Currently, there are two job vacancies in World Vision Timor-Leste, both in Bobonaro district.

EARLY CHILDHOOD CARE AND DEVELOPMENT (ECCD) PROJECT FACILITATOR – BOBONARO (1 POSITION)

Purpose of position
To ensure that the ECCD project is implemented, monitored and evaluated effectively and is technically sound, based on the project design and budget.

Major responsibilities
A. Project Implementation

  • Actively support Project Coordinator and Associate Area Manager and  in project planning, implementation, monitoring and reporting processes relevant to assigned areas
  • Facilitate technical training in coordination with Development Facilitators according to the Project Detailed Implementation Plan
  • Respond timely and actively to the technical training request of the Development Facilitators and Associate Area Manager
  • Develop TOR, deliver technical training and manage the logistics and finance administration of activities in the sector
  • Raise awareness and facilitate critical analysis of community issues and opportunities
  • Ensure that gender analysis, Christian commitment, and child protection are mainstreamed within WV initiatives in their assigned communities.
  • Support the Development Facilitator in facilitating visioning and planning processes with community members – especially the most vulnerable, and within community based groups
  • Develop monthly work plans and weekly activity schedule and submit these to the Project Coordinator

B.  Building Relationships

  • Be responsible for maintaining and strengthening relationships with key partners, especially relevant government institutions (MoH, MoE, DNAS, DHS, MAF, etc.).
  • Ensure that partnerships with other development partners are focused on promoting the well-being of children, especially the most vulnerable.

C.  Technical Quality Assurance

  • Ensure that the project in its respective sector is technically sound both in design and implementation
  • Ensure the Development Facilitators and the communities are informed with the recent approach/technologies in the sector.
    Identify training needs, prepare materials and conduct training for staff and volunteers.

D.  Program Design, Monitoring and Evaluation (DME)

  • Assist the M&E Coordinator and Project Coordinator in data collection for project assessments, proposals, budgets, monitoring and evaluation
  • Together with the Development Facilitator utilize the monitoring system and tools of project implementation and to capture learning.
  • Support the process of DME (Assessment, Design, Evaluation)
  • Submit monthly reports based on DIP and Monthly Activity Plan.
  • Maintain up to date records of project documents, agreements, reports, photos, assessment and design and evaluations.

E. General  Responsibilities

  • Attend and participate in weekly chapel services and regular devotional meetings.
  • Support in hosting the visits of sponsors, donors, and WV staff from other.
  • Other responsibilities: remove or alter duties when necessary.

Required knowledge, skills and abilities
Education:

  • University degree in a relevant technical field (eg. engineering, health, development)

Knowledge & Skills:

  • Good presentation and communication skills for a number of different audiences
  • Proven time management and organisational skills
  • Literacy in Microsoft Word and Excel
  • Fluent in Indonesian and Tetun, and preferably in the local dialect in area where you are serving
  • English language skills (can read, write and understand English)
  • Ability to ride a motorbike and have the license or willingness to learn

Experience:

  • A minimum of two years of appropriate professional experience
  • Experience facilitating development projects and/or working with community members.
  • Proven leadership ability and experience as a team player

Work environment
Be willing to work in a team environment, collaborate with staff in other district offices, and travel and stay overnight at project sites (about 75% of the time).

NUTRITION BEHAVIOR CHANGE COMMUNICATION (BCC) FACILITATOR  – BOBONARO DISTRICT (1 POSITION)

Purpose of position
The BCC Facilitator will ensure that the project is implemented effectively based on the project design. The overarching goal of the project is for pregnant women and children under five years of age in project areas to attain sustainable improvements in their nutrition status with the support of their families and communities.  The project has dedicated outputs on behaviour change communication and local-level advocacy.

Major responsibilities

Coordination with the Ministry of Health and project partners on BCC interventions

  • Actively work with the relevant district public health officers (Nutrition, Health Promotion & MCH) to support the implementation of district-level plans in project areas, particularly for infant and young child feeding (IYCF) counseling guidelines, the revised mother and child health card (LISIO) format and growth chart, and the roll-out of community case management (CCM) and micronutrient powders (MNP).
  • Ensure that key messages disseminated by the Nutrition Facilitators and community health volunteers (PSFs, IYCF counselors, mothers’ club leaders and other peer facilitators) in project areas are aligned with key messages agreed at the Ministry of Health but culturally-sensitive and tailored to the local context.
  • Participate in relevant meetings with the Ministry of Health for the organization of local-level campaigns particularly breastfeeding and Vitamin A and deworming campaigns and sweeping activities as needed.
  • Coordinate authorization for and modification of any existing IEC materials to be reproduced through the project with the relevant departments at the Ministry of Health and/or organization that developed the original material.
  • Coordinate preparation, final approval and dissemination of any IEC materials to be prepared through the project with the relevant departments at the Ministry of Health and the organization sub-contracted for the actual production of the said materials.
  • Engage with local authorities, religious leaders and other influencers for their active involvement in and possible collaboration with BCC interventions.

