  1. Youth Empowerment for Sustainable Development (YE4SD) National Program and Partnership Coordinator (1 Position)

The YE4SD National Program and Partnerships Coordinator is responsible for supporting the Program Manager with overall program implementation and coordination of national level YE4SD Program activities; forging partnerships at the national and district level; monitoring and capacity building of partner organizations, including field visits and monitoring key program implementation activities; actively participate in reporting and evaluation of program activities working in close collaboration with YE4SD Program team members.


Typical Responsibilities – Key End Results of Position

Functional area: Partnerships

  • Coordinates the relationships with various partners of the YE4SD Program, which include, but not limited to, liaison with partners; regular communications; awareness raising and information dissemination, meetings, participation in joint activities or partners’ events, etc.
  • Carries out partner capacity assessments of potential partners and regularly reviews and updates assessments of existing partners (at least once per year; may be required more frequently depending on partners’ capacity and work plans);
  • Develops capacity building and training plans (in collaboration with partners and YE4SD team); supports partners with training; to ensure that the partners can effectively meet the standards and requirements of the YE4SD Program, including planning, budgeting, reporting, evaluation, child protection, gender equality, and disability inclusion. Using participatory methods, identifies common capacity building needs of the Program partners to ensure maximization of efforts and resources for partner capacity building.
  • In collaboration and consultation with the YE4SD Program Manager prepares partnership agreements, reports and work plans with YE4SD partners and key stakeholders; conducts monitoring and evaluation of the partner contracts and partnerships.

Functional area: YE4SD program management

  • Supports the YE4SD Program Manager with strategy development, planning, reporting and evaluation of the YE4SD Program.
  • In collaboration with the YE4SD Program Manager conducts quarterly reviews of Program expenditure, implementation plans; prepares and facilitates quarterly re-planning and prioritizing meetings/ sessions.
  • Assists the YE4SD Program Manager with drafting agreements, MOUs, reports, communication materials for internal and external purposes.
  • Conducts field visits to monitor program implementation and ensures quality of the Program delivery.
  • Works closely with M&E Coordinator, District Coordinator and YE4SD Program Manager to ensure high quality coordination, monitoring, evaluation, reporting and learning processes for the YE4SD Program, with particular focus on supporting the District Coordinator with preparing reports and timely submission of required information from the districts to the M&E Coordinator and the Program Manager.
  • Supports the YE4SD Program Manager in developing key guiding program documentation (e.g. on partnerships, Program strategies, etc.) and does so in collaboration with the YE4SD team.

  • Ability to understand and work in accordance with Plan’s objectives and standards, in particular understanding the importance of partnerships and mandatory processes and practices required to achieve the overall partnership strategy
  • Demonstrated project management experience, especially in planning, monitoring, budget management, report writing and M&E tasks.
  • Proven experience working with local organizations and leading development of their capacity.
  • Experience in participatory and community development approaches.
  • Experience in training of young people and understanding of participatory adult learning principles.


Qualifications and Experience:

  • At least 3 years of experience in managing or coordinating youth and/or community development programs and teams.
  • At least tertiary education preferably in the field of management, education, psychology, social sciences, and/or community development, or equivalent experience in the sector.
  • University education with an appropriate qualification for the role is an advantage.




  1. YE4SD Program and M&E Assistant (1 Position)


The YE4SD Program and M&E Assistant is responsible for:

  • Assisting the Program Manager with daily administrative and program implementation tasks, with maintenance of day to day program record keeping;
  • Constructive and professional interactions with Program team members and Plan staff, partners, key stakeholders and youth engaged in the Program; and assisting the YE4SD M&E Coordinator with collection, data entry and analysis of key monitoring data and program outcomes.


Typical Responsibilities – Key End Results of the Position

Functional area: YE4SD Program Assistant

  • Assists the YE4SD Program Manager with program administration and daily program management tasks, including development and maintenance of records keeping; provides timely and appropriate information and communications if needed/requested.
  • Assists with data analysis and shares results during YE4SD staff meetings and other activities (on quarterly basis or with other regularity if required).
  • Develops and maintains strong relationships with partner organisations, Program team and other key program stakeholders.
  • Assists the YE4SD Program Manager with monitoring and analysis of appropriate and efficient budget expenditure allocated to the Program.


