SUMMARY OF POSITION RESPONSIBILITIES
The Program Officer (Prevention) will support the design and implementation of the Ending Violence Against Women (EVAW) Program. The PO will play a role in designing work plans for the EVAW program, in particular the Prevention Pillar of the program. S/he will assist with stakeholder consultation and engagement in program activities, grant management, and development of program budgets.
The Asia Foundation (the Foundation) is implementing an Ending Violence Against Women (EVAW) Program in Timor-Leste under a Grant Agreement with the Australian Department of Foreign Affairs and Trade (DFAT). The program began on 15 April 2014 and will run until 31 March 2018 (Phase 1) with an option to extend for an additional four years (Phase 2). The EVAW Program goal is to reduce the proportion of women who have experienced violence, and to better meet the needs of women and children affected by violence. The objective is to improve outcomes for women in prevention, support services, and access to justice by improving capacity in key ministries, reducing levels of violence, improving services, and strengthening judicial processes serving the needs of women survivors of violence.
The EVAW program is based on a design developed by DFAT. The program structure is aligned to the Timor-Leste Government’s National Action Plan on Gender-based Violence – covering prevention, support services, and access to justice. It will also undertake research to support evidence-based programming. For the prevention pillar, the program will seek to involve the government, in particular the Secretary of State for the Support and Socio-economic Promotion of Women, and civil society in designing, implementing and monitoring research based prevention projects.The EVAW Program will work with the Ministry of Social Solidarity as the key government implementing agency for services to women and children who have experienced violence. The justice pillar will support the provision of legal assistance to women and children affected by violence and monitoring of the courts and cases, and strategic interventions in both the formal justice system and local justice mechanisms to support better outcomes for women and children.

Current East Timorese partner organizations, including NGOs and government agencies; Timorese civil society organizations, government organizations, international NGOs working in Timor-Leste; Australian Aid Program; other bilateral and multilateral donors in Timor-Leste.
All applicants are required to meet the following criteria:
- OdPrevious relevant experience in development programs in Timor-Leste. The Foundation expects that those applying for the Program Officer will have two years of relevant professional experience including experience in implementation of international development programs.
- Demonstrated work experience in supporting partners implementing grants and program activities.
- Previous work experience on themes of EVAW or gender equality will be highly regarded.
- A personal commitment to promoting gender equality and to modelling personal behaviours consistent with the program focus;
- A willingness to pro-actively identify ways in which the program can better reach disadvantaged or marginalised groups, particularly people with disabilities;
- A commitment to working respectfully and collaboratively with individuals and organisations at a range of levels;
- A commitment to working in a multi-disciplinary team with a strong focus on research, evaluation, learning, and networking;
- Strong oral and written communication skills.
- Ability to communicate orally and in writing in English and Tetum.
- Willingness to travel to the districts.
JOB FUNCTIONS AND RESPONSIBILITIES
- Working within the EVAW team, contribute to the development of the Prevention Pillar work plans.
- Ensure integration of key principles underlying the EVAW Program Design – including gender equality, child protection, do-no-harm – into the implementation plan.
- Support engagement of relevant government and non-government partners for the Prevention Pillar.
- Support the development of grant agreements with Prevention Pillar partners and management of the grants.
- Conduct regular monitoring visits to CSOs and provide reports to the Coordinator on CSOs’ program implementation to monitor that activity delivery is in line with agreed budget, activity scope, output and outcome, and within deadline.
- With guidance from the Coordinator, provide technical assistance to government and CSO partners on primary prevention of violence against women and children.
- Organize and attend workshops and Learning Labs with CSO and government partners, UN Agencies and/or donors as required.
- Contribute to the development of the EVAW M&E Plan and support the program’s M&E system.
- Supervise Program Assistants as may be required and assigned
- Assist with preparation of program reports as required.
- Comply with relevant donor and TAF grant regulations and procedures.
- Monitor relevant political, social, and economic developments and assess impact on the EVAW program.
- Other duties as assigned.
