DISTRICT MANAGER, AINARO DISTRICT PROGRAM UNIT (based Maubisse)

 

Plan’s programs in Aileu and Ainaro Districts aim to ensure that children realize their rights to health, clean water and sanitation, education, and protection from violence, abuse and disaster risks. Plan is committed to response in case of humanitarian disaster in these Districts.

 

The District Manager will provide management and leadership for the Program Unit team to ensure that Plan meets its commitments to children, communities and supporters. This is a senior post with substantial responsibility. The District Manager reports to the Country Director and is a member of the County Management Team.

 

Knowledge, Skills, and Behaviors Required to Achieve Role’s Objectives:

 

Knowledge

·         Demonstrated knowledge and experience as an organizational leader, with senior management experience, preferably in an international organization

·         Demonstrated understanding of the NGO sector in Timor Leste, and the challenges working in rural and remote areas.

·         Demonstrated knowledge of rural development  children’s issues in Timor Leste

·         Strong knowledge of HR and finance management.

·         Excellent written and spoken English and Tetun essential

 

Skills

 

·         Proven skills in the full range of operational management, including HR, finance, procurement.

·         Skills in implementing development and/or disaster response programs.

·         Communication skills, including networking, relationship building and excellent negotiation and influencing skills in multi-cultural contexts

·         Proven skills in engaging with children and young people in respectful and creative ways, in line with Plan’s CCCD approach

Behaviors

·         Demonstrated commitment to children’s rights, gender equality and inclusion of the most vulnerable

·         Strongly drives performance forward with teams.

·         Develops mutual trusting relationships with staff and peers.

·         Sets a strong learning culture in the organization.

ASSISTANT DISTRICT MANAGERS, AILEU (TWO POSTS) AND AINARO (Maubisse) (ONE POST)

 

The Assistant District Manager will support the District Manager in his/her role generally, but will have a particular focus on managing suco-based Community Mobilization Officers and supporting Community Volunteers in sponsorship communications. He/she is line manager for up to ten staff.

 

Knowledge, Skills, and Behaviors Required to Achieve Role’s Objectives:

 

Knowledge

·         Demonstrated knowledge and experience as a manager, preferably in an international organization

·         Experience in the NGO sector in Timor Leste, and the challenges working in rural and remote areas.

·         Demonstrated knowledge of rural development, gender and child rights issues in Timor Leste.

Skills

·         Good written and spoken English

·         Communication skills, including networking, relationship building and excellent negotiation and influencing skills in multi-cultural contexts

·         Proven skills in engaging with children and young people in imaginative, creative and respectful ways, in line with Plan’s CCCD approach

·         Able to ride a motorbike on poor roads and tracks

 

Behaviors

·         Sets a strong learning culture in the organization.

·         Remains calm and positive under pressure and in difficult situations.

·         Must actively enjoy working with children and young people

·         Strong commitment to gender equality, children’s rights and inclusion of vulnerable groups
