequate advance notice to district, sub-district, and local authorities regarding the conduct of the survey, in consultation with the Lead Male Researcher and the Research Manager.
- Manage the work of the female enumerators and supervisors in implementing the survey using tablet technology and Open Data Kit software and Formhub;
- Conduct data collection oversight and monitoring, including quality assurance, from 24th June until mid-July (or when the survey target is complete).
- With support from the Asia Foundation, arrange transport for the female enumerators and supervisors, and supervise field work, using the agreed survey questionnaires, ensuring that quality control measures are upheld throughout the survey.
- Participate in review and evaluation processes for the purpose of documenting lessons learned in relation to the survey.
- Undertake other tasks as required to support timely implementation of the research.
- Tertiary education in community development or other relevant field.
- Proven experience in managing a team of people
- Experience in research or data collection preferred in particular around issues of violence against women.
- Understanding and commitment to rigorous ethical standards for research.
- Proven experience in logistics management
- Good communication skills, good listener, non-judgmental.
- Experience at working on sensitive issues an advantage.
- Willingness to participate in 6 weeks of field work in the districts.
- Strong time management and communication skills
- Fluent in Tetum. Competence in English

A daily fee will be provided negotiated between the successful applicant and the candidate. Accommodation and per diem allowance provided while in the districts.
