Explanation of Role

WaterAid is an international NGO dedicated to the provision of safe domestic water, sanitation and hygiene education to the world’s poorest people. We work with local partners to help communities access safe water, sanitation and hygiene (WASH). And we use our experience and research to influence decision-makers to do more to provide these vital services. WaterAid has been working in Timor-Leste since 2005 and our vision is that all Timorese should have access to safe water, sanitation and hygiene by 2030. This position involves supporting WaterAid’s water project work with local NGOs and organisations, with a particular emphasis on monitoring and capacity building partner NGO staff to deliver effective WASH, particularly water, projects. The position supports WaterAid’s strategic objective of supporting local partner organisations and service providers in developing their capacity to deliver effective WASH related water and sanitation projects. This position will be based in Same, Manufahi District and will involve travel to rural communities on a daily basis as well as occasional travel to Dili or other district.

 

 

Key Accountabilities

  1. Program Support
  • Support and work closely with NGO partner on conducting feasibility study, technical survey, technical design, and BOQ preparation.
  • Lead the water quality test activity and responsible on the database of this along with the other WaterAid colleagues.
  • Coordinate closely with the DAA and other related stakeholders for the WASH, specifically water, program planning and implementation.
  • Coordinate closely with the partner NGO’s field coordinators and staff on water project implementation.
  • Support the sanitation and hygiene project activities when it is necessary.
  • Support the NGO partner logistic and procurement team in term of material quality, quantity, delivery, and storage.
  • Be a part of a WaterAid district procurement team along with other WaterAid colleague.

 

  1. Capacity Building
  • Manage and conduct water technical related trainings and workshops for NGO partner staff, district government, and other district stakeholder.
  • Manage and conduct water technical training for the water user group with particular emphasis on operational and maintenance of water supply system.
  • Support the sanitation and hygiene related capacity building activities.

 

  1. Monitoring and Evaluation
  • Monitor NGO partner project implementation on water and sanitation.
  • Responsible on the quality assurance of water project construction that implemented by the NGO partner.
  • Conduct and responsible on water data collection, data storage and analysis, reporting, monitoring and evaluation system (i.e. government data collection, Water Point Mapper, etc.) with partner organizations and WaterAid staff particularly Boundary Rider.

 

  1. Learning
  • Develop case studies on the community water project.
  • Along with other WaterAid staff, organize collective reflection, learning, and planning events with partner organisations and staff.

 

 

 

Person Specification

 

The following criteria will be used to assess candidates for the post. All applicants must address these criteria in their application:

 

  1. Education

Degree or professional qualification in a relevant area i.e. civil, environmental, mechanical or architect engineering.

 

  1. Knowledge and skills
  • Knowledge of Water, Sanitation, and Hygiene (WASH) for rural communities
  • Knowledge and skills in WASH project planning and preparation (CAP process, technical survey and design) and project implementation.
  • Knowledge of water quality test, particularly on field level.
  • Knowledge of water project logistic and procurement procedure.
  • Knowledge and skill of working through partnership and monitoring and evaluation.
  • Knowledge and skill of partner and community capacity building.
  • Ability to plan own work, set priorities and complete tasks if under time constraints or when faced with competing demands.
  • Ability to use computers, word processing, spread sheets and email.
  • Ability to communicate clearly both when speaking and writing in Tetum.

 

  1. Essential Experience
  • Experience of planning and implementing water projects with rural communities in Timor-Leste
  • Experience in facilitating training, mentoring and building the capacity of partner
  • Experience in implementing CAP process

 

  1. Desirable Experience
  • Experience in groundwater project and/or water appropriate technology for rural community.
  • Experience in sanitation, particularly CLTS, and behaviour change approaches to health and hygiene.
