Position: Early Childhood Development Program Officer (1) Based Dili
Report to: Education Program Manager
Summary of the position
The purpose of the position is to work with the ECD Advisor and Education Program Manager in the implementation, supervision and monitoring of all ChildFund Timor Leste Early Childhood programs. S/he shall be responsible for the design and development of the ECD program strategy and support of education staff and teachers.
The Early Childhood Program Officer shall ensure the smooth running of all ChildFund early childhood development programming in line with ChildFund internal policies and procedures as well as government and donor requirements.
Major Duties and Responsibilities:
Work alongside the Early Childhood Development Advisor in planning, implementation, supervision and evaluation of an effective Early Childhood Program.
To design, plan, coordinate, implement, supervise and evaluate training for Local Partners, Program Officers, ECD Teachers, PTAs and other Community Volunteers.
Develop ECD Program standards necessary in running effective ECD Programs and Centers.
Provide support to teachers and facilitators in organizing and maintaining good quality ECD classrooms through mentoring and training.
Identify and develop training materials and curriculum necessary to be used by ChildFund Timor Leste in the ECD program.
Participate in the ECD Working Group meetings with the Ministry of Education, UNICEF and NGO’s.
Communicate with local partner, community members, teachers, school administration officials and other key MOE officials in regard to ECD programs.
Coordinate with District Education Office in implementation of ECD program.
Participate in the preparation of annual, quarterly, monthly and weekly project work plans and reports.
Design and lead in surveys and research studies to monitor and evaluate the program
Prepare and submit timely training/activity budgets, monthly/weekly training plan, training reports and monthly activity report to the Program Manager.
In coordination with the Education Program Manager, Partnership Program Manager and Local Partners prepare annual, quarterly, monthly and weekly project work plans and reports.
Participate in weekly and monthly coordination meetings.
Attend staff meetings, in-service training and continuing education programs as required
Perform any other duties as assigned by the Program Manager or the National Director
Qualifications and experiences
1) Bachelors Degree in Education or Social Sciences
2) 3+ years experience in education or Development work
1) Good written and oral communication skills in English
2) Ability to work positively with colleagues, teachers and children
3) A passion for Early Childhood Development
4) Effective planning, time management and organizational skills
5) Willingness to work at district Level and to travel
6) Computer proficiency