Functional area: M&E Assistant

  • Assists the M&E Coordinator in ensuring that all M&E activities are carried out and that all deadlines and targets are met.
  • Assists with the work planning and implementation of monitoring and evaluation activities and ensuring the M&E systems are in place.
  • Supports the Monitoring and Evaluation Coordinator with YE4SD Program data collection, data entry and initial data analysis.
  • Assists in analyzing and compiling data to measure the progress and impact of projects’ activities, supports with preparation of program reports and communication materials.
  • Working in close collaboration with the M&E officer to ensure full implementation of all related field activities
  • Assists the M&E Coordinator with monitoring of appropriate and efficient budget expenditure allocated to M&E activities.


Skills and abilities required for the position

  • Demonstrated experience in performing administrative tasks and assisting with program/ project management tasks
  • Demonstrated experience in assisting with monitoring and evaluation of community based projects
  • Demonstrated experience in supporting project planning, monitoring, budget management; report writing, preparation of communication materials.
  • High level of communication skills and stakeholder relationships management
  • Understanding of Timor-Leste’s current development issues, trends, challenges and opportunities and implications to community development in Timor-Leste.
  • Knowledge and commitment to child rights, gender equality, disability inclusion, and child protection.


Qualifications and Experience:

  • At least tertiary education with an appropriate qualification for the role, the University education is an advantage
  • Proficiency in spoken and written English is an advantage
  • Computer literacy (ability to use Outlook, Microsoft Word, Microsoft Excel, PowerPoint, internet)
  • Experience in working with child-focused development organization would be an advantage



  1. YE4SD Technical Officer (2 Positions for Aileu and Maubisse)


The Technical Officer for the YE4SD project will support Plan’s Child Centered Community Development approach by closely work with young people in the project area to develop their skills and opportunities to participate in political, economic, cultural development in their communities.


Typical Responsibilities – Key End Results of the Position

Technical Functions/ External focus

  • Participate in and facilitate the implementation of a Youth Engagement Strategy.
  • Identify vulnerable young men and women, including young people with disabilities, in project areas and facilitate the identification of youth priorities utilizing a youth-to-youth approach.
  • Coordinate overall engagement with local partners (schedules, venue hire, invitation of youth and community members to program events, training and other activities), as well as assist partners other organizational tasks to ensure quality delivery of the ‘Life Skills’ training for young people, including sessions on sexual and reproductive health, and other required educational and awareness raising initiatives.
  • Assist in organizing training for youth in developing analytical and public speaking skills.
  • Liaise with duty bearers and key community leaders in order to establish strong working relationships, strengthen collaboration and advocate increasing opportunities for young people to participate in suco development forums and other community level initiatives.


Technical Functions/ Internal focus

  • Collect and analyse information, data required for reports, for M&E purposes, for the YE4SD Program communication materials.
  • Prepare monthly project progress reports and activity plans.
  • Participate in weekly one-to-one meetings with the YE4SD District Coordinator (supervisor);
  • Participate in YE4SD Program team meetings, events and activities as required; provide contribution to YE4SD Program planning and reporting, showcasing effectiveness and impact.
  • Participate in relevant Plan Timor-Leste meetings and activities as required.
  • Represent YE4SD Program at various meetings, workshops and activities organised by other organisations, partners (as required by the Program).


Skills and abilities required for the position

  • Experiences in participatory approaches to working with young people.
  • Understanding of Timor-Leste’s current development issues, trends, challenges and opportunities and implications to community development in Timor-Leste.
  • Knowledge and commitment to gender equality, disability inclusion, and child protection.
  • Understanding and ability of collecting information, data and materials required for program reporting.
  • Ability to work independently and as a part of the team, in respectful and responsible manner.
  • Ability to effectively plan and implement project activities to ensure meeting deadlines and Program objectives.


Additional requirements

  • Knowledge of English would be advantageous
  • Computer literacy (basic skills of using computers and key programs)



Qualifications and Experience:

  • At least completion of the secondary school education, preferably university education.
  • Minimum 3 years of experience in community development in a rural setting.
  • Experience working with youth, in particular in training environment and strong facilitation skills.
  • Experience working with youth organizations/ groups and assisting them in the development of their capacity.
