A Site Manager Engineering will manage part of a construction project; they also help with technical advice and supervise other members of staff. The work can be varied as projects can range from working on a large-scale housing estate to building a new shopping complex. Site engineers should understand the different needs projects have.

Key tasks of the job include:

  • managing parts of construction projects
  • overseeing building work
  • undertaking surveys
  • setting out sites and organising facilities
  • supervising contracted staff
  • ensuring projects meet agreed specifications, budgets or timescales
  • liaising with clients, subcontractors and other professional staff
  • checking and preparing site reports, designs and drawings
  • providing technical advice; problem solving
  • ordering and negotiating the price of materials
  • ensuring site safety.

Flexibility is important as contracts are often Long-term, and relocation may be necessary.

To be a professionally qualified engineer you will need an accredited degree in construction, building, or civil/structural engineering and to study for a professional qualification.

CARE International Timor Leste (CITL) has been operating in Timor Leste since 1994. Its primary focus is long-term sustainable development projects in the areas of agriculture and drought preparedness; primary school education and children’s rights promotion; community health and nutrition; capacity building for local partner organizations and local and national government staff; urban community outreach and peace building; micro-enterprise and employment generation; and women’s participation and gender equality.

The Human Resource Manager plays a key role in the strategic and operational management of human resources at CARE International Timor Leste.  As a member of the Senior Management Team, the HR Manager contributes to overall direction setting and management of the organisation and its staffing needs. The HR Manager then designs, develops and reviews policies, processes and programs to support achievement of CARE’s HR goals, mainly in the areas of attraction, retention, performance management and development of staff. The main responsibilities of HR Manager will include:

  • Oversee and coordinate transparent and effective recruitment and orientation
  • Ensure effective CITL performance management processes including annual planning and performance appraisal (APPA)
  • Manage and coordinate effective capacity building and training for CITL staff
  • Ensure understanding and compliance with the CITL HR Policy Manual
  • Oversee the development of appropriate HR policies for CITL
  • Manage the HR team and lead the HR function across CITL including all field office locations
  • Manage effective employment contracting processes
  • Manage and monitor the administration of leave and payroll processes
  • Ensure effective processes and systems for responding to grievance and disciplinary issues
  • Maintain appropriate records for all CITL staff
  • Establish and maintain a consultant register and policy
  • Fulfill the role of a CITL Senior Management Team member in accordance with the SMT terms of reference

II. Organizational Context

 

 

The United Nations Development Programme (UNDP) together with the Office of the High Commissioner for Human Rights (OHCHR) is engaged in long term capacity development Project of the Provedoria for Human Rights and Justice (PDHJ). The PDHJ is the national human rights institution (NHRI) of Timor-Leste.

 

Building upon the existing human rights knowledge and skills which have been developed through the implementation of the UNDP-OHCHR Capacity Building Project for the Provedoria (2007-2009), the current Project (2010-2014) continues to strengthen the PDHJ’s human rights mandate, the department of public assistance, the four new PDHJ regional offices and the development of the PDHJ’s legal capacity. The project also provides support to the PDHJ institutional planning and management which is seen as crucial to the effective fulfillment of the human rights mandate.

 

The Project has the following main outputs:

  1. PDHJ staff are able to conduct legal analysis, are knowledgeable about Human Rights concepts and understands how these concepts are applied in their work
  2. PDHJ has effective and efficient institutional structures and management systems
  3. PDHJ has effective information and knowledge management systems.

 

This role relates to outputs 2 (website) and 3 (knowledge management databases).

Job Summary

​The Programa Nasional Dezenvolvimentu Suku (PNDS), or National Program for Village Development, is a new, nation-wide community development program of the Government of Timor-Leste (GoTL). Launched in June 2012 and valued at $300 million over eight years from 2014, it will contribute to rural development by funding the ‘missing link’ to services – basic village infrastructure – and provide jobs and training.

The Government is providing each village with an annual grant of around US$50,000 to plan, construct and manage their own small scale infrastructure projects.

An Inter-Ministerial Committee and a Technical Working Group, representing key ministries (Finance, State Administration, Health, Education, Agriculture, Public Works and the National Development Agency), have been established to oversee the implementation of PNDS. The PNDS Secretariat within the Ministry of State Administration supports these bodies and is responsible for the implementation of PNDS.

The Australian Government is assisting the Government of Timor-Leste to implement PNDS through the PNDS Support Program Phase II (PSP-II) managed by Cardno Emerging Markets.
