The Democratic Republic of East Timor has received financing administered by the World Bank under the Global Partnership for Education Fund toward the cost of the Management Strengthening Project (MSP), and intends to apply part of the proceeds for consultant services regarding International Advisor for Mother Tongue-Based Multilingual Education Pilot Program

A key function of the International advisor for Mother Tongue-Based Multilingual Education will be to advise and support the Ministry, in particular the program teams at the national and district levels, with the effective implementation of the Mother Tongue-Based Multilingual Education Pilot Program. This program requires organization, coordination, planning, training, advisory skills and also good knowledge, insights and experience in implementation, quality control and monitoring of the impact of the program. The responsibilities of the Procurement Adviser will include, but not limited to:

Key functions of the MoE Procurement Advisor will be to advise and support the Director and staff in the MoE National Directorate for Procurement. The responsibilities of the International Advisor for Mother Tongue-Based Multilingual Education will include, but not limited to:

  1. Feasibility Study and Revision of Workplan:

The Consultant will work closely with the National and District Coordination Teams to produce:

  1. A feasibility study including a mapping of technical, financial and political capacity available in the country in order to revise and make current strategies more effective;

  2. A 5 year strategic plan of work, complete with goals, activities and indicators of progress;

  1. Educational Support :

The consultant will work closely with the National Coordinator of MTBMEPP to provide educational support specifically on:

  1. Developing an MLE curriculum for grades pre-school- four, based on and adapted from the national curriculum, which includes transition into the two official languages;

  2. Developing accompanying instructional materials such as lesson plans and teacher guides for pres-school through grade four;

  1. Monitoring and Assessment; the consultant will work with the National Coordinator of the MTBMEPP in;

  1. Creating assessment tools and establishing a strategy for monitoring and evaluating the progress of the program and the learning outcomes of the children on a regular basis;

  2. Implementing a review of the program’s outcomes and indicators;

  3. Providing technical expertise in drafting a framework and timeline for the National Language in Education policy.

  1. Coordination with Local Communities; the consultant will work closely with the national and district teams in:

  1. Promoting the Mother Tongue Language Pilot Programme;

  2. Developing and revising existing and new pedagogical materials;

  3. Ensuring that all materials meet linguistics and educational international standards, and are understood and can be utilized by teachers and students;

  4. Assisting the language councils in their efforts to promote local languages through providing suggestions for research methodology and advocacy work.

  1. Any other tasks, as defined and determined from the results of the feasibility stufy in point A above.

The assignment is planned for 1 year with possibility extension to 18 months and expected to commence ASAP.

The Ministry of Education of the Democratic Republic of East Timor now invites eligible individual consultants to indicate their interest in providing the services for this position. Firms are not invited to propose individual consultants. Interested consultants must provide information indicating that they are qualified to perform the services (CV, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.). Qualification requirements are:

  • Higher University degree in Language and Education, Social Sciences, International Education, Policy and Education Management, etc.;
  • At least 7 years of working experience in Multilingual Education;
  • Excellent and demonstrated organization, communication, consultation, negotiation and drafting skills;
  • Proven capacity in the developing of projects or program in the context of Multilingual Education;
  • Familiarity with legal framework, policy and planning process on education and language issues in the world and advantage;
  • English fluency in word and writing is required, Tetum, Portuguese and/or Indonesia language skills are considered an advantage;
  • A clear understanding of the current educational and linguistics situation, the political framework, as well as of relevant involved stakeholders in support of the pilot program;
  • Familiarity with educational and linguistics issues in Timor Leste will be an advantage.

The successful candidate shall be offered a standard remuneration package according to rates for this level of specialization.
