National Social, Poverty and Gender Specialist
Aurecon Australia Pty Ltd, through its Manila office, has been appointed by the Asian Development Bank (ADB) to undertake the above technical assistance. The purpose of the District Capitals Water Supply Project is to produce a demand-responsive investment plan to meet the water supply and sanitation needs of Timor-Leste’s urban population in Baucau, Los Palos, Same and Viqueque over the period 2013-2030 in line with national development targets.
The work will be undertaken in three stages namely:
·         Stage 1: Assessment of existing water and sanitation situation background and needs analysis (March to June);
·         Stage 2: Water supply and sanitation options analysis and masterplan preparation (July to September); and
·         Stage 3: Feasibility Assessment of Priority Water Supply and Sanitation Investments (October to December).
The project team was mobilized in March 2014 and is currently undertaking the detailed assessment under Stage 1. A key position in the team is the position of National Social, Poverty and Gender Specialist. The Consultant appointed for this position will report to the Team Leader but will support the International Social Poverty and Gender Specialist with the implementation of the social poverty and gender activities for the project. He/she will also work closely with the other members of the Aurecon team.
Input and timing
The input for this assignment is expected to be approximately 5-6 months commencing in June 2014 and requires a full time commitment.  
The position will be based in Dili but will require significant travel to the project towns.
Qualifications and experience

The Consultant should hold qualifications in a social science or related discipline, and have at least 5 years of experience working on participatory community consultation processes, sanitation/hygiene promotion and behavior change activities, and undertaking social surveys, including previous experience working on externally-funded projects. The consultant will have experience working with marginalized groups including women and low-income households, including assessment of water and sanitation needs.
English language communication skills are essential.
Method of appointment
The National Social Poverty and Gender Specialist may be hired directly by Aurecon or seconded from his/her current employer (consulting firm or NGO). The appropriate remuneration will be determined by the successful candidate’s experience and previous salary history and will be subject to the prior approval of the ADB.