Planning

  • Provide organizational and logistic support for the preparation of the BCC Master Plan under the leadership of an external consultant during the start-up phase of the project.
  • Provide organizational and logistic support for the basic training on BCC competencies under the leadership of an external consultant during the start-up phase of the project.
  • Prepare and manage an annual calendar for implementation of BCC interventions in accordance with the BCC Master Plan, ensuring sensitivity to important community events in order to maximize community participation and avoiding overlap among project areas in order to facilitate access to project resources by the respective Nutrition Facilitators.

Implementation

  • Ensure implementation of the BCC Master Plan during the life of the project including following up the personal work plans of the various Nutrition

Facilitators

  • Provide organizational and technical support to the Nutrition Facilitators and community health volunteers (PSFs, IYCF counselors, mothers’ club leaders and other peer facilitators) to organize and conduct nutrition education sessions using interpersonal communication at SISCa events, home visits, and door-to-door campaigns.
  • Provide organizational and technical support to the Nutrition Facilitators and community health volunteers (PSFs, IYCF counselors, mothers’ club leaders and other peer facilitators) to organize and conduct nutrition education sessions using group communication at SISCa events and mothers’ club and other peer support group (e.g., farmer’s groups, savings and loan groups) meetings.
  • Provide organizational and technical support to the Nutrition Facilitators and community health volunteers (PSFs, IYCF counselors, mothers’ club leaders and other peer facilitators) to organize and conduct nutrition education sessions using mass communication during local-level breastfeeding and handwashing campaigns and community meetings and events such as child growth days.
  • Coordinate input from other projects particularly BFSED during organization of multi-sectoral community events such as food fairs and child growth days.
  • Collaborate with other projects particularly MCH and ECCD to ensure that key messages for nutrition education are reinforced and that IEC materials and BCC strategies are applied uniformly.

Monitoring & Reporting

  • Prepare and maintain a database of the existing and upcoming IEC materials from the Ministry of Health and other partners to support implementation of the BCC Master Plan, including master documents in hard and soft copy.
  • Prepare and maintain distribution lists of any IEC materials disseminated through the project.
  • Prepare and maintain a database of mothers and other caregivers reached with key messages through the project to facilitate reporting (i.e., SAR/Annual, CWB, MELF), including the names of vulnerable children under five requiring close follow-up and monitoring through the mothers’ clubs.
  • Coordinate preparation, approval and production of any IEC materials highlighting implementation progress specific to the project including a project dashboard where appropriate and feasible.
  • Explore possibility for documenting and disseminating project activities through social and digital media and other innovative approaches where appropriate and feasible.
  • Assist the Project and M&E Coordinators in developing and revising the project’s M&E framework and indicator tracking table particularly for the BCC-related interventions.
  • Compile and organize all data relating to BCC-related interventions collected by the various Nutrition Facilitators.

Financial Management

  • Prepare and manage budgets for the production of IEC materials and organization of community events employing mass communication.
  • Request and reconcile advances for the project implementation in a timely fashion and in accordance with WVTL internal regulations.

Administration

  • Maintain up to date records of project documents, agreements, reports, photos and evaluations.
  • Manage assets.

Staff supervision and capacity development

  • Work with the Project Coordinator and Nutrition Facilitators to build basic BCC competencies among project staff and community health volunteers (PSFs, IYCF counselors, mothers’ club leaders and other peer facilitators) in accordance with the BCC Master Plan and their corresponding personal work plans.
  • Implement the Performance Development Management (PDM) System.
  • Identify training needs, prepare materials and conduct training for staff (and volunteers), in consultation with the HR Department.
  • Assume personal responsibility for career development, and improve technical knowledge through reading, on the job learning and training.
  • Be open to change, seek to continuously improve processes, and think creatively and innovatively.

Other

  • Adhere to World Vision Core Values and Policies.
  • Follow any new procedures and guidelines designated in circulars from Country Director.
  • Comply with WVTL internal policies and procedures.
  • Perform other duties as may be assigned by your supervisor.

Required knowledge, skills and abilities

  • Demonstrated leadership skills
  • Good presentation and communication skills for a number of different audiences
  • Fluent in Indonesian and Tetun
  • Minimum 2 years of work experience in related field (health promotion, behavior change communication, IEC production)
  • Proven project management skills
  • Proven time management and organizational skills

Work environment
The coordinator will be based in Maliana with 50% travel to targeted villages.
