TITLE:                    Organizational Development Officer (national position)             

LOCATION:         Dili, with travel to the districts

REPORTS TO:      Organizational Development Manager

DATE DUE:          March 17, 2015 

START DATE:      April 1, 2015 – one year contract renewable depending on funding




Counterpart International is implementing the four-year United States Agency for International Development (USAID) Ba Distrito project. The goal of the project is to strengthen local governance and improve access to justice at the grassroots level.  Ba Distrito’s objectives are to 1) build the capacity of suco councils to strengthen citizen participation and representation in local governance; 2) improve communication and linkages of suco councils with municipal administrations, local GOTL line ministries and other providers of basic public services at the sub-national level; and 3) improve the delivery of justice sector services by strengthening legal aid services and improving district court functionality.

Under the supervision of the Organizational Development Manager, the Organizational Development Officer will support the development of capacity of our CSO implementing partners and suco council partners in six functional areas:  (1) Leadership and Strategic Management; (2) Program Management and Quality Control; (3) Accounting and Financial Management; (4) Financial Sustainability; (5) Human and Material Resources; and (6) External Relations and Communication.


·         Design and deliver organizational development training to CSO partners.

·         Support CSO partners and suco councils to implement priorities resulting from the organizational development training through technical assistance and follow-up using Counterpart International’s tools and methodologies.

·         Provide regular accompaniment to CSO partners and suco councils to ensure the progress of the organizational development process within the partners’ organizations and the suco councils.

·         Creatively review, synchronize and develop Counterpart International’s existing training modules, templates and tools to support the organizational development of implementing partners, including developing, adapting and translating existing English modules into Tetum.

·         Engage in monitoring and evaluation of organizational development activities and assist evaluation efforts.

·         Establish strong relationships and partnership with relevant stakeholders at the national and municipal level.

·         Other duties and responsibilities as assigned.


·         A minimum of 3 years relevant professional experience. Experience on donor-funded organizational development programs or working in a relevant government or non-governmental organization preferred.

·         Degree in relevant subject or equivalent experience.

·         Demonstrated ability to design and deliver participative and interactive training and technical assistance to implementing partners.

·         Demonstrated knowledge and experience with organizational development including best practices in Leadership and Strategic Management, Program Management and Quality Control, Accounting and Financial Management, Financial Sustainability, Human and Material Resources; and External Relations and Communication.

·         Demonstrated ability to engage in ongoing follow up support to organizational development training activities.

·         Demonstrated ability to work as part of a team and to work independently with minimal supervision.

·         Demonstrated good communication in crossed-culture team work.

·         Willingness to learn and a high level of proactivity.

·         Excellent training facilitation skills and writing skills in Tetum. Good English-language skills required.
