Purpose of Position


The Pastoral Care Officer will play a coordination role with the Alola Foundation, which will have direct welfare responsibilities for
students, and Timor-Leste tertiary institutions. The Pastoral Care Officer, under guidance of the ICS Manager, will work in collaboration
with the Alola Foundation to establish and implement ICS student welfare policy and practices. The Pastoral Care Officer will also
monitor students’ academic progress and work with tertiary institutions to improve student welfare support on campus.

Primary responsibilities include, but are not limited to:

Assist with the development and implementation of ICS student
welfare support with the Alola Foundation.
Assist with the development of a strategy to strengthen student
welfare support at participating Timor-Leste Tertiary institutions.
Monitor students’ academic progress and identify students at risk.
Monitor student welfare issues.
Oversee interventions/support when students face difficulties.
Brief students on welfare-related matters.
Undertake regular visits to participating tertiary institutions.
Maintain student database.
Other duties as directed by the In-Country Subsidies Manager as appropriate.

Minimum education and experience required

Tertiary qualifications in Education Psychology, Social Work or
related fields

Good English language proficiency is required
Experience in implementing donor support programs in Timor-Leste
Experience working on a scholarships program
Experience working with the Australian and Timorese Governments
and community groups
Demonstrated knowledge of Timor-Leste education system
A high level of proficiency in written, listening and spoken
English is required. (The ability to speak any of the official
languages, Portuguese and Tetun will be an advantage).


This role is suited for candidates based in Timor-Leste and will not
attract mobilisation/relocation assistance. Applicants must have
