TIMOR GAP, E.P. is the Timor-Leste’s National Oil Company which was established in 2011 under the Decree Law no. 31/2011. Its main objective is to act, on behalf of the State, in conducting business within the petroleum and gas sector. Its activities vary from Onshore to Offshore and national to international.
One of the current portfolios of TIMOR GAP, E.P. is to assist the Government of Timor-Leste in achieving the implementation of the Tasi Mane Project-Suai Supply Base, Betano Refinery, Beaco LNG Plant and Highway linking the three centers, in light of this, TIMOR GAP, E.P. is seeking for the new recruits in order to assist TIMOR GAP, E.P in successfully executing these tasks.

B. POSITIONS SOUGHT
Corporate Service Unit:
1. Human Resource Manager (National and International)
Main Duties: Human Resource Manager is responsible for the operational delivery of HR services and support to staff. The HR Manager will work with the Director of Corporate Service to identify, develop and implement solutions across a range functions including workforce planning, evaluating employee relations, performance management and staff development. The role has responsibilities for working with all to develop a positive organizational culture, aligned with the Company’s values and which foster accountability, innovation and continuous improvement. Act as a key driver and leader in ensuring the effective development and implementation of HR strategies, policies and procedures to support HR best practices and specific HR strategies required to build capability.
Qualifications: University degree from a recognized university in Management, Human Resource Management, Organizational Development and or Business Administration. At least 5 years of professional experience across all HR disciplines, including employment benefits, compensation, employee relations, training and development, performance management and conflict resolution. Knowledge and experience in developing human resources management policies and procedures. Have well developed forward planning, analytical and strategic thinking skills.
2. Accounting Manager (National and International)
Main Duties: Accounting Manager is responsible for the day-to-day accounting operations of the Company, include the production of periodic financial reports, maintenance of an adequate system of accounting records, and a comprehensive set of controls and budget designed to mitigate risk and enhance the accuracy of the Company’s financial reports. Accounting Manager is a member of Finance Team with a high level of knowledge of business services and able to complete work efficiently, recognizing issues of concern and opportunities as they arise, and take steps to resolve those issues. Establish financial status by developing and implementing systems for collecting, analyzing, verifying and reporting
financial information. This position must meet tight deadlines and a multitude of accounting activities including general ledger preparation and financial reporting. Have well developed forward planning, analytical and strategic thinking skills.
Qualifications: University Degree from a recognized university in the discipline area of Accounting, Finance, Economics and Business. CPA, ACCA or CA certification preferred. At least five years or more of professional experience in finance accounting or related field. Experience with ACCPAC, SAP or other computerized accounting and finance system.
3. IT Network and System Administrator (National Only)
Main Duties: The IT Network and System Administrator is responsible for designing, organizing, modifying, installing and supporting the Company’s computer system. Design and install LANs, WANs, Internet and intranet systems and network segments. Maintain network hardware and software. Monitor network to ensure network availability to all system users and perform necessary maintenance to support network availability. Supervise other network support and server specialists and plan, coordinate, and implement network security measures.
Qualifications: University Degree in IT. Minimum five years of professional experience in IT, including network management. Advanced experience with Linux, UNIX or similar system and windows platforms. Experience with satellite communications, Programming Language (HTML, PHP, Visual Basic), PABX systems, SAP, Lotus Domino, SQL, Arc GIS.
4. Procurement Officer (National Only)
Main Duties: Under the general direction of the Director of Corporate Service and Procurement Manager, the Procurement Officer will be primarily responsible for the procurement of goods and services in accordance with TIMOR GAP policy and standards, deliver wide procurement and logistics services, provide guidance, advice and support to ensure procurement processes are effective, efficient, and ethical and provide best possible value for the TIMOR GAP.
Qualifications: University Degree from a recognized university in Engineering, Sciences, Economics, and Business. Have experience in working with others on complex projects. Knowledge and experience in the application of contracting and procurement technical and legal knowledge, including the underlying principles as distinct from the practices.
Business Development Unit
1. Database Analyst (National Only)
Main Duties: The primary function of this job is to perform analysis, database design, planning, organizing, implementation, maintenance and support for GIS applications; write programs to utilize GIS data technology to meet projects and TIMOR GAP E.P. Develop a GIS Enterprise database and other related applications for projects needs and continue assist in the development of TIMOR GAP, E.P. database system. Check and ensure the accuracy and results are achieved.
Qualifications: Bachelor’s Degree in Computer Science or GIS Technology or related field; and at least (3) years’ experience in analysis, design, program, maintenance and implementation of database applications, GIS databases, and application designs; or any equivalent combination of experience and training achieved which provides the knowledge and abilities necessary to perform the work, and meets the requirements.
Gas Business Unit
2. Process Engineer (National Only)
Main Duties: The primary function of this job is to assist Gas Business Unit in day-to-day operational functions for the LNG project studies. Provide necessary support for the implementation of the LNG project and clarifications with respect to technical scope of the project, review P&IDs, contribute during HAZOP, plot plan and 3D model reviews, and review project deliverables. Undertake process simulations, data analysis, interpretation, recommendations for the designs of the LNG plants, such as NGL liquefaction processes, liquefaction technology, compressor performance, etc. Have experience and ability to draft and produce excellent technical reports.
Qualifications: BS or MS Degree in Chemical Engineering or Process Engineering or closely related engineering disciplines. Advanced computer skills to perform various simulations for design and system development. Possess hands-on experience of data analysis and interpretation with relevant software. Have extensive skills as chemical engineer, process engineer, LNG projects is desirable.
C. GENERAL REQUIREMENTS
