Vacancy for (1) position Finance/Administrative Officer

(UN Salary Scale: National Officer – A)

Duty Station: Dili

Duration: Starting as soon as possible, initially for a period of 12 months.


R4D is the Government of Timor Leste’s leading national Rural Roads Development and Capacity Building Program, implemented through the Ministry of Public Works, with financial assistance from the Australian Government and technical assistance from ILO.


To strengthen it finance and administrative support functions, R4D is looking for a highly qualified and experienced Timorese Finance/Administrative Officer. He/she will be responsible for all ILO-R4D’s administrative and finance support functions and for training and capacity development activities related to Finance and Administration. He/she will work under the overall supervision and direction of the ILO-R4D Chief Technical Advisor and will liaise and work closely with the ILO Timor-Leste Finance/Administrative support staff. The ILO R4D Finance/Administrative Officer will supervise five R4D Administrative Assistants, one R4D Office Assistant and twelve R4D drivers.

Applicants should have a first level university degree in a relevant field (financial management, administration or accounting) and at least six years of progressively responsible work in project finance/administration, preferably in a UN context or with an international organization. Candidates need to have an excellent command in spoken and written Tetum and English. Other requirements included excellent computer application skills, in particular regarding finance and administration related software applications, sound knowledge of UN financial and administrative rules, regulations and procedures, and good knowledge of relevant national/local laws and regulations.
