Job Title                       : Consultant Photography Workshop – LAFAEK Community Media Project

Location                       : Based in Dili, with frequent travel to field locations



Access to information of any kind is very limited in rural areas, particularly for the most disadvantaged members of the community. Televisions and radios have limited presence due to their cost and the limited availability of electricity.  Newspapers are only available in urban centers and rarely get distributed to the rural areas. There are few libraries, most of them in urban centers, and only a very limited number of titles available in a local language.

The restricted availability of information for low-literate community members reduces their capacity to identify and participate in locally available opportunities for business and economic development. Low literacy and a lack of information also lead to a decreased ability to participate actively in their children’s schooling (ultimately also affecting the capacity of families to value formal education). This often spawns a pattern of generational illiteracy. Children of low-educated or illiterate parents are more likely to repeat grades and drop out of school due to lack of parental support and have restricted time available to study, thus perpetuating a cycle of poverty and disempowerment. This situation leads to endemic poverty making these communities particularly vulnerable to diseases, malnutrition, and infant, child and maternal mortality.

The lack of economic opportunity in rural communities also leads to the migration of youth, particularly males, to urban areas in search of low-skill and low-wage work.  Given the scarcity of opportunity and their low skill level, those migrants become part of the poorest layers of the population and are more likely to become involved in crime and social conflict. The remaining members of rural communities, particularly women caring for large families, are left in a vulnerable situation, with little or no opportunity to generate enough income to support themselves.

  • Develop numeracy and literacy skills
  • Improve agricultural and health practices
  • Develop concepts of early childhood care and parental participation in children’s schooling


This project aims to develop community magazines and radio programs for low-literate adults, in order to promote economic and social development, particularly for the most disadvantaged and vulnerable members of rural communities. The magazine has been developed based on the highly successful model of the pre-existing Lafaek Magazine, using the same characters, similar formats, and capitalizing on its highly respected brand. Some new adult characters have been introduced who are tailored to appeal to the new adult target.  In order to fulfill this objective, the magazines provide content to develop basic literacy and numeracy skills, help community members to identify business opportunities and microfinance initiatives to create/supplement their income, improve agricultural, health and sanitation practices, and develop concepts related to appropriate early childhood care.

The magazines display content in a format sensitive to a low-literate public, in a culturally appropriate and locally relevant manner.  The magazine is currently being piloted with 22,000 households in selected areas of Bobonaro, Covalima, Ermera and Liquica Districts.

  1. Purpose of the Consultancy

The purpose of this consultancy is to assist production staff to increase their skills in how to use photography for learning purposes, and how to reproduce and layout these photographs more usefully in print. Photographs should be visually informative and be understood by young children and low literate adults.


  1. Roles and responsibilities

The training should be conducted in both theory and practice sessions, including;

  • Designing the training module on photography
  • Review and identify areas for improvements (photo size, quality, angle, etc)
  • Conduct training on how to take good photography to improve photography skills
  • Practice and review. This session will help the production staff to review their own shots and get feedback from other participants or trainer on how to improve them.


  1. Time Frame

This training is aimed for two days between May 20 and June 10, 2014

  1. Qualifications and experience
  • Proven experience in communications, media and education through photography, or related fields
  • At least 5 years professional work in photography for and education purposes, preferably for children’s books and/or in adult literacy programs.
  • Previous experience in Timor Leste and fluency in Tetun or Indonesian are desirable
