Project                         : School Dropout Pilot Prevention Project / SDPP

Position                       : Senior Finance & Admin. Officer

Duty Station                : Dili with eventual travel to districts as requested by project needs

Report to                    : Country Coordinator

Job Summary

SDPP is a an education research project being implemented by CARE Timor-Leste in partnership with USAID, Creative Associates International, Inc. and the Government of Timor-Leste to address the issue of out of school children in the country.

Job Responsibilities

a. Processing all financial transactions related to the project, under the guidance of the Finance Manager and Assistant Country Director-Finance;

b. Production of monthly finance reports including billing, expenses against budget, fund requests and supporting the Finance Manager in ensuring integration with the accounting system;

c. Working in coordination with Procurement to ensure timely delivery of goods and payment of all approved invoices;

d. Assisting project staff in the preparation of advances and procurement requests, advising on correct procedures and budget availability.

e. Assisting the Country Coordinator in the preparation of budgets and other administrative responsibilities

Minimum requirements:

  • University graduate with a finance related degree
  • Several years of experience in finance management at a senior level;
  • Excellent computer skills;
  • Good communication skills (oral) in English; fluent in Tetun and/or Indonesian.
  • Previous experience with AusAid or USAID or USAID-funded projects strongly preferred
