Do you have a bachelors degree in Human Resources?

Do you have good Tetum writing skills

Can you speak some English or Portuguese?

Can you provide skills in areas like designing job descriptions, staff evaluation systems and information management systems?

The Provedoria for Human Rights and Justice is looking for a qualified individual to work with their human resources department in the following areas:

With the support of the legal mentor/legal researcher of the Project, undertake an analysis of the main areas in need of internal systems for human resource management, including through the use of analysing human resource management systems and tools of other TL public institutions;

Based on the gaps identified in the analysis above review and improve current PDHJ human resource systems and design and implement new HR systems, policies and procedures to be managed by HR department (systems to be developed include implementation of leave, content of job descriptions, procedure for performing evaluation, internal system for considering course diplomas and the like);


Specific Outputs

Conclude creating job descriptions for all PDHJ staff (roughly 30 left)

Conduct participatory discussions on the development and then develop at least 3 areas for internal system development including, new staff induction system, staff performance evaluation system, staff presence system, leave recording system, by the end of 2013)

Draft at least 3 SOPs on related human resources management systems (internal rules, templates and forms).



Demonstrated excellent written communication skills;

Excellent interpersonal, intercultural and networking skills with a demonstrated ability to build and maintain professional relationships;

Consistently approach work with energy and positive attitude;

Cross cultural experience and sensitivity;

Ability to work effectively under pressure and meet strict deadlines;

Ability to work independently not under the direct supervision of a manager



University Degree in human resource management



At least 1 years experience working in the area of human resource and/or organisations management

Experience in capacity development an advantage

Experience working in the public sector an advantage

Experience working in post conflict countries an advantage


Language requirements

Excellent Tetum language skills are required

Excellent English language skills are required

Knowledge of Portuguese an advantage
