Position               : Senior Procurement Officer – National Position

Department       : Procurement Unit

Duty Station       : Dili Base with travel to field offices

Report to             : Procurement Manager

 

Position summary:

The Senior Procurement Officer will provide high-level assistance to the Procurement Manager to support CARE International in Timor–Leste’s programs by providing timely and donor-compliant procurement services. He/she liaise with suppliers and provide advice to maximize the cost-effectiveness of CARE’s procurements. The Senior Procurement Officer will have a special focus on activities in the field.

 

Responsibilities

Specific responsibilities of the Senior Procurement Officer include the following:

  1. A.   Routine Procurement operations
  • Ensure the appropriate coding and completed supporting documentation before submit to Finance unit for payment
  • Keep updated  any outstanding procurement processes
  • Update market price list quarterly
  • Develop a system for procurement tracking and identify progress for achieving procurement schedules.
  • Coordinate regularly with the Finance Manager for planning and managing project procurement plans and updating the outstanding procurement contracts.

 

  1. Working closely with projects to ensure the Procurement records are compliance with CARE, Donor and local rules and regulations.
  • Manage field procurement requests from projects according to the Country Office Finance Manual and any donor guidelines. .
  • Undertake the project procurement activities in the field, such as reviewing technical specifications for goods and works; research the market for procurement bid lists, document in writing evaluation reports or minutes of the Bid Evaluation Committee meetings.
  • Lead the development of a Project Procurement Plan and generate regular guidance updates for all Project Managers.

 

  1. General Procurement tasks
  • Maintain Procurement procedures and policies based on the Country Office Finance Manual and donor requirements
  • Supervise the activities of the Procurement Department when the Procurement Manager is absent.
  • Manage field procurement requests from projects according to the Country Office Finance Manual and any donor guidelines.   .
  • Undertake the project procurement activities in the field, such as reviewing technical specifications for goods and works; research the market for procurement bid lists, document in writing evaluation reports or minutes of the Bid Evaluation Committee meetings.
  • Lead the development of a Project Procurement Plan and generate regular guidance updates for all Project Managers.
  • Develop a system for procurement tracking and identify progress for achieving procurement schedules.
  • Participate in project technical committees or component team meetings to ensure timely progress and a focus on procurement related activities.
  • Coordinate regularly with the Finance Manager for planning and managing project procurement plans and updating the outstanding procurement contracts.
  • Stabilize Preferred Suppliers list in Base Offices including to support the procurement in the remote and rural areas where CARE works.
  • Maintain Coordination with the Logistics Manager for loading and unloading materials to the field and understand the warehousing system.
  • Any other duties required by the Procurement Manager or the Acting Country Director for Finance and Administration to ensure effective and timely support to projects and programs.

 

Qualification:

Education:

  • Bachelor degree in any business related course (preferably Supply Chain Management)

Experiences:

  • Experience at least three years in supervisor Supply Chain Management level
  • Experiences in handling projects report from various donors (EC, AUSAID, USAID etc) will be an advantage.

 

Skills and Abilities:

  • Good written and verbal skills in the English language
  • Knowledge in computers (Windows, spreadsheets, etc.).
  • Experience in working with computerized, standard database programs.
  • Has managerial, leadership skills and details oriented
  • Ability to work in fast-paced and stressful environmental
